Cayetano seeks bill to abolish travel tax to boost tourism

A bill filed in the Senate seeks to abolish the travel tax, which its author described as outdated and no longer aligned with the country's economic and regional goals.
Senate Bill No. 424, authored by Senator Alan Peter Cayetano, proposes the repeal of the travel tax imposed under Presidential Decree No. 1183, signed nearly five decades ago.
'It is high time to give travelers a break and allow for tourism to flourish by removing one of the barriers to travel,' Cayetano said.
The senator said the measure aims to allow all Filipinos, including senior citizens and persons with disabilities, to travel more freely.
He also cited studies estimating that while the government may lose around ₱4 billion in annual revenue, the country could gain up to ₱299 billion through increased tourism and consumer spending.
Cayetano is also proposing to exempt nationals from ASEAN member states from paying the travel tax in line with the Philippines' commitment under the 2002 ASEAN Tourism Agreement, which calls for the phasing out of travel levies among member countries.

ASEAN faces a critical window of opportunity. The research shows 5G alone is projected to contribute US$130 billion to Asia Pacific's economy by 2030. However, adoption remains uneven across the region — ranging from 48.3% penetration in Singapore to less than 1% in several ASEAN member states. Without coordinated action, these disparities risk deepening digital divides and weakening regional competitiveness. ASEAN may be left behind as other regions accelerate their digital transformation. "The convergence of 5G and AI represents the infrastructure of innovation, powering smart manufacturing, precision agriculture, and autonomous mobility. But ASEAN cannot afford to wait. The window for establishing regional leadership in intelligent connectivity is rapidly closing," said Professor Vu Minh Khuong from LKYSPP. "Our report provides ASEAN policymakers with a blueprint to navigate the complex intersection of 5G and AI integration, and now policymakers must act decisively. Coordinated strategies that can accelerate regional leadership in intelligent connectivity must be established to help the region move beyond incremental improvements toward transformative digital leadership." The LKYSPP study, drawing from extensive stakeholder interviews and survey responses from over 400 professionals across eight ASEAN countries, identifies ten critical imperatives for accelerating 5G-AI transformation, beginning with establishing coordinated digital leadership to address fragmentation that is currently slowing regional progress. ASEAN governments should treat 5G as a strategic AI enabler — not merely a telecom upgrade — while addressing the widening skills gaps that are impeding enterprise adoption across the region. To secure ASEAN's digital future, the report recommends implementing five strategic priorities: Establishing national 5G-AI development strategies with clear 2025-2030 roadmaps; Creating empowered coordination agencies in ASEAN member countries; Deploying forward-looking spectrum policies that promote accessibility and innovation; Fostering vibrant AI-driven ecosystems through public-private collaboration; and Implementing robust monitoring frameworks to track progress and enable course corrections. The LKYSPP report emphasises that enterprise adoption should be prioritised as the primary driver of 5G's economic impact. Looking across the region, there is much potential and notable examples of success: Singapore's 5G-powered smart ports have achieved 50% latency reduction, Thailand has deployed AI-enhanced disaster management systems, and Malaysia's wholesale network model has reached 82% population coverage. These examples illustrate the potential for transformative impacts when coordinated strategies are effectively implemented. According to the LKYSPP research report, private 5G networks are essential for Industry 4.0 transformation, while Fixed Wireless Access offers a compelling solution for bridging connectivity gaps in underserved areas. The report also positions current 5G deployment as critical infrastructure for 6G evolution expected by 2030, making today's strategic decisions particularly important for future competitiveness. JAKARTA - Indonesia will finish work next month on its first national strategy on artificial intelligence in a bid to attract foreign investment, an official said, as Southeast Asia's largest economy looks to join the global AI and chip-making race. The move follows neighbouring Malaysia's push to establish itself as a regional hub for AI development, securing billions of dollars from global tech firms seeking to build critical infrastructure to meet growing demand for cloud and AI services. Indonesia's AI roadmap will be the first comprehensive AI document in the country, the fourth largest in the world by population, since a smaller ethics guideline in 2023, Deputy Minister of Communications and Digital Nezar Patria told Reuters in an interview at his office on Monday. "The roadmap will help AI developers navigate (Indonesia's market), including on infrastructure and also on computational clusters," he said, adding that it would detail AI adoption in sectors such as health and agriculture. Nezar said the roadmap was designed to establish the country's AI ecosystem. "This will give an idea to investors about the potential of AI use in Indonesia," he said. "We're hoping they are interested in investing their capital in Indonesia." An April report by Boston Consulting Group said ASEAN nations were positioned for substantial AI-driven gains, with GDP contributions ranging from 2.3% to 3.1% by 2027, and Indonesia projected to see the highest impact in terms of absolute gross domestic output growth. But despite some investments, development has been slow in Indonesia compared to other parts of the region. Nvidia was involved with Indonesia's biggest tech company GoTo Gojek Tokopedia for a large language model service last year, and supplied its chips to the telecommunications company Indosat. Microsoft also said last year it would invest $1.7 billion over the next few years into expanding cloud services and AI in Indonesia. "We're opening up to all global tech companies to get into the industry of AI development in Indonesia," Nezar said. Separately, Indonesia is also pitching foreign firms on its critical minerals, which are needed for hardware development, in order to secure a bigger share of the global semiconductor supply chain, he added. Indonesia has offered the United States the chance to jointly invest in a critical minerals project as part of its tariff negotiations. Washington has sought to find alternative suppliers to China, which dominates the sector but in April added some rare earths to its export restriction list in retaliation for U.S. tariffs. Damar Juniarto, an analyst from research centre PIKAT Demokrasi, which monitors AI safety in Indonesia, said the country was not ready to be an AI developer owing to a lack of infrastructure such as chips, and a lack of AI skills in the workforce. Nezar said there remained risks of misinformation, intellectual property and data leaks. He did not detail how the roadmap would address those issues.

President Ferdinand Marcos Jr. has ordered an immediate halt to all State of the Nation Address (SONA) preparations after reports surfaced of government personnel installing materials in public areas despite severe flooding affecting many communities. Executive Secretary Lucas Bersamin, in a statement Tuesday, said the President expressed dismay over the reports and directed the Department of Public Works and Highways and all concerned agencies to devote full attention to flood response and relief efforts. 'Let me be clear: all SONA-related preparations are hereby ordered immediately suspended,' Bersamin said. Even while on an official visit to the United States, Marcos instructed all agencies to prioritize the safety and welfare of affected Filipinos above ceremonial events. Malacañang has also suspended government work and classes across Metro Manila and 10 provinces due to the enhanced southwest monsoon that continues to cause widespread flooding.
