
Iraq Lifts Ban on Imports of E-Cigarettes, Tobacco
The Iraqi Council of Ministers has approved a request by the Ministry of Health to lift the ban on importing electronic cigarettes, electronic hookahs, and tobacco products, provided that all imports comply with the country's Anti-Smoking Law (No. 19 of 2012).
Under the new policy, the Central Organization for Standardization and Quality Control will develop technical standards for these goods. The Iraqi Customs Authority will determine customs valuation, while commercial attachés abroad will authenticate certificates of origin and invoices, allowing these imports to be integrated directly into Iraq's national system without the need for secondary verification.
This decision is expected to streamline import procedures and support regulatory oversight of tobacco-related products in the country.

Supporting Displaced Iraqis with Loans and Training

Central Bank of Iraq (CBI), in cooperation with the International Labour Organization (ILO), the Iraqi Company for Bank Guarantees (ICBG), and several Iraqi banks, has provided significant financial and training support to displaced persons and host communities in Nineveh and Duhok governorates under the Afaaq programme. The initiative has since been replicated in Basra and Muthanna under the "Green Business Promotion" programme. Through this partnership, loans totalling approximately 3.8 billion Iraqi dinars were extended to 284 borrowers, 27% of whom were women. The ILO guaranteed $1 million (35% of the total funding), with the Iraqi Company for Bank Guarantees covering the remaining 65%. The loans were provided through three participating banks: Al Ahli Iraqi Bank, Middle East Bank, and Jihan Islamic Bank. The programme also delivered training to 2,981 entrepreneurs - both new and existing - under the "Start Your Business" and "Improve Your Business" schemes, as well as financial literacy programmes, creating 1,612 jobs since its launch in 2021. The repayment rate among displaced Iraqi borrowers under Afaaq has reached 100% after more than two and a half years. The CBI noted that the success of this model has encouraged similar initiatives, including partnerships with Germany's KfW Development Bank, and reaffirmed its commitment to overcoming obstacles facing developmental programmes by applying lessons learned from previous experience. CBI, IFC consider New Leasing Company for Iraqi Start-Ups

Central Bank of Iraq (CBI) Governor Ali Mohsen Al-Alaq has met Bilal Al-Saghir, the International Finance Corporation's (IFC) Resident Representative in Iraq, to discuss strengthening bilateral relations, particularly in training Iraq's banking sector workforce. The parties intend to sign a Memorandum of Understanding on the matter in the coming period. They also discussed a proposal to establish a leasing finance company with both local and foreign participation, aimed at supporting startups and small- to medium-sized enterprises by offering flexible financing for assets such as industrial equipment, vehicles, offices, and warehouses. The meeting further addressed the CBI's ongoing banking reform plan, implemented with assistance from Oliver Wyman and in line with international standards, to enhance the sector's global standing and restore several Iraqi banks' ability to engage in international transactions. Gaza hunger toll climbs to 239
Shafaq News – Gaza Four additional people died from hunger in the past 24 hours, raising Gaza's famine and malnutrition toll to 239, including 106 children, the Ministry of Health reported on Thursday. The ministry said hospitals also received 22 bodies and 269 wounded from attacks on Palestinians seeking aid, bringing the total from such incidents since the war began to 1,881 dead and more than 13,863 injured. The announcement coincided with a warning from Gaza's Government Media Office that 40,000 infants face life-threatening malnutrition, 250,000 children under five are suffering severe food shortages, and 1.2 million minors live with acute food insecurity. Earlier, over 100 international organizations urged Israel to end what they described as the weaponization of aid to Gaza, warning that hunger is spreading rapidly across the enclave. Since October 7, 2023, the war has killed at least 61,776 Palestinians and injured over 154,906.
