Auckland's shiny new $5.5b underground leaves political landmines

If you thought the Government's operating deficit announced in the Budget last month sounded on the high side, it was – it included a $700 million 'impairment' that the Crown is swallowing on the Auckland underground rail project.
The one-off amount took the 2025/26 projected operating balance, excluding ACC, to a deficit of $12.1 billion. It is not an extra injection of cash, but a way of accounting for the fact the Crown is getting less value back in assets than it put in to help build the City Rail Link.
Either way, it blew out Finance Minister Nicola Willis' Budget 'Obegalx' figure by a further 6 percent while the Government and ministers were trying to lower that number through public spending cuts and reprioritisation.
The Treasury has been matter-of-fact about the $700m impairment, saying it is 'non-cash' and an accounting necessity as the firm building the project, City Rail Link Ltd, begins to go out of existence and hands the assets to others.
The Government and Auckland Council went halves on the cost of the nine-year, $5.5b project and are about to have the assets handed over to be listed on the books of KiwiRail and Auckland Transport.
In broad terms, KiwiRail gets the tracks and tunnels; AT the stations, passenger facilities and precincts.
Auckland Council forecast in its Long-Term Plan 2024-2034 that its Auckland Transport company would receive assets totalling $2.8b. The central government Budget suggested $1.4b in assets would come to KiwiRail, with that gnarly $700m hit from the impairment to be accounted for.
In total, it appears the $5.5b spend is delivering assets tentatively valued at $4.2b to the new public owners.

It's getting close – and politicians are nervous
The rail lines and stations are due to open to paying passengers in just over a year, around July 1 2026.
The existing train routes will be changed to a south and city loop line, an East-West line and an Onehunga to west line, and the frequency of services in and through Britomart station will rise from 20 an hour to 30 initially, 15 each way.
The Crown has had to fund extensive upgrades and rebuilds to existing rail tracks to cater for the new and increased services – with the whole network closing again over June and October long weekends, and seven weekends of partial closures until September. Next summer a further six weeks of closures will be needed.
KiwiRail is already employing 55 extra drivers and train managers. AT's contractor is recruiting 56 station staff, maintenance and cleaning teams.
Auckland is buying 23 new three-car trains, taking the fleet from 72 to 95, with 11 already in service or in testing; the existing fleet is being modified to be compatible with the CRL tunnels and tracks – 13 are complete, 33 are being done now and 26 are yet to be done.
As the final months of CRL Ltd work take place, and train and systems testing occur underground and at the new above-ground station at Mt Eden, that date has started to focus the minds of city politicians.
The asset carve-up carries financial risks for Auckland Council, and the mayor and councillors are starting to fret about political risks as well. Mayor Wayne Brown told a transport committee meeting: 'Next year's increase in rates is largely down to the fact that the opex [operating expenditure] for this thing was not included in anyone's budget.
'So it's becoming my problem,' he said. 'Half the buck, probably more than that, rests with us.'

Mayoral 'meddling'
Brown, by his own admission, has started to 'meddle' in the late-stage planning for the Maungawhau station precinct at Mt Eden, after learning buses and cars won't go into the station area off the main roads to drop off and pick up.
Land the council had transferred to the project for proposed residential development, expecting to be valued at $180m, has also not seen a project materialise, leaving the mayor looking at ways 'to get the money back'.
On the asset values, an Auckland Council spokesperson told Newsroom: 'It's important to note that the value of assets relative to the value of investment by each of the two CRL funders creates a book-entry surplus or deficit, not a cash windfall or shortfall.
'Whatever the final figures, there are no implications for Aucklanders in terms of the delivery of rail services on the new lines.'
And at this point, there are no rumblings from any party that the $5.5b total construction cost could rise, with one final demand to the two partners as the project rolls towards completion.
The council Long-Term Plan issued last year says the asset values would be reflected on the council group's balance sheet in the year they are vested from CRL Ltd to Auckland Transport, with lower investment costs into CRL Ltd but a substantial increase in the value of council Property, Plant and Equipment (PPE).
Test trains have reached the 70 km/h maximum in the new tunnels.
The ongoing cost
The plan says there will be an annual net operating cost once the trains and passengers start moving of about $235m. How that is funded – and what the Beehive might kick in – is not determined.
The $235m includes the cost of interest the city will pay on the billions it borrowed to get the CRL built, maintenance, station running costs, depreciation, charges to KiwiRail and the cost of the extra rail services.
The asset transfers, valuations, effect on balance sheets and then the annual cost of the new trains are one area of challenge.
Another is the cost to Auckland ratepayers of developing smart precincts around new stations at Wellesley St in the city, Karangahape Rd and at Mt Eden/Maungawhau.

