Agribusiness and Trade: Sustainable food innovator seeks inspiration from NZ
In land-scarce Singapore, space is precious. But so is food security.
Singapore imports more than 90% of what it eats, however, as part of its '30 by 30″ goal to produce 30% of its nutritional needs locally by 2030, the Government tenders parcels of land for agriculture. Artisan Green won its plot by demonstrating the commercial viability and technical sophistication of its operation.
From its original 300 square metre facility, the company is preparing to move into a new two-hectare site in Singapore's designated agriculture zone. The expansion includes a 5500sq m vertical farm, along with significant outdoor greenhouse space and a 4000sq m facility to support post-harvest operations.
This will lift production from one tonne a month to 30 tonnes per month in the initial phase. The second phase will see this increase to 90 tonnes per month.
Poh says the larger scale will allow Artisan Green to bring prices down and make the locally grown produce more competitive.
'Our aim is to price between overseas imports and imported organic produce,' he says. 'People support us even though we're more expensive than imports because we're local, and our customers – especially younger families – want to avoid exposing their children to pesticides.'
In partnership with Siemens, Artisan Green has digitised its crop recipes: water and nutrient profiles, lighting cycles and temperature settings, allowing consistent yields without relying on a large team of plant scientists.
'We encapsulate the entire growing cycle into our recipes,' he says, 'which means that anyone using this platform in the future will not have to be a plant scientist to operate it.'
Poh explains that the intellectual property developed will help make future expansion easier. With the science centralised and scalable, Artisan Green can replicate its model overseas using local workers, without having to bring in expensive technical talent.
He likens it to McDonald's. 'You don't have chefs in McDonald's. You just need operators, while all the R&D is done in the central kitchen.'
Poh was in New Zealand last month as part of the Asia New Zealand Foundation's ASEAN Young Business Leaders Initiative programme.
The delegation of 11 agribusiness entrepreneurs visited businesses around the country and attended Fieldays to learn about New Zealand's agricultural sector, build local connections, and explore future business opportunities.
Poh says that for a city-based grower like him, seeing how New Zealand brings together science, industry and government in the agribusiness sector has been eye-opening.
'Agriculture is in New Zealand's blood,' he says. 'It's not just individual farmers doing their own thing, you can see how industry and government work together to advance the sector.'
He points to New Zealand's plant science research and downstream operations, including packhouses, marketing, and distribution networks, as areas that Singapore still needs to develop.
Too often, he says, small farms in Singapore fail not because they can't grow food, but because they can't get it to customers efficiently. It's one reason why Poh started his own distribution company, which now handles produce from other local farms as well.
There are lessons New Zealand might take from Singapore too, particularly the value of investing in science to develop high-value crops that can command a premium.
'We can't grow things like baby spinach outdoors in Singapore. It's too hot. So we grow it indoors. But to make that work, you need margins, and you need to grow something premium,' Poh says.
And you need to know your science.
'A lot of people think AI or automation is going to revolutionise agriculture. But you can't eat software,' he says.
'So you need to know your basics in plant science first, then automate from there.'
Poh sees both countries as coming at the same problem from different angles. New Zealand has deep-rooted farming knowledge and strong science institutions. Singapore brings innovation in urban food production.
If the future of food is global, then the best ideas will likely grow in both places.

