The police have not yet determined the identity of the deceased, who is believed to be one of the construction workers in her mid-30s.Patna superintendent of police (central) Sweety Shehrawat and Secretariat SDPO-I Anu Kumari reached the spot and started an investigation.
According to the police, the body, which had injury marks, was discovered after some construction workers reported some noise coming out from the pipe on the second floor of the upcoming terminal building. Upon receiving the information, the manager started an investigation to identify the source of the noise. Engineers drilled small holes in all three pipes installed for rainwater harvesting, and inserted a camera, which found the body.The SDPO said they were conducting investigation from all angles. "The police are questioning the agencies to determine her identity," she said. Airport police station SHO Manoj Kumar told this newspaper on Sunday that the engineers initially saw the woman's feet and alerted them. "The police and a forensic team rushed to the spot, and recovered the body of the woman after cutting open the pipe concerned. Clothes on the upper part of the body was missing. The police found the clothes on the top of the terminal building, near the opening of the pipe," he said, adding the body was sent to IGIMS-Patna for a postmortem examination. Kumar added they couldn't get any CCTV camera footage as the cameras at the new terminal haven't been activated yet. "Thousands of workers are engaged in the construction of the building, and it appears that the victim is one of them," the SHO said, adding the construction company has hired people from four-five different agencies. "The police have questioned two agencies so far, besides some workers, but no one recognises her."

These officials have been charge-sheeted under Rule-7 of Haryana Civil Services (Punishment & Appeal) Rules, 2016. Gurugram: Haryana government Wednesday initiated action against 80 officials of the Irrigation & Water Resources Department (I&WRD) for alleged corruption and negligence pertaining to quality of hardened concrete used in various projects under the department's aegis. The names of these officials, however, have not yet been made public. This crackdown follows a detailed probe triggered by substandard construction samples that have caused significant financial losses to the state exchequer. Documents accessed by The Print suggest that a high-level committee, constituted on 5 June under commissioner and secretary Mohammed Shayin, IAS, was tasked with framing draft charge sheets and displeasure notes against the officials in question. The committee includes senior officers including Jaideep Rao (chief engineer, I&WRD), Rakesh Kumar (superintending engineer), Hanish Kumar (executive engineer), Ajeet Hooda (executive engineer), and Mandeep Sheokand (executive engineer). Directed by Rao, the panel identified officials ranging from JEs to chief engineers for penalties under Rule-7. Rule-7 provides for imposing a major penalty against a government employee, like dismissal, removal or compulsory retirement after giving him or her a reasonable opportunity to defend their actions. Rule-8, on the other hand, mandates minor penalties like censure, withholding a promotion or an increment after giving the employee a fair chance to defend themselves. The investigation stemmed from quality control failure uncovered in tests conducted earlier this year, for which 48 concrete samples were collected from multiple irrigation projects. Of these, 18 failed to meet standards. A follow-up letter dated 7 June from chief engineer Jaideep Rao addressed to SEs of the department's vigilance wing revealed that officials failed to analyse test results against specifications, leading to significant deviations and financial losses. The SEs were directed to submit a comprehensive report within two days, with daily progress updates to be shared with the department's commissioner and secretary. 'Any laxity in compliance is viewed very seriously,' Rao's letter warned. Confirming the action while speaking to ThePrint Wednesday, Haryana Irrigation Minister Shruti Choudhry termed it as part of the government's zero-tolerance policy on corruption. She highlighted that vigilance raids, prompted by repeated complaints, exposed systemic lapses as projects neared completion. The samples that failed quality tests included hardened concrete samples and HDP (high-density polyethylene) pipes, she said. Choudhry noted that substantial payments had already been made to contractors, and the government is exploring recovery options. 'The charge sheets, outlining specific allegations and evidence, will pave the way for legal proceedings, with guilty officials facing dismissal, salary cuts, or promotion bans, though they retain the right to defend themselves.' At least five policemen, including a woman cop, were injured and several vehicles set on fire as two groups clashed and indulged in stone-pelting on the outskirts of Kolkata on Wednesday afternoon. Police have arrested four persons and said they are carrying out raids to arrest more people responsible for the violence. According to police, the clash between the two groups began over a dispute involving a temporary shop in Rabindranagar area of Maheshtala in South 24 Parganas district, bordering Kolkata. Soon it spread to Nadiyal, which falls under Kolkata Police jurisdiction. 'Five police personnel have been injured, including one SDPO-ranked official, one Inspector, three sub-Inspectors, and one ASI. Four persons have been arrested,' DIG (Presidency Range) Akash Magharia told The Indian Express. A senior police officer said on Wednesday noon a youth from Nadiyal found that the place in Rabindranagar area, where he had not set up his shop for the past few days, had a Tulsi plant. 'His attempt to reclaim the area led to an initial scuffle between two groups. Soon, a large group of people was called in from Nadiyal, leading to a clash between two groups. Initially, police tried to calm down the situation, but it escalated with stone pelting in the area. Some shops were also vandalised,' the officer told The Indian Express. Around 3:30, the situation further flared up in Nadiyal, which falls under the Kolkata Police jurisdiction and is 500 metres from Rabindranagar police station under Diamond Harbour Police District in South 24 Parganas. 'A mob burnt motorbikes, police vehicles. Policemen got injured too. Though there were no serious injuries to anyone,' a senior police officer said. Police said they lobbed tear gas shells and resorted to lathicharge to disperse the mob involved in stone pelting. 'The situation is normal in Rabindranagar area now. Four persons have been arrested, and raids are continuing. There will be many arrests subsequently,' ADG (Law and Order) Jawed Shamim said. Amid a large deployment of police personnel and Rapid Action Foce team, prohibitory orders have been put in place in the area. Meanwhile, the Opposition BJP demanded deployment of Central forces and accused the TMC government of 'Muslim appeasement'. Union Minister and West Bengal BJP president Sukanta Majumdar reacted strongly to the incident, blaming the state government for 'Muslim appeasement'. 'Despite knowing the culprits, the police acted against the victims instead of the aggressors,' Majumdar alleged, accusing the TMC government of 'ignoring repeated attacks on Bengali Hindus in Muslim-majority areas' of the state. Leader of Opposition in Assembly, Suvendu Adhikari, who sat on a dharna outside Bhawani Bhavan, the state police headquarters, said: 'This is complete failure of the administration and police. Central paramilitary forces should be deployed at Maheshtala immediately… The Hindu community in Rabindranagar has been subjected to looting, arson, and violence for hours while the police watched silently. Several police vehicles were set on fire, yet there was no effective intervention.' He also claimed that DGP Rajiv Kumar refused to meet him. 'Despite such grave attacks on police, the top brass seems indifferent. I will move Calcutta High Court tomorrow seeking urgent intervention and central forces, as ordered earlier during communal tension in Murshidabad,' the BJP leader said. Both leaders also urged Governor CV Ananda Bose to intervene, alleging the incident reflected systemic administrative failure. 'The Governor must step in to ensure that constitutional order is upheld and justice is delivered to the affected Hindu community,' Majumdar said. The ruling Trinamool Congress (TMC), however, rejected the allegations, saying the Opposition was attempting to politicise a 'local issue'. 'All necessary steps have been taken to control the situation. The police acted swiftly and with firmness. The BJP is trying to give a communal colour to what was essentially a dispute over setting up a shop,' said TMC spokesperson and state general secretary Kunal Ghosh. Condemning the violence, Kolkata Mayor and senior TMC minister leader Firhad Hakim said, 'We wish a speedy recovery to the injured police personnel. At the same time, we strongly condemn the BJP's attempt to communalise and politicise a sensitive issue.'
