The National Assembly standing committee on Health on Thursday proposed various reforms in the Medical and Dental Colleges Admission Test (MDCAT), including increasing its weightage for the admission to the college.
The committee met with its chairman Dr Mahesh Kumar Malani in the chair. The meeting discussed matters pertaining to the Pakistan Medical and Dental Council (PMDC), the medical education examination system, regulatory failures in the healthcare sector and other issues.
The committee raised serious questions over the reforms in the medical examinations and the performance of the PMDC. The committee was informed that MDCAD would be held on Sunday, October 5, throughout the country.
The committee expressed concern over the lack of transparency, disparity between the exams boards and injustice in the MDCAT. It suggested that the weightage of the result of the MDCAT should be increased, so that deserving students could get opportunities to attain medical education.
The committee also proposed a central examination system and the creation of a databank of about 3,000 to 4,000 standard questions for all the provinces. The committee also questioned an unfair de-registration of colleges by the PMDC, political interference and injustice in students' registration.
The committee also discussed complaints about various medical colleges and hospitals. It directed for prompt action to resolve the problems facing the students who have graduated from Kyrgyzstan.

ISLAMABAD: The Standing Committee on National Health Services, Regulations and Coordination (NHSR&C) expressed serious concern over the absence of the vice chancellor of Isra University, noting that the future of many medical students remained at risk. The NHSR&C committee's meeting was held under the chairmanship of Dr Mahesh Kumar Malani, MNA. The committee deliberated on matters pertaining to the Pakistan Medical and Dental Council (PMDC), and the Medical and Dental College Admission Test (MDCAT) 2026. The PMDC and the Ministry of NHSR&C informed the committee that the issue concerning students of Isra University had been resolved amicably. However, the committee emphasised that these students should also be facilitated in securing their house jobs, as the matter had already been unduly delayed due to procedural hurdles. The PMDC president assured the committee that all necessary assistance would be extended to the students in this regard. The committee discussed the grievances of foreign students from Kyrgyzstan. It directed the PMDC to issue a formal circular today, to the Council to hold a meeting in this regard and resolve the matter within three days by granting provisional licenses and allowing the students to register for the NRE without further delay. It was further resolved that, in case of non-compliance, strict action would be taken against the PMDC. During deliberations on matters relating to the PMDC, members raised concerns that officers who had been cleared by FIA inquiries were still not promoted. The registrar PMDC assured the committee that promotions would proceed swiftly, with due process and personal hearings. The committee also expressed grave concern over the non-implementation of court orders regarding the removal of the president Pakistan Nursing and Midwifery Council (PN&MC), describing it as a serious violation and directing the Ministry of NHSR&C to take immediate action. The committee was also briefed on the conduct of MDCAT 2025-26. Members discussed the weightage distribution between Matriculation, Intermediate and MDCAT examinations. Several members criticised manipulation in board examinations and proposed increasing MDCAT weightage to ensure transparency. It was decided to convene an in-person meeting with provincial health departments, education boards and vice chancellors in future to finalise reforms for future MDCAT exams. The committee also discussed proposals for legislative amendments to reduce the current validity of MDCAT from three years to one or two years. The committee also prayed for the victims of the recent floods in the country, particularly in Buner, Khyber Pakhtunkhwa. It further urged the Drugs Regulatory Authority of Pakistan (DRAP) and the Ministry of NHSR&C to coordinate with provincial health departments to ensure the timely provision of emergency kits and essential medicines to the affected population. The meeting was attended by MNAs, Dr Shazia Sobia Aslam Soomro, Sabheen Ghoury, Zahra Wadood Fatemi, Farah Naz Akbar, Dr Shaista Khan, Dr Nikhat Shakeel Khan, Dr Darshan, Aliya Kamran, Shahram Khan, Raja Khurram Shahzad Nawaz, Shabbir Ali Qureshi, Azimuddin Zahid Lakhwi, and Dr Nisar Ahmed in person. ISLAMABAD: The Pakistan Medical and Dental Council (PMDC), Saturday, refuting rumors regarding an 80 percent increase in Medical and Dental Colleges Admission Test (MDCAT) has announced that the MDCAT will be held on Sunday, 5 October 2025, with Rs9,000 admission fee against Rs8,000 last year reflecting an increase of 12.5 percent. While issuing the schedule for the MDCAT exams here, the PMDC said it has come to the notice of that there has been a misunderstanding regarding the MDCAT examination fee, which claims that it has increased by 80 per cent. PMDC clarified that the fee for the MDCAT has increased modestly and gradually over the past years, in 2024, it was Rs.8,000, and for 2025, it has been set at Rs. 9,000. This year, only Rs1,000 have been added to the previous year's fee, which is an increment of 12.5 per cent, not 80 per cent as circulated in the social media. The MDCAT exam is going to be conducted by universities nominated by the federal and provincial authorities, not by PMDC. However, PMDC as a regulator has developed a uniform syllabus for the MDCAT in consultation with all the stakeholders, including federal and provincial authorities. The PMDC has also invested heavily in developing a question bank based on a common syllabus agreed upon by the provinces. The Council decided to revise the fee on request of the examination-conducting universities due to the rising costs of paper printing, enhanced security protocols and logistical arrangements, payments for examiners, invigilators, and administrative staff and ensuring adequate seating and facilities for candidates nationwide and international venues. Despite significant inflation and increasing operational costs, PMDC remains steadfast to affordability and fairness. The Council has taken a balanced approach to ensure that the exam remains accessible to all candidates while maintaining quality and integrity in the testing process. PMDC reaffirms transparent, responsible, and merit-based admissions, ensuring equal opportunities for all aspiring medical and dental students. The MDCAT will be conducted through the following admitting/test conducting universities, ie, University of Health Sciences, Lahore (for Punjab Province), Sukkur IBA University, Sukkur (for Sindh Province), Khyber Medical University, Peshawar (for Khyber Pakhtunkhwa Province), Bolan University of Medical and Health Sciences Quetta (for Balochistan Province), Shaheed Zulfiqar Ali Bhutto Medical University, Islamabad (for Islamabad Capital Territory, Azad Jammu and Kashmir, Gilgit-Baltistan and for international Riyadh, Saudi Arabia). The schedule for MDCAT-2025 online registration for both local and international candidates began on 8th August 2025 and will close on 25th August 2025. After this date, registration will only be accepted with a late fee, which will remain open until 1st September 2025. The candidates must carefully select one city/centre for the MDCAT and fill out the application with all necessary requirements otherwise, the online system will reject the application. The test will be a paper-based, multiple-choice exam conducted in English, comprising 180 MCQs with no negative marking, distributed as follows: Biology (81), Chemistry (45), Physics (36), English (9), and Logical Reasoning (9). In a statement issued on Saturday, PM&DC also dismissed rumours of an 80 per cent fee hike as "false and misleading", clarifying that only a nominal increase has been made to cover the operational costs of conducting the exam, including security and logistics. The council clarified that the fee has increased modestly and gradually over the years. In 2024, the fee was Rs8,000 and for 2025, it has been set at Rs9,000. The Rs1,000 increment represents a 12.5% rise, not 80% as incorrectly circulated on social media. Meanwhile, registration for the exam will be open from August 8 to August 25, with a late registration window available until September 1, 2025.
