Rajasthan governor lauds rising role of women in healthcare leadership
Addressing students at IIHMR University's Annual Convocation 2025, Bagde urged them to apply the knowledge and skills they acquired towards nation-building. He also encouraged universities to collaborate with both national and international institutions.
He said that by integrating traditional and modern knowledge, the National Education Policy 2022 aims to foster the holistic development of students.
'It is heartening to note that all four gold medal recipients this year are women. This reflects the rising role of women in healthcare leadership," the governor said.
The convocation saw 423 students receiving their degrees, with women comprising 58 percent of the graduating batch. Female students (247) outnumbered their male (176) counterparts and bagged six out of seven academic medals.
Guest of Honour Dr. Rajeev Singh Raghuvanshi, Drugs Controller General of India, highlighted India's growing global role in healthcare and advised students to serve with humility and compassion. RUHS Vice Chancellor Dr. Pramod Yeole stressed the importance of rural healthcare and public health leadership.
IIHMR University president Dr P.R. Sodani reported that the highest salary package this year stood at Rs 28.56 LPA, with 11 students placed internationally. The university also inaugurated its new Centre for Clinical Research on the occasion.

Haryana Human Rights Commission seeks report in newborns detached arm case
Nuh (Haryana), Aug 7 (PTI) The Haryana Human Rights Commission has taken suo motu cognisance of a newborn's arm getting detached from the body during delivery allegedly due to medical negligence at the Mandikhera Civil Hospital here. It said the incident constitutes a grave violation of the United Nations Convention on the Rights of the Child. The Commission, in an August 5 order, observed that the incident also constitutes 'a grave violation of the right to life and health guaranteed under Article 21 of the Constitution of India". The matter came to light through a media report describing the events that occurred on July 30 when a woman was admitted for childbirth, the rights panel said. Citing the report, the panel said the woman was admitted to the Civil Hospital for childbirth. During childbirth, the newborn's limb was completely detached due to the alleged callous conduct of the attending medical staff. It was alleged that when the aggrieved family questioned the medical team, they were met with abusive language and were forcefully thrown out of the ward. The newborn was later referred to Nalhar Hospital here. 'The alleged severing of the newborn's arm during delivery indicates a prima facie case of egregious medical negligence," the bench observed. The alleged conduct of the hospital staff, including the use of abusive language and expelling the family from the ward, further compounds the violation of human rights, it said. The Commission was of the view that the rights of the child and the dignity of the family have been prima facie compromised, warranting urgent attention and accountability from the concerned authorities. Accordingly, the commission has directed the civil surgeon of Nuh to submit a comprehensive factual and medical report within 15 days of receipt of the order, specifically addressing the exact circumstances surrounding the delivery, and names/designations of the doctors and nursing staff involved. It sought a clear explanation for the severing of the newborn's limb; steps taken for the treatment and rehabilitation of the child, details of any departmental or internal inquiry initiated, and an explanation regarding the alleged misconduct with the victim's family. The next hearing has been scheduled for August 26. The Kabutarkhana Row: Why Mumbai's Pigeon Feeding Sites Have Become A Flashpoint
Last Updated: Bombay High Court ordered the closure of all pigeon‑feeding zones in Mumbai, citing health hazards, respiratory illnesses, and complaints of nuisance and heritage damage. Hundreds of people — mainly from the Jain community — gathered at the Dadar Kabutarkhana in the wee hours of Thursday, defying a Bombay High Court order that banned pigeon feeding at all kabutarkhanas and directed closure of these sites. Protestors forcibly tore off the tarpaulin cover placed over the heritage feeding station by the BMC, climbed the bamboo barricades, and scattered grains to feed pigeons despite a strict prohibition. Tensions erupted after police intervened to disburse the crowds. Meanwhile, fines totaling about Rs 68,700 have been collected from 142 individuals across Mumbai kabutarkhanas — including Dadar, where 61 fines alone were issued — for violations between July 13 and August 3. What is the kabutarkhana row? A Bombay High Court ruling dated July 31, ordered the closure of all pigeon‑feeding zones (kabutarkhanas) in Mumbai, citing public health hazards due to pigeon droppings, respiratory illnesses (such as 'pigeon lung"), and complaints of nuisance and heritage damage. However, the practice of feeding pigeons at designated kabutarkhanas has deep cultural and religious roots, especially for the Jain and Gujarati communities, who view it as an act of jeeva-daya and a pious ritual tied to ancestral blessings. Therefore, the health vs belief conflict has triggered a strong pushback. How many kabutarkhanas does Mumbai have? Mumbai has around 44 to 51 kabutarkhanas across the city, mostly near Jain temples or transit hubs. On July 31, the High Court ordered closure of 51 feeding spots, and the BMC had initiated action at 44 of them so far — including Dadar, CSMT/GPO, Khar, among others. Why are Mumbai kabutarkhanas being shut? Several reasons have been cited for shutting the kabutarkhanas across Mumbai: Health risks: Pigeon droppings, feathers and nesting material can cause respiratory ailments like hypersensitivity pneumonitis, particularly among the elderly, children, and asthma sufferers. Public nuisance: Crowds gathering at feeding sites obstruct traffic, dirty public spaces, and damage heritage structures with droppings. Pigeon overpopulation: The unchecked feeding has led to ballooning pigeon numbers, worsening sanitation and environmental impact. Overall, the court viewed the practice as public nuisance and ordered civic action and criminal penalties for violation. Who is objecting to the court order? Jain community members and local trusts call pigeon feeding a sacred, age-old practice promoting compassion and non-violence. The Dadar Kabutarkhana Trust and Jain bodies led protests, spiritual gatherings, and raised alarms over pigeon starvation and deaths (with claims of ~980 pigeon deaths at Dadar alone). Some animal welfare activists have also questioned the scientific basis for health risks and demand humane alternatives rather than outright bans. What Maharashtra CM said Maharashtra Chief Minister Devendra Fadnavis expressed reservations about an abrupt and blanket ban. He chaired an urgent meeting on Tuesday with key ministers and BMC officials and instructed the BMC to allow 'controlled feeding" in designated kabutarkhanas temporarily. He also asked officials to conduct a scientific study on health risks and define feeding timings and protocols, and invest in mechanised cleaning of pigeon droppings and infrastructure sanitisation. Fadnavis also asked BMC to continue supplying a regulated quantity of grains, provide water, and avoid pigeon starvation until a long-term plan is ready. He insisted public health and bird life both must be safeguarded — and hinted the government would appear in court if needed to support its position. Maharashtra Minister Mangal Prabhat Lodha called the Dadar protest 'unfortunate," distanced the local Jain temple trust from instigating it, and appealed for calm.