Majority of Government's $231m spend on Advanced Technology Institute funded through planned research funding cuts
Funding is reallocated from: Endeavour Fund – $13.489m (from 2028/29) Health Research Fund – $11.487m (from 2028/29) Marsden Fund – $15.119m (in 2028/29) New to R&D Grant – $18.084m across 2025–2028 Callaghan Innovation Operations – $24.336m across 2027–2029 Contract Management – $3m across 2026–2029 In addition, $37.537m is being reprioritised from the Strategic Science Investment Fund from the 2025/26 financial year to the 2028/29 financial year, from contracts coming to an end over the three years. Funding for the new research agency is also being made up of $21.603m from unallocated funding for the National Science Challenge. In a statement, the Public Service Association union expressed disappointment in the move, adding the Government was 'trying to quietly cut funding from respected and established research funds'. PSA national secretary Fleur Fitzsimons said scientists rely on these funds for ground-breaking work and they deserve ongoing support. 'The Government says it wants kickstart our economy with investment in science, meanwhile chopping science off at the knees and hoping no one will notice,' Fitzsimons said. 'It's robbing Peter to pay Paul, raiding science funds without providing the increased funding science needs to drive growth. The economy will be worse off and we will keep losing scientists to other countries which value them.' Similar concerns were expressed by physicist Dr Ben Wylie-van Eerd, speaking for the Save Science Coalition. In an interview, he said it would have been nice if the Government was clear this was partially a reprioritisation when it made this announcement. 'It's quite disappointing,' he said. 'I feel massively let down by learning this.' Wylie-van Eerd said he was particularly upset about plans to reduce the total of the Marsden Fund, which he said was an area for 'complete blue-skies research' that did not necessarily have to have any commercial outcomes. Green Party science spokesman Scott Willis said the Health Research Fund supported research into kidney disease, diabetes and epilepsy. He also expressed concern over reduction in funding for the Endeavour Fund, which supports climate research. Willis said it appeared the Government was 'shuffling funding' and the changes seen last year and proposed over the coming years will weaken the science system and its capacity. 'We definitely need investment in science for the public good,' he said, and issues such as health, the climate and the cost of living would not be solved by 'science-for-profit'. In a statement, Reti, the minister in charge of the reforms, said what was taking place was important. 'Reform of our decades-old science system, including the establishment of the New Zealand Institute for Advanced Technology, is a priority for the Government's economic agenda,' he said. 'Previously, New Zealand has been slow to focus on the role of advanced technologies across the economy and investment in the potential of advanced technologies has been under-weighted within the research and innovation system.' Reti said the Government was continuing to support public good science and a strong economy would allow for more choices. When the announcement of the new institute was made, the Government said the importance of a return on investment was a significant focus. Last month, the Government announced it was committing $231m over four years to the new tech institute, aiming to focus on artificial intelligence, quantum technologies and innovation that could lead to economic growth. At the time of the announcement, Reti confirmed about $80m was being leveraged from Callaghan Innovation. Prime Minister Christopher Luxon said the country needed to embrace new technologies and that it 'will actually make our businesses and our research much more commercial and actually improve productivity'. Budget 2025 allocated $20m across two financial years for the establishment of four new Public Research Organisations (PROs), of which the Advanced Technology Institute is one. Last year, the then Science, Innovation and Technology Minister Judith Collins said the contestable Endeavour Fund, which is proposed to lose about $13m in the advanced technology institute changes, was being updated to 'grow the economy'. 'Commercialisation is essential to realising the social and economic potential of our science, innovation and technology system. Health And Safety Reform: Sector-Specific Updates Signal Targeted Regulatory Relief
As part of the Government's ongoing reform of New Zealand's health and safety regulatory framework, the Minister for the New Zealand Workplace Relations and Safety, Hon Brooke van Velden, has announced a new tranche of health and safety reforms, targeting specific industry sectors. The Minister indicated that the announced changes are aimed at improving clarity, reducing unnecessary compliance burdens, and better aligning regulations with real-world risks across several key sectors. This tranche of announcements follows earlier signals from the Government regarding broader legislative reform, which is expected to be introduced to Parliament later this year, with new legislation enacted ahead of the next election. In contrast to the first suite of announcements, this tranche demonstrates an intention to consult with identified sectors to develop or amend safety regulations or approved codes of practices in identified areas. Key features of the announcements Construction The Minister's announcement on 28 July 2025 signalled the intention to consult with the construction industry to create clearer rules and prequalification guidance to support construction. Specifically, the Minister highlighted possible changes for working at heights, the use of scaffolding and to simplify the complexity of prequalification systems, to better align health and safety requirements with actual site risks. The Government aims to, following consultation with the construction sector, introduce a risk-based hierarchy of controls for working at height, to help businesses select appropriate safety measures based on the specific hazards of each task. It is hoped this approach will reduce unnecessary use of scaffolding, particularly in low-risk situations. The Government has also signalled the introduction of revised prequalification