Here, it is Maungwhau that is the flashpoint, causing Brown political anxiety and prompting other councillors to question how some aspects of the CRL have been run in the transition period, citing too many agencies and not enough accountability.
As mayor, Brown is one of two co-sponsors of the overall project with the Minister of Transport, Chris Bishop. He says 'both myself and the other co-sponsor are pretty worried about that $180m'.
A separate agreement was announced Thursday between the Government and Auckland Council on special legal measures to help the city plan and consent high-rise, dense housing around Maungawhau and the Kingsland and Morningside zones along the western rail line.
Resource Management Act reform minister Chris Bishop said: 'Auckland Council must enable, within a walkable distance from these stations, heights and densities reflective of the higher demand for housing and business in these areas.' The new rules would go further than national planning rules for urban development had to this point.
It is possible the greater planning flexibility might now help Brown to realise back the value in the land Auckland Council had contributed to the Maungawhau CRL development – but any development is unlikely to be quick.
On current plans, the station would risk opening with 'a Gaza-like piece of land in front of the station' that rail users could not be driven through by bus or car.
Adding to the late, unfinished state of the station precinct, a multi-level residential development earmarked for the site by Kāinga Ora was also now off the table.
The mayor says: 'KO, which is a major player, is now a sunken ship.' The Government basically wants the council to now sort out the Kāinga Ora failure as well, he argues.

Brown says he is a backer of the City Rail Link. 'I've always said it is a good project but it was not set up particularly well.'
He believes the council decision two years ago to turn the task of precinct development for the stations to its property arm Eke Panuku (which is about to be merged with the council operations) had not worked out.
'We canned Eke Panuku because they were not as successful as they thought they were. Their efforts here have been access reducing and value reducing.
'I have the 100 percent support of the other sponsor just to make sure we get the maximum valuation out of the area.'
Artists' impressions shown to councillors confirm taxis and Ubers would be able to drive to the station entrance, and a review of possible bus routes at or through the station had begun with Auckland Transport.
Though Brown claims 'we are going to have a drive-through' at the station, any realignment of Mt Eden Rd and New North Rd bus services presents AT with a major late headache.
Council expert Barry Potter, the director of resilience and infrastructure, has now been put in overall charge of the final stage transition plans for the CRL.

'We will hang'
The Maungawhau problems have prompted wider concerns from some councillors, keen to work out who made decisions, by what authority and when over the course of the CRL development.
Maurice Williamson, of the Howick ward, is concerned how Auckland Transport and KiwiRail plan to launch the new route and services to the public.
'We will hang if this turns out to be a disaster. I really hope we do a soft launch not a hard one. The disasters that could come back to bite us could be dreadful.
'If we start with two or three routes, and bring some trains on board over a two or three month period so that finally when it is all running we had ironed out any bugs. If we do a hard launch and it fails then, holy hell, I'm going to be on the first plane out of here.'
Deputy Mayor Desley Simpson said she and Brown had met Sydney Metro to learn from its launch of a new line and services. 'And also talk about how we don't go out all guns blazing on day one.'
Some councillors encouraged colleagues not to start focusing on blame over past decisions or potential problems ahead.
Chris Darby: 'I think we need to check ourselves on the finger-pointing … I'm optimistic that the project will open and be stunningly beautiful, impactful and deliver beyond what was promised.'
Shane Henderson: 'Whenever we talk about the CRL around this table the tone is extremely negative. I'm not getting it. It's a city-shaping project. We should be positive champions.'

