The Online Gaming Bill was passed in the Lok Sabha on Wednesday without a debate as Opposition members raised slogans demanding a discussion on the special intensive revision of electoral rolls in Bihar by the Election Commission. Endorsements by top cricketers and film stars have incited interest in real money gaming apps such as fantasy sports betting games offered by Dream11, Games24X7, and Mobile Premier League. The minister said, so far, as digital technologies go, online gaming has emerged as a 'major secto' with three main segments. "Two segments, eSports and online social gaming, are good for society. We are promoting two out of three segments... These two will get legal recognition and they will be promoted. And this bill will create an authority which basically creates programs and schemes which promote eSports and online social gaming," Vaishnaw said. The third segment, online money gaming, is causing harm to the society, he said, adding that this has emerged as a major social and public health problem. With the nod from both houses of Parliament, offering or facilitating online money gaming will now be punishable by imprisonment of up to three years and/or a fine of up to ₹1 crore. The bill also seeks to prohibit advertisements related to online money games and bars banks and financial institutions from transferring funds for any of such games. Advertising of money games can attract imprisonment up to two years and/or fine up to ₹50 lakh. Facilitating financial transactions related to money games can lead to imprisonment up to three years and/or fine up to ₹1 crore. Repeat offences attract enhanced penalties, including 3-5 years' imprisonment and fines up to ₹2 crore. Offences under key sections are sought to be made cognizable and non-bailable. 'A seasoned player like Shreyas can't be named in the reserves, please understand this! If you pick him, he plays in the XI. No one has any grudge against Iyer. He will get his chances and play many matches for India in all three formats. It's just that right now, he didn't fit in!' the source said. Iyer will now have to wait until October to see if he gets an opportunity to prove his worth for the T20 World Cup next year. India still have 10 T20Is to play after the Asia Cup — five in Australia and five at home against South Africa. The ministry unveiled the new policy with regard to India's international engagements with emphasis on Pakistan. Sources said it is effective immediately. 'In so far as bilateral sports events in each other's country are concerned, Indian teams will not be participating in competitions in Pakistan. Nor will we permit Pakistani teams to play in India,' it added. Multi-lateral sporting events like World Cup, Asia Cup, etc will not be affected The sports ministry made it abundantly clear that the multilateral engagements will not be affected. 'We will not stop Indian cricket team from playing in Asia Cup as it is multilateral,' the ministry source said. 'But Pakistan will not be allowed on Indian soil for bilateral competitions. But we will not stop them from multilateral events as we will abide by Olympic Charter,' he added. Asked if Indian teams will be allowed to travel to Pakistan for any multi-lateral competitions, the source said, 'In that scenario, we will examine the case before deciding anything. 'Even in multi-lateral events, we can't leave our athletes in lurch. After all it's a country that has no hesitation in declaring that it's a dumpster and can hit the shining Mercedes that is India,' he added.
