Police probing Parliament scuffle that left officer injured
PETALING JAYA : Police are investigating a commotion during the submission of a memorandum and a draft bill outside Parliament which is said to have left a police officer injured today.
Kuala Lumpur police chief Fadil Marsus said a report had been lodged regarding the incident.
The police officer required medical treatment.
Fadil said the case is being investigated under Section 353 of the Penal Code for the use of criminal force to deter a public servant from the discharge of his duty, and Section 427 of the Penal Code for mischief.
Section 353 provides for a jail term of up to two years or a fine, while Section 427 provides for a jail term of not less than a year and not more than five years, a fine, or both, upon conviction.
In a statement, Fadil referenced a video on TikTok which saw participants of a gathering 'provoking and forcefully breaching' police officers who were on duty during the event at Jalan Parlimen.
He said police respected the public's right to express opinions and to assemble peacefully, and were committed to playing their role as a facilitator at such events.
'(But) these rights should be exercised responsibly and prudently,' he said.
'Firm action will be taken against individuals or groups who instigate chaos or engage in excessive provocation.'
Earlier today, FMT reported that more than 100 plantation workers from Perak, Negeri Sembilan, Selangor, Kedah and Johor marched from Taman Tugu in the capital to Parliament to submit a memorandum on housing and a draft bill making it compulsory for estates to provide homes for local plantation workers.
Police blocked the group from gathering at Parliament's gates but later allowed the workers to hand over the documents to deputy law and institutional reform minister M Kulasegaran and opposition chief whip Takiyuddin Hassan.

RM14 billion withdrawn from EPF Account 3 since last year
PETALING JAYA: Since the launch of the EPF Flexible Account (Account 3) in May 2024, 4.63 million members have withdrawn a total of RM14.79 billion, said Prime Minister Datuk Seri Anwar Ibrahim. He said the amount represents 35.1% of the fund's 13.2 million members under the age of 55 as of June. He added that the current total balance in Account 3 stands at RM10.16 billion. 'Previous EPF special withdrawals, particularly from Account 1, were temporary measures to address the exceptional circumstances of the Covid-19 pandemic. 'The EPF's core mandate as a social protection institution is to ensure adequate retirement savings to support members in old age,' he said in a written reply to Parliament. He was responding to Datuk Seri Dr Shahidan Kassim (PN–Arau), who asked about the possibility of allowing 30% of Retirement Account (Account 1) savings to be transferred into Account 3 to help low-income citizens cope with rising living costs. Anwar, who is also Finance minister, said withdrawals from Account 1 would contradict the EPF's role as trustee of retirement savings, and are inconsistent with international standards, which recommend providing nine fundamental branches of social protection to guard against vulnerabilities at various life stages, including old age. 'To balance members' long, medium and short-term financial needs, the EPF restructured its accounts in May 2024 into three categories – the Retirement Account (Account 1), the Sejahtera Account (Account 2) and the Flexible Account (Account 3), with contribution ratios of 75%, 15% and 10% respectively. 'Account 1 is dedicated to retirement savings, Account 2 allows pre-retirement withdrawals for education, healthcare and housing while Account 3 enables members to access savings at any time, particularly in emergencies.' Anwar said EPF savings, particularly in Account 1, are intended for retirement and are not a long-term solution to cost-of-living pressures or temporary employment issues. He said the government has introduced various forms of assistance, including direct cash aid, targeted subsidies and special incentives to ease the people's burden and safeguard their well-being. In a separate reply to Datuk Dr Alias Razak (PN–Kuala Nerus) on the use of EPF Account 2 savings for health insurance premiums, Anwar said the government, through Bank Negara Malaysia, the Health Ministry and the Finance Ministry, has launched the 'Reset' strategy to address rising healthcare costs and private insurance premiums. 'One of Reset's key pillars involves improving Medical and Health Insurance and Takaful (MHIT) by developing basic products that offer more sustainable and stable premiums in the long term. 'The initiative also aims to help users better understand and choose their MHIT coverage. The revamped MHIT programme has three main goals – to provide broad, affordable protection for major healthcare costs, use private healthcare funding efficiently and promote value-based health outcomes.' He said engagement sessions with key stakeholders are ongoing to ensure that all views on MHIT product design are considered and aligned with affordability and long-term sustainability principles. 'However, the government emphasises that purchasing the basic MHIT product will be voluntary and based on individual choice. As with other insurance and takaful products, policyholders are expected to pay MHIT premiums from any financial source they have. 'Using EPF Account 2 funds is just one of the options available to members to purchase MHIT coverage.' Anwar said once the basic MHIT policy is finalised, the EPF is prepared to enhance its i-Lindung facility to allow the use of Account 2 funds for purchasing the product. He added that the structure and design of the MHIT product are still being finalised, with the concept expected to be completed by December and implementation targeted for the end of 2026.