Article – RNZ RNZ understands a deal with Ngti Rangi that underpinned the project fell over at the last minute. The Defence Force's flagship project to fix up poor housing that is bad for soldiers' health has failed to break ground two years after it was funded, according to sources in Waiouru. None of the 50 houses promised for Waiouru have been started, according to feedback from the town, which the NZDF has not disputed. Budget 2023 earmarked the thick end of $75 million for the new houses. A Defence tender to find a builder went out a year ago. But on Wednesday the government said, 'Discussions regarding Waiouru are ongoing and progressing well, as part of a wider Treaty Settlement.' Asked what the talks were about, Associate Defence Minister Chris Penk's office said, 'We don't have anything further to add outside of our existing statements currently.' NZDF did not address what the new discussions were about either. It did not respond when asked what had happened to the project and any contract. RNZ understands its deal with Ngāti Rangi that underpinned the housing project fell over at the last minute. Ngāti Rangi is hosting the National Hautapu Ceremony for Matariki next week at Tirorangi Marae. The iwi referred RNZ's questions to the NZDF. A spokesperson for Associate Defence Minister Chris Penk, in a statement sent after the publication of this article, said the Government did not accept the suggestion any deal had fallen over. It said in 2021 that, 'Housing is on the top of our priority list. As part of our settlement we have an arrangement with the New Zealand Defence Force out at Waiouru to build 50 homes. That project we're still working on with NZDF.' Penk told Cabinet colleagues last year that NZDF's widespread 'dilapidated' housing was harming military output. Defence has vacancy rates of about 30 percent and 'ten percent of personnel leave the NZDF predominantly due to the unsatisfactory working, training and living environments', he said. Budget 2025 signalled the start of $9 billion in promised new defence spending by 2029, containing about $3 billion for 15 projects, mostly to do with weapons or IT systems. However, the Budget provided just a fraction over the next four years to address the billion-dollar backlog in maintenance and renewals that is outstanding; past Cabinet papers gave this figure, and NZDF confirmed on Tuesday that its spending on defence regeneration was half a billion dollars behind what the 2019 plan demanded. In August 2024, Penk expressed shock after seeing photos of black mould in Waiouru families' homes. 'No family should have to live like that, let alone the families of those who sacrifice so much to serve their country,' he said. The temperature low in Waiouru over the last 30 days has been under one degree on 17 days. Some housing 'poses potential health risks and can cause housing-related stress to … personnel and their families', and was linked to health conditions like asthma, a Cabinet minute in 2023 said. The 50-house project was announced as settled a year ago, under the Te Tiriti settlement with Ngāti Rangi seven years ago. Ruapehu district mayor Weston Kirton and his council celebrated the deal 11 months ago. 'I don't have any detail, only to say that it seems to be stalled in some shape or form,' Kirton told RNZ on Wednesday. No building appeared to have taken place – a playground and community park were in the tender, too – and the council was not privy to why, or to Defence talks with iwi. 'The minister should give us an update on what progress there is on the Defence presence in the Waiouru community,' Kirton said. NZDF had earlier threatened to shut up shop entirely at the central North Island settlement and head south, so he had been delighted when the settlement secured the army's training area and the housing deal began to firm up. 'It was all go,' Kirton told RNZ. 'They were very excited, they wanted to retain the training area at Waiouru. 'We were excited, the fact that they were going to put resouces back into Waiouru.' On Wednesday, Penk initially made no comment at all about Waiouru, then, when prompted again by RNZ, provided a single line about the 'discussions'. Shortly before that, in a longer statement, he had said, 'The government is improving accommodation for our sailors, soldiers and aviators by addressing decades of underinvestment, which has left Defence housing stock in poor condition.' Penk referred in that statement to projects in Devonport, Trentham and Manawatū, but not Waiouru, even though Waiouru had the lion's share of Budget 2023's tranche one funding for housing upgrades. 'The Waiouru New Build Housing is one of the first projects implemented under the Homes for Families Programme,' said its tender. Two months ago on Facebook, Penk posted – next to a headline '$12 billion for a stronger NZ' cheering the defence capability plan released in April – that: 'This Government is rebuilding the Defence Force after decades of underfunding.' 'Defence housing, messing and dining spaces are going to benefit from fresh investment. 'Our military personnel deserve healthy and modern spaces to live and rest in while they serve our country.' The 50-house Waiouru deal was designed to signal the starter's gun on a half-billion-dollar upgrade of the army camp over the next 25 years, and of an overall $3 billion overhaul of 1600 defence houses countrywide. Most of those required 'upgrading urgently', past Cabinet papers said. Penk a year ago told a Cabinet committee the estate was a 'critical enabler of military effect; providing the working, training and living environments required for generating and maintaining defence outputs'. 'The dilapidated condition of the NZDF estate is evident everywhere, but mainly in the living and training environments, and with utilities such as power, water supply and sanitation.' A 2024 estimate put deferred maintenance at $480m across the estate, which includes not just houses but other facilities. Some 'critical' defence assets were so poor in some places that a 'wholesale shutdown of operations at that location may be needed', Penk stated. The NZDF's annual report a year earlier had said 99 percent of its houses met Healthy Homes standards. Asked how that was possible given what Cabinet had been told, NZDF told RNZ: 'Healthy Homes compliance does not address the state of NZDF's barracks or working accommodation and does not necessarily address whether a home is aged, fit for purpose and or in an accelerated state of deterioration.' Penk had said in August 2024 that funding was constrained but the government was looking at options for improving the housing. Earlier, Budget 2024 funded 35 leased homes at Devonport Naval Base. New initiatives in Budget 2025 funded just $4m of capital and $16m for housing over four years. More would be added 'once the business case is approved by Cabinet', NZDF said. The business case related to a revision of its 2019 estate regeneration plan to fit a 2024-2040 timeline. This had to be revised, in part, to 'address consequences of insufficient funding since the 2019 business case', official papers said. 'The business case is still being drafted and Cabinet's decision on it will be released when that occurs in the next couple of months,' it told RNZ. NZDF mentioned about $30m for upgrades at Devonport Naval base, but this does not appear to be for housing. Budget 2025 also had $120m for depreciated funding of estate assets. It put $26m into deferred maintenance this year, and $104m over four years, against the $480m backlog. Penk said in his statement that three construction contracts and a future lease agreement had been signed for 61 new homes with Ngāti Whātua Ōrākei on Auckland's North Shore, and to lease additional houses in Sunnybrae. A new tender signalled 'more housing solutions will be sought this year, including at Trentham and in the Manawatū', he said. Budgets 2023 and 2024 provided $75.4m capital and a total $17.1m over four years, Defence said. This included a renovation pilot for 13 properties at Burnham, Linton and Ohakea.

