Delhi HC upholds conviction of Patkar in two-decade-old defamation case
Justice Shalinder Kaur ruled that there was no error in the trial court and appellate court decisions that found Patkar guilty. The court also agreed with the earlier decision to release Patkar on probation rather than jail her.
However, the High Court gave her some relief by modifying the probation condition that required her to appear before the trial court every three months. Now, she can either appear virtually or be represented by a lawyer.
The case dates back to the year 2000, when Saxena, then President of an organisation called National Council of Civil Liberties, had published an advertisement criticising Patkar's Narmada Bachao Andolan (NBA), a movement against dam construction on river Narmada.
In response, Patkar issued a press note alleging that Saxena had earlier supported the NBA and had even donated Rs 40,000 through a cheque from the Lalbhai Group, which later bounced. The press note also questioned Saxena's patriotism and claimed he was acting as an agent for the Gujarat government.
Saxena filed a defamation case against Patkar in Ahmedabad in 2001. The Supreme Court later transferred the case to Delhi in 2003. In 2024, Patkar was found guilty by a magistrate court, sentenced to five months in jail, and asked to pay Rs 10 lakh in compensation. The court said her statements were made with clear intention to harm Saxena's reputation.
On April 2, 2024, a Sessions Court upheld her conviction but reduced the punishment. Patkar was released on probation for one year and asked to pay Rs 1 lakh in compensation instead of Rs 10 lakh. She challenged the conviction in the High Court, which has now upheld it.
What led to the Saxena- Patkar spat
After Vinai Saxena published an ad criticizing Patkar's NBA, she issued a press note alleging that Saxena had earlier supported the NBA and had even donated Rs 40,000 through a cheque from the Lalbhai Group, which later bounced. The press note also questioned Saxena's patriotism, which led to the defamation case filed by Saxena.

Telangana woman falls prey to cyber scam, loses Rs 1.61 crore
HYDERABAD: A 54-year-old housewife from Hyderabad has fallen victim to a sophisticated online fraud, losing Rs 1.61 crore to scammers promising lucrative returns through part-time jobs and cryptocurrency trading. The victim lodged a complaint with the Hyderabad Cybercrime police, detailing a well-orchestrated scheme that began with a seemingly harmless WhatsApp message which turned out into a series of coercive financial demands. The fraud began on June 2, when the woman received a WhatsApp message inviting her to join a part-time job via Telegram, involving tasks such as rating hotels. The scammers, posing as representatives of reputed companies, quickly shifted her to an 'economic task' requiring investment in cryptocurrency trading. Initially, the victim paid Rs 2,000 and received Rs 2,800 in return, building trust in the scheme. Encouraged, she invested Rs 5,000, followed by Rs 42,000 and Rs 1,48,000 for subsequent tasks, as directed by the fraudsters. The scammers then claimed she had made errors, demanding escalating payments to 'correct' mistakes or unlock higher returns. They coerced her into paying Rs 2,98,000, promising Rs 7,80,375, and later Rs 6,00,000 to boost her credit score, with a promised return of Rs 16,80,375. Further demands included Rs 11,69,262 for another alleged mistake, Rs 8,51,891 as a tax, and Rs 37,24,404 to 'upgrade' her account level. When told she needed to pay an additional Rs 50,00,000 to correct yet another error and Rs 45,00,000 as service charges, she complied, driven by assurances of recovering her investment.

Telangana sees drop in off-Budget borrowings, LS informed
HYDERABAD: Union Minister of State for Finance Pankaj Chaudhary on Monday informed Lok Sabha that the off-Budget borrowings of the Telangana government reduced considerably since the time Congress was voted to power in the state. During the Question Hour, the minister said that the off-budget borrowings declared by the state were Rs 35,258 crore in 2021-22, Rs 9,597 crore in 2022-23, Rs 2,546 crore in 2023-24 and Rs 2,697 crore in 2024-25. Meanwhile, responding to a query raised by Congress MP Chamala Kiran Kumar Reddy, Pankaj Chaudhary said that the REC Limited has already granted a time extension for the completion of works until December, 2024 at the request of Kaleshwaram Irrigation Project Corporation (KIPCL). The rebate on interest rate may be considered upon the completion/closure of the project, the REC informed the state government. However, any change in loan amortisation schedule would result in the downgrade of KIPCL's account classification (from standard to Sub-standard) in the books of PFC/REC Ltd in accordance with the guidelines issued by the Reserve Bank of India, the Union Minister said.
