Commissioner asks officials to inspect school vehicles

Patna: Commissioner Chandrashekhar Singh on Wednesday directed all district transport officers to regularly inspect school vehicles in their respective areas. He was addressing officers during a meeting held to review progress of the transport department at the divisional level.

Officials were instructed to ensure that school vehicles comply with five fundamental criteria – permit, speed governor, insurance, pollution under control, and fitness.
He said that under the School Vehicle Operation Regulation, 2020, every school must have an active Child Transport Committee, and the committee meetings must be organised periodically as per the provisions. District Road Safety Committee (DRSC) meetings, chaired by DM, should also be held in every district as per provisions to review measures related to safe transport of schoolchildren.
"It is the collective responsibility of school management, vehicle drivers and attendants, bus operators, parents and guardians, and the administration to ensure the safety of children at all costs," he said.
He also instructed officers to ensure 100% recovery of revenue against the targets set by the govt. They were also directed to successfully implement the Mukhyamantri Gram Parivahan Yojana and Mukhyamantri Prakhand Parivahan Yojana.
He ordered the officers to dispose of cases related to new vehicle registrations, permits for commercial vehicles, and driver's licences within the stipulated time frame. He also directed regular inspection of overloaded vehicles and imposition of penalties as per provisions.
He further instructed officers to conduct regular campaigns to check pollution control certificates.

GREATER NOIDA: District officials in Gautam Budh Nagar have been directed to expedite demolition of 28 dilapidated government school buildings, and ensure timely completion of infrastructure upgrades under the 'Operation Kayakalp', officials said on Monday. Also, district officials have been instructed to complete inspection and handover procedures for school buildings left vacant after the state's 'Vidyalaya Yugman' (school pairing) initiative. (HT Archives) The new district magistrate, Medha Roopam, last week instructed departments including Panchayati Raj, Public Works Department (PWD), and local development authorities to fast-track the assessment and razing of school buildings found to be structurally unsafe. Officials said 28 schools have been identified in the district to be in dilapidated condition. Of these, assessment of 16 buildings has been completed and reports submitted. The remaining 12 are expected to be evaluated by Tuesday. 'The demolition of school buildings that have gone through three rounds of auction (of reusable materials) must now be executed without delay as per the government order,' the DM said in the directive issued to local authorities and development bodies including Noida authority, Greater Noida authority, and Yamuna Expressway Industrial Development Authority (Yeida). The administration is also pushing to accelerate work under the 2018 'Operation' Kayakalp', an ongoing drive to upgrade government primary schools across Uttar Pradesh, by ensuring 19 core infrastructure facilities such as boundary walls, toilets, drinking water, electricity, and furniture, officials said. 'Departments have been directed to work in close coordination to ensure that structural upgrades are completed on priority, and unsafe buildings are dealt with decisively,' the DM said, adding that there will be zero tolerance for laxity in meeting infrastructure targets under 'Kayakalp'. Also, district officials have been instructed to complete inspection and handover procedures for school buildings left vacant after the state's 'Vidyalaya Yugman' (school pairing) initiative. The initiative relates to merging or pairing nearby government schools, especially those with low student enrolment to improve resource utilisation, teacher availability, and overall quality of education. To be sure, the district has approximately 500 government primary and upper primary schools. All Child Development Project Officers (CDPOs) have been asked to submit detailed reports on whether these unused buildings are in usable or dilapidated condition. The aim is to enable swift repurposing or demolition where necessary, officials said. 'We are coordinating closely with PWD and local authorities to fast-track structural assessments and repairs. Our goal is to ensure no child studies in unsafe conditions,' said district basic education officer Rahul Pawar.

Agartala: South Tripura district magistrate and collector Muhammad Sajad P has warned stern action against govt employees if complaints of misbehaviour and discourteous conduct with the citizens come to his notice. The DM's order said it has come to the notice that there is a rise in public complaints regarding misbehaviour and lack of courteous conduct by govt officers/officials with the public in certain offices of the district. "Such conduct is unbecoming of a govt servant and undermines public trust in governance. The Tripura State Public Services Guarantee Act, 2014, mandates the timely, efficient, and respectful delivery of public services. Any lack of the employees in the conduct would be dealt with seriously," Sajad said. The order mentioned Tripura Civil Services (Conduct) Rules, 1988, stipulate that every govt employee shall maintain high standards of courtesy, discipline, and professional behaviour in their dealings with the public. Any instance of rude behaviour, intentional delay, or denial of service without a justified reason will be viewed seriously and shall attract strict disciplinary action, he said. He said all citizens of South Tripura district are hereby informed that any complaint regarding misbehaviour or poor conduct of any govt officer may be lodged through the district toll-free number 1077 or in Mobile No 6909358819. "All Heads of Offices are requested to sensitize and brief their staff immediately on appropriate public behaviour, adherence to duty hours, and service delivery standards, ensure that a Grievance Register is maintained and monitored regularly in the Office of DM, and to ensure that all complaints received are addressed promptly and effectively," the order mentioned. If any official is found to be in violation of these standards, disciplinary actions as per relevant Conduct Rules and Service Delivery Acts including warnings, suspensions, or initiation of departmental proceedings shall be initiated without delay, it added.