Establishing a market that is durable, measurable and transparent will help farmers, landowners, iwi, and conservation groups unlock new income streams for looking after nature on their land, Associate Minister for the Environment Andrew Hoggard announced today at Fieldays. 'We want to connect those caring for the land with investors who support conservation. Nature credit markets help fund trusted environmental projects that actively protect and restore ecosystems.' Mr Hoggard said international and domestic investors—including corporates, banks, and philanthropists—are seeking high-quality nature and carbon credits that meet global standards. The development of a nature credit market is important to investors and New Zealand's reputation. 'New Zealand companies spent millions on carbon and nature credits mainly offshore last year. With the right framework, we can keep more of that investment at home.' The Government moved quickly to repeal the previous Government's direction to Councils to identify and map Significant Natural Areas (SNA) by suspending parts of the National Policy Statement – Indigenous Biodiversity. 'Farmers and other private landowners are doing their part to protect native biodiversity and want to do more. Supporting voluntary natural credits markets is a chance for the Government to show them the carrot, not just the stick. Privately funded pilot projects are underway to test how nature credit markets can work in the New Zealand context. As part of these pilots, we will test the role for Government which may include setting principles, and a framework for standards, to build market confidence and ensure quality.' Further details on the Government's role and the design of the expanded market will be announced in the coming months. Bad news for National in the latest Taxpayers' Union-Curia Poll as Labour would now be the largest party in Parliament, gaining three seats to 44. The Coalition would still just about cling on to power on these numbers. The poll, conducted between 07 and 09 June shows National drop 1.1 points on last month to 33.5 percent, while Labour are up 1.6 points to 34.8 percent. ACT is down 0.4 points to 9.1 percent, whilst the Greens are down 0.9 points to 8.2 percent. New Zealand First also drops 1.3 points to 6.1 percent, while Te Pāti Māori is down 0.6 points to 3.3 percent. National remains on 42 seats again this month, whilst Labour is up 3 seats to 44. ACT is unchanged on 12 seats, whilst the Greens are down 1 seat to 10. New Zealand First drops 1 seat to 8 seats, while Te Pāti Māori remains on 6. For the first time since October 2024, Cost of Living has been replaced as voters' top issue.