Chinese national detained for attacking KLIA immigration officer

(Bernama pic) PETALING JAYA : A Chinese national set to leave the country was detained for attacking an immigration officer at KLIA Terminal 1 at 7.40pm yesterday. The Malaysian Border Control and Protection Agency (AKPS) said the suspect, another adult and two children, who were all Chinese nationals, were undergoing immigration clearance checks when the incident occurred, Harian Metro reported. AKPS said the officer manning the immigration counter had found that all four individuals did not have any record of entering Malaysia. The woman was then asked to give way to other travellers for further checks to be done, leaving her unhappy. 'The woman then hurled abusive language at the officer before pulling the latter's headscarf and pushing her head against a pillar in front of the counter. 'A minor struggle ensued. The suspect refused to calm down despite being instructed to do so,' the agency said. AKPS said the attack left the officer with a swollen left eye and pain on the right side of her head. She was sent to Cyberjaya Hospital for treatment. It said a police report had been filed and the suspect was in police custody. She is being investigated for obstructing a public servant in the discharge of their duty, causing hurt and using criminal force under Sections 186, 332 and 353 of the Penal Code, respectively.

Penang DAP to file police report over ‘illegal' Umno Youth-led rally on upside-down flag controversy
GEORGE TOWN, Aug 14 — Penang DAP will lodge a police report against an allegedly illegal gathering organised by Umno Youth chief Datuk Dr Muhamad Akmal Saleh in Kepala Batas this evening. Penang DAP chairman Steven Sim Chee Keong called on the police to take stern action against Dr Akmal for his clear defiance of police directive not to organise a rally over the upside-down flag issue. 'The rally by Akmal Saleh and his group is a violation of the law and a provocation that threatens public order,' he said in a statement issued today. He said the police should take action to send a signal that such acts of provocation will not be tolerated in this country, especially during Merdeka month which should promote unity, not division. Sim said Penang police chief Datuk Azizee Ismail had urged all parties not to gather at Kepala Batas today, but they ignored it. 'As part of the state government, Penang DAP fully respected the police's directives and did not mobilise our members or supporters to take part in the gathering,' he said. He said only local representatives were present to distribute the Jalur Gemilang in conjunction with Merdeka celebrations to foster patriotism and strengthen unity. Earlier this evening, Dr Akmal led approximately 200 people in a 1.4km march to the hardware shop in Kepala Batas over the upside-down flag issue. Dr Akmal had reportedly claimed that they only wanted to send a clear message about respecting the Jalur Gemilang and that it cannot be hung upside down. Earlier today, Inspector-General of Police Datuk Seri Mohd Khalid Ismail had advised for the gathering to be called off as it could threaten public safety and well-being. 'To safeguard the safety of the local community and to prevent any form of unhealthy confrontation between opposing groups, PDRM advises all parties involved to cancel the planned gathering,' he said. Some of the shops in the area shuttered early to avoid being caught in the gathering. There was also heavy police presence in the area to control the crowd. The controversy arose after the hardware store in Jalan Bertam Perdana recently went viral for flying the national flag upside down. The 59-year-old shop owner, who was arrested and investigated over the incident, reportedly said it was an unintentional mistake while measuring the flagpole and that he had corrected the mistake later. Following the controversy, DAP announced that it would sponsor a giant Jalur Gemilang for the shop and mobilised Penang party members to distribute 831 flags.
