Chennai Corporation conservancy workers on strike, move High Court against outsourcing

CHENNAI: The conservancy workers, who have been on strike against the Greater Chennai Corporation's decision to outsource conservancy work in two Zones, filed a petition in the Madras High Court seeking orders to restrain the concerned authorities from going ahead with the decision of outsourcing.
The petition was filed by advocate K Bharathi, president of Uzhaippor Urimai Iyakkam. When it came up for hearing before Justice K Surendhar on Monday, Advocate General PS Raman submitted that the counter-affidavit to the petition was ready and sought time for filing it.
The counsel for the petitioner told the court about 2000 workers have been holding protests on the streets for the last ten days and the civic body is not bothered about their plight.
The judge ordered notice to the concerned authorities and adjourned the hearing to Wednesday.
The petitioner noted that the GCC, by its resolution dated June 16, 2025, stated that sanitation work in the zones of V and VI will be outsourced to Delhi MSW Solutions for an initial quote of Rs. 276 crores. This is an unjust and illegal decision as it is done in the teeth of the High Court's orders.
He said that 2042 workers would be transferred from the control of the GCC to the private agency in these two zones and 1953 contract workers face the risk of retrenchment.
The petitioner stated that the GCC's transfer the services to a contractor without consent when the union was very much opposed to it and transferring the workers from the GCC to another employer would amount to retrenchment which is contrary to section 25 N of the Industrial Disputes Act, 1947. The decision to put an end to the services of the employees runs contrary to the Supreme Court order in FCI case.
He said the dispute regarding the outsourcing of sanitary work is pending on the file of the Industrial Tribunal since July 30.
Stating that the balance of convenience lies in favour of the sanitary workers, he prayed for the court to issue an ad-interim injunction against the respondent authorities from outsourcing the services of NULM/SHG temporary workers.

The bench passed the order on an appeal moved by the panel challenging an order of a single judge of the court directing the inclusion of the petitioner in the eligible candidate list for the NRI quota. The panel pointed out various clauses in the prospectus stating the candidates and parents would be responsible for documents submitted and they should not rely on agents/touts. It was said in the prospectus that after scrutiny, if the particulars furnished in the application were incorrect, his/her candidature would be cancelled. NEW DELHI: Prime Minister Narendra Modi is scheduled to inaugurate the 76-km UER-II, which has been developed as the third Ring Road of Delhi, and the Dwarka Expressway (29 km) on Sunday. These two roads are a key part of the Centre's Delhi decongestion plan and are expected to reduce congestion on the Ring Road and other arterial links of Delhi. The two interlinked access-controlled highways will ensure nonstop travel for vehicles coming from Chandigarh side towards IGI airport, Gurgaon and Jaipur. Sources said that all pending works have been completed. While Dwarka Expressway has been developed in four packages and cost around Rs 9,000 crore, the Urban Extension Road-II (UER-II) was divided in five packages and has been built at a total cost of Rs 7,716 crore. Though the Dwarka Expressway is fully operational, Modi had inaugurated the Haryana section of this high-speed corridor in Mar 2024, just ahead of the last Lok Sabha election. Chennai Corporation has roped in additional workers for launching a mass cleaning drive in Royapuram and Thiru Vi Ka Nagar zones owing to the protest by workers. Many farm hands from areas such as Vandavasi have started cleaning the streets. 'We have deployed 1000 additional workers to strengthen the mass cleaning drive. More workers will start cleaning the streets shortly,' said an official. GCC has started a mass cleaning drive in various streets where garbage has accumulated owing to the protests. Chennai Corporation officials said more workers from the city will be deployed to clean the streets. However, the protesting workers alleged that the private contractor of the GCC has roped in farm hands from areas such as Vandavasi to clean the streets as the protest is under way. 'Over 100 farm hands from Vandavasi have started visiting the city to clean the streets every day in the morning, and returning home after 2 p.m. They get Rs.700 as wages per day. They used to get Rs.250 per day in their village for agricultural labour,' said the worker. Amma Makkal Munnetra Kazhagam founder visited the workers and expressed solidarity with them. Chennai Corporation in a press release on Tuesday urged the workers to resume work, pointing to the benefits and job security under the new private company. The workers who join the company will be eligible for PF, ESI, bonus, festival advance, financial assistance for marriage and education and insurance cover. The workers will get a financial assistance of Rs. 20000 for marriage, education advance of Rs.12000 and other financial assistance. The workers are eligible for 12 days casual leave, 12 days earned leave, double wages for national holidays. The workers will get safety gear and assistance under the welfare board. GCC will ensure 100% job security and welfare for all the workers who join the private company, the release said.
