Metro project, abandoned buildings on Kuwait's Municipal Council agenda

Zawya27-01-2025
KUWAIT CITY - The Technical Committee of the Municipal Council, chaired by Munira Al-Amir, is set to hold its eighteenth meeting on Tuesday to address several important items on its agenda , reports Al-Seyassah daily.
Among the key issues to be discussed is the executive body's response to a question submitted by the Vice-Chairman of the Municipal Council, Khaled Al-Mutairi, regarding the Metro Project.
Additionally, the committee will review a proposed amendment to Table No. 16, which pertains to the requirements and specifications for buildings within the Shuwaikh Free Trade Zone.
This amendment is part of Ministerial Resolution No. 278 of 2021, which organizes construction work in the zone and aims to introduce some proposed new activities.
Another major topic on the agenda is a proposal by member Fahad Al-Abduljader concerning abandoned properties. The municipality has informed the council chairman about the formation of a committee tasked with inventorying dilapidated and near-collapsing properties, particularly those that negatively affect the general appearance of the area.
The committee will also discuss the procedures for dealing with these properties, including the identification of cases and the appropriate period for restoring or removing the buildings, as outlined in technical reports.
Moreover, they will evaluate the method for issuing warnings to building owners and occupants in the event of evacuation, as well as the steps to take if owners fail to comply with demolition or restoration requirements.
The committee will consider various options for enforcing compliance, including issuing comprehensive or individual tenders, or contracting out machinery, equipment and labor for demolition and restoration.
Additionally, the possibility of charging building owners for the costs incurred by the municipality in carrying out the work will be examined. The outcomes of this meeting are expected to have significant implications for urban development, building regulations and property management in Kuwait.

5 journalists killed in Israeli strike in Gaza

The Israeli military admitted in a statement to targeting Anas al-Sharif