guidance to improve consistency across the sector. As part of this work, the Minister has asked WorkSafe to collaborate with industry to develop free-to-use templates that support a more consistent and streamlined approach. Additionally, work is underway to clarify overlapping duties on shared worksites through an Approved Code of Practice (ACoP), which is to be developed by WorkSafe. This decision is aimed at helping businesses better understand when coordination with other contractors is required, and how responsibilities should be managed in practice. Agriculture In the 29 July 2025 announcement, the Minister indicated the Government would be consulting with the agriculture sector on the thresholds for members of the family to be involved in chores on the family farm, while ensuring safety is not compromised. In addition, the Government has also requested WorkSafe develop two new ACoPs in consultation with the agricultural sector, to reflect how modern farms operate and to support practical compliance. The first will provide clearer guidance on roles and responsibilities in agriculture, particularly around overlapping duties and PCBU obligations when multiple PCBUs are working on a farm. The second will focus on the safe use of farm vehicles and machinery, including quad bikes, tractors, side-by-sides, and two-wheel motorbikes. As part of broader reform, the Government is also proposing changes to the ACoP model itself. While compliance with ACoPs is currently voluntary, the proposed change would give greater assurance that following an ACoP is sufficient to meet health and safety duties under the Heath and Safety at Work Act 2015 (the HSW Act). Manufacturing On 30 July 2025, the Minister announced that the Government will consult on how to simplify machine guarding rules, aiming to replace 'outdated requirements' with a risk-based approach. The Minister signalled that these changes are expected to benefit both manufacturers and other sectors that rely on machinery, including agriculture, horticulture, construction, and food processing. Additionally, the Minister noted that the Government will review workplace exposure standards for substances such as soft wood dust, hard wood dust, and welding fumes. The review aims to improve clarity and ensure that exposure limits are practical. Science and technology On 31 July 2025, the Minister announced that the Government will consult on changes aimed at reducing regulatory complexity and better supporting innovation across the science and technology sectors for growth. The proposed changes will seek to match hazardous substances requirements for laboratories with their actual risk. It is not yet clear what form these requirements will take. A particular focus is the introduction of reforms that support the development and use of hydrogen technologies, including: enabling the use of internationally accepted hydrogen storage containers; establishing safety requirements for cryogenic liquid hydrogen; and introducing standards for hydrogen filling stations and dispensers. These reforms are intended to create a more enabling regulatory environment, in line with the Government's Hydrogen Action Plan. Broader consultation is underway to ensure the regulations reflect the needs of researchers, innovators, and industry stakeholders. Adventure and events In the last announcement on 1 August 2025, the Minster announced the Government would be consulting on health and safety regulations in the recreation and entertainment sectors to reduce unnecessary compliance pressure, while maintaining safety outcomes. Following consultation, it is intended that changes would be made to the Adventure Activities Regulations and Amusement Device Regulations, with the aim of reducing compliance costs for recreation providers, event organisers, and volunteer-led groups. One of the key proposals involves refining the definition of 'adventure activities' to distinguish between high-risk and low-risk recreational offerings. This change seeks to reduce compliance obligations for operators whose activities pose minimal safety risks. The Government is also proposing updates to the Amusement Device Regulations to focus council permitting requirements on transportable high-risk amusement devices. In contrast, fixed or low-risk devices would be exempt from these requirements. The proposed reforms aim to clarify health and safety obligations for volunteer organisations, especially those involved in outdoor recreation or emergency response, intending to reduce administrative complexity. Our view Given intended consultation with industry, it is difficult to predict the full impact of the announced reforms. However it is clear that the Government is seeking to save time and cost for businesses by reducing 'red tape' and 'mak[ing] it easier to do business'. At a high-level, these sector-specific updates reflect a desire to move towards a risk-based regulatory approach and a willingness to respond to industry feedback. However, while the intended areas of reform offer some clarification and modest compliance relief, they appear to fall short of delivering the clarity many stakeholders have been calling for. While it is promising to see a continued focus on regulation in areas where the greatest risk is presented, some of these reforms, such as those around guarding, relate to areas where significant risk is present and where New Zealand has been susceptible to poor health and safety performance. From a practical standpoint, how these reforms are implemented will be critical. Legislative changes alone will not be enough, and clear guidance, consistent support and enforcement, and meaningful engagement with industry will be essential to ensure that the intended benefits are realised 'on the ground'. A continued programme of keeping these standards up to date to align with best practice will also be vital, to ensure New Zealand does not fall further behind its Australian and English counterparts in health and safety performance. Nonetheless, businesses should take this opportunity to engage with the consultation processes to ensure the input and feedback required is received to inform the development of these codes of practice and regulation. We will continue to watch with interest as the Government continues its work to improve health and safety, and as Cabinet makes decisions on other aspects of the reform.
