Meet fails to find consensus on Metro alignment in Thiruvananthapuram; state govt opts for further consultation

Thiruvananthapuram: The long-pending Metro rail project in the state capital has hit another roadblock, as the high-level meeting chaired by chief minister
on Wednesday failed to finalise the alignment.

Instead, the state govt decided to constitute an advisory committee to consult stakeholders on the various alignment proposals, effectively pushing the project back to square one.
According to sources, the decision to form the committee was taken after multiple stakeholders presented differing alignment suggestions, complicating the planning process.
The committee will be formed under the leadership of the chief secretary.
It will examine related matters and submit its recommendations. The committee will include the secretaries of revenue, finance, local self-govt and transport departments.
Kochi Metro Rail Limited (KMRL), the implementing agency of the project, presented six alignment options during the meeting. However, Shashi Tharoor, MP, who participated online, also submitted his alignment proposals, prompting the chief minister to recommend further stakeholder consultation before moving forward.
In a post on social media platform X, Tharoor wrote, "Had a very constructive online meeting this morning (Wednesday), chaired by the Chief Minister @pinarayivijayan, to discuss plans for a Metro in Thiruvananthapuram, something I have been clamouring for ever since becoming an MP." He added that an advisory committee would be formed to evaluate the proposals.
"Our vision for the Metro must be to anticipate the needs of generations yet unborn," Tharoor posted.

"I am confident that, with the right approach, we can make Thiruvananthapuram an ideal capital city for the 21st century," he added.
Meanwhile, KMRL chief Loknath Behera described the meeting as positive and expressed hope that a final decision would be made soon. "A presentation about the alignments of the proposed Metro rail in Thiruvananthapuram was completed. Now, the govt has to take a final decision," he told TOI.
Once the alignment is finalised, it will be handed back to KMRL to revise the detailed project report (DPR) originally prepared by Delhi Metro Rail Corporation (DMRC). The DPR's executive summary was submitted to the state govt in Feb 2024.
The finance department gave its approval to the project earlier this year. After the chief minister's nod, the project will be sent to the state cabinet for final clearance.
In the 2025-26 state budget, the govt announced that preliminary work on the Metro would begin within the year.
However, alignment disputes continue to stall progress. The transport department earlier rejected DMRC's original alignment, citing impracticalities and suggested an alternative route beginning at Kazhakkoottam instead of Pallipuram on NH 66.
As per the previous cost estimate prepared by DMRC, the project will cost Rs 11,560.8 crore. The KMRL proposed a conventional Metro in Thiruvananthapuram instead of a light Metro, which was initially proposed. It was earlier said that DMRC would submit the report to the KMRL in Jan last year, which would in turn submit it to the state govt by the end of Jan after reviewing it. However, it was delayed.

Due to the high bid, KMRL excluded feasibility study of the future extension of the proposed Metro rail line to the proposed GIFT City in Ayyampuzha and the study on the rolling stock to be used for Phase III from the plan while issuing re-tender. "The amount that RITES quoted was more than double the estimated amount fixed by ministry of housing and urban affairs (MoHUA). As DPR preparation for Phase III is entirely funded by MoHUA, we have to follow their guidelines. If the amount was 10% to 20% higher than the estimate, there was a possibility of appointing the agency as DPR consultant. But KMRL decided to re-tender as the amount was more than double the estimate," said a KMRL source. Procedures to appoint DPR consultancy began last year after the urban transport division of MoHUA granted in-principle approval for providing central financial assistance (CFA) for preparing DPR. DPR will finalize the length of Phase III line, alignment, number of stations and their locations. As per RFP (request for proposal) documents of the earlier tender, consultant would study the feasibility of implementing Phase III corridor (Aluva to Angamaly) as a new line (independent line). It stated that DPR consultant would also study the feasibility of using rolling stock different from those being used in Phase I and Phase II corridors and provision for future extension of Phase III corridor to the proposed GIFT City in the Kochi Bengaluru Industrial Corridor. Now, we are preparing DPR according to the basic plan approved by MoHUA," said an official. As per KMRL's preliminary plan, Phase III extension line of Metro will begin from Aluva and continue on national highway 544 until Aleena Valavu area near Akaparambu. It then goes through Kariyad-Airport-Mattoor Road to Kochi airport. From airport, it continues on Angamaly-Airport Road to MC Road until Angamaly. From MC Road Junction in Angamaly, Metro line will proceed further towards Thrissur side, around 2km on NH-544.

1 2 Chandigarh: Facing the imminent phasing out of 100 diesel buses and struggling to get 100 e-buses as their replacements for more than a year, the Chandigarh administration will now send a fresh proposal for procuring 85 new e-buses to the central govt. A UT official said the Transport Department would again prepare a detailed proposal and submit it to the Ministry of Home Affairs. Recently, the officers of the Transport Department also went to Delhi and held a meeting regarding the purchase of buses. "Under the current circumstances, the administration will float fresh tenders on its own. The terms and conditions will be the same as those set by the central govt. The tender will be floated after approval from the competent authority. From the start of the tendering process to the delivery of buses, it will take at least six months," said a UT official.
