NCB concludes awareness campaign against drug abuse in Indore

Indore: The Narcotics Control Bureau (NCB), Indore Zonal Unit, concluded its two-week-long campaign, 'Nashamukt Bharat Pakhwara', on Wednesday, with a focus on raising awareness against drug abuse and illicit trafficking.
Under the theme 'Say Yes to Life, No to Drugs', NCB carried out a series of public outreach activities across Madhya Pradesh. These included the display of banners, standees, posters and anti-drug messages on city buses, digital billboards and in commercial complexes across Indore and adjoining areas.
The campaign featured public events such as street plays, a bike rally and a cyclothon, which saw active participation from citizens, particularly youth.
Educational institutions were also key venues for awareness sessions and discussions.
To further spread the message, telecom service providers sent flash messages to mobile users across the state. In collaboration with Indore Municipal Corporation, NCB circulated anti-drug messages via waste collection vans and municipal digital boards.
Spiritual organisation Brahma Kumaris participated under their mission 'Spandan', supporting community-level outreach and sensitisation.

NEW DELHI: Supreme Court on Thursday realised that its well-meaning rulings could cause huge complications in criminal law processes as it found that Karnataka high court had released a murder accused two years after his arrest as police had not informed him in writing the grounds of arrest as mandated by SC in Oct 2023. Appearing for Karnataka govt, senior advocate Sidharth Luthra told a bench led by Justice K V Viswanathan that SC rulings operate prospectively unless specifically directed for its retrospective application. He said the man was arrested on Feb 17, 2023, and was remanded to custody the same day in a murder case . The chargesheet has been filed and he is facing trial, Luthra said. However, nearly one-and-a-half years after SC in Pankaj Bansal case ruled on Oct 3, 2023 that investigating agencies must communicate in writing the grounds of arrest to the person being taken into custody, the murder accused moved Karnataka HC on March 22 this year questioning his arrest due to non-communication of the grounds of arrest in writing by relying on the SC ruling. Relying on subsequent rulings of SC reiterating the principle enunciated in Pankaj Bansal case, HC quashed his arrest but asked him to appear before the investigating officer, cooperate in the probe, not to threaten or tamper with witnesses, not to get involved in similar offences and not to leave the territory of the police station of Arsikere town without IO's permission. The bench noted that a similar question was pending judgment before a bench led by CJI B R Gavai, which had reserved verdict two months ago on April 22 on a petition filed by Mihir Rajesh Shah who had challenged his arrest alleging that the grounds of arrest were not communicated to him in writing by police. CJI Gavai and Justice A G Masih had raised two questions: Whether in every IPC case, it is mandatory to furnish grounds of arrest before or immediately after the arrest. And, whether the mandate could be optional in exceptional cases where it is impossible to provide grounds of arrest immediately on arrest. Referring to Mihir Shah's case, Justice Viswanathan said since the judgment could be expected after July 15 and could lay down guidelines regarding communication of grounds of arrest, it would be better to post the Karnataka case for hearing on July 18. Justice Viswanathan's apprehension was fully reflected in CJI Gavai's views, as before reserving verdict in Mihir Shah's case, he had observed, "Imagine someone is shooting people in public. Should police take him into custody or wait to prepare grounds of arrest to be served on him prior to that? Our judgments (making it mandatory for police to furnish grounds of arrest in writing) have been grossly misused."

JAIPUR: Intelligence agencies' review of social media accounts flagged in a 2022 ISI espionage case involving a Sena Bhawan staffer led investigators to trace a new money trail, resulting in the arrest of an upper division clerk posted at Naval HQ in Delhi. The clerk, Vishal Yadav, is accused of passing on sensitive information to ISI in exchange for money. Investigators are examining financial transactions between a Pakistani ISI handler and Yadav, who was remanded in four days of police custody on Thursday. Jaipur police had taken Yadav to Jaipur after arresting him in Delhi on Wednesday. He allegedly received money in his bank account and through cryptocurrency transactions for spying on behalf of Pakistan. Suspicion about Yadav's activities arose during a review of Facebook accounts flagged in a 2022 espionage case involving Ravi Prakash Meena, a Class IV employee posted at Sena Bhawan. Meena was arrested in Oct 2022 for allegedly leaking sensitive military information to Pakistani handlers. New Delhi: The Anti-Corruption Branch (ACB) has registered a case against former health ministers Saurabh Bharadwaj and Satyendar Jain, besides some govt officials and private contractors, alleging large-scale corruption in Delhi govt's health infrastructure projects. The investigation is claimed to have revealed massive irregularities, unexplained delays and significant misappropriation of funds in the construction of various hospitals, polyclinics and ICU infrastructure across the city. ACB is in the process of sending summons to the two former AAP ministers as well as a few govt officers of the health and PWD departments, proprietors of two private firms, contractors and some private individuals, according to sources. "Substantial deviations and cost escalations, amounting to several hundred crores, were observed. Not a single project was completed within the prescribed timeline. According to ACB, 24 hospital projects worth Rs 5,590 crore were sanctioned in 2018-19, but these were plagued by inexplicable delays and astronomical cost overruns, indicating massive financial embezzlement. "Similarly, the Rs 1,125 crore ICU Hospital Project, covering seven pre-engineered facilities with a total of 6,800 beds, remains only 50% complete after nearly three years and expenditure of Rs 800 crore, despite an initial six-month completion timeline," ACB said. The probe claimed to have revealed unauthorised additional construction at govt hospitals in Jwalapuri — by M/s Parnika Commercial & Estate Pvt Ltd — and Madipur — by M/s Ramacivil India Construction Pvt Ltd — carried out without approval from competent authorities. Notably, the Madipur hospital project was to be completed by Nov 2022, but remains abandoned and far from completion, states the FIR. Further, it was revealed that the seven ICU hospitals, contracted to M/s SAM India Buildwell Pvt Ltd, witnessed cost escalations exceeding 100%, with construction still incomplete well beyond the deadline of Feb 2022. "The new block at LNJP Hospital, awarded to M/s Swadeshi Civil Infrastructure Pvt Ltd, saw project costs escalate from Rs 488 crore to Rs 1,135 crore over four years, with the structure still incomplete beyond its Jan 2023 deadline," the FIR added. Additionally, the polyclinic project also indicated misuse of funds -- only 52 out of 94 planned clinics were constructed, while the cost rose from Rs 168 crore to Rs 220 crore. Many of these polyclinics remain non-functional, ACB said. "Despite a public announcement in 2016–17, the Health Information Management System (HIMS) -- a crucial tool for ensuring financial transparency in the health department -- remained unimplemented. A free, cost-effective solution from NIC (e-Hospital) was deliberately rejected without justification," ACB said. Based on the findings, a proposal seeking prior approval under Section 17A of the Prevention of Corruption Act was submitted against the former health ministers. The FIR was filed after an approval was received from lieutenant governor V K Saxena. "Accordingly, FIR No. 37/2025 dated June 26, 2025 under Section 13(1) of the Prevention of Corruption Act, read with Sections 409, 420, and 120-B of IPC, has been registered against Saurabh Bharadwaj, Satyendar Jain, yet to be identified govt officials, and private contractors. A comprehensive investigation has been launched to uncover the full extent of the alleged conspiracy and determine the roles and accountability of the former ministers, officials, and private entities involved," ACB added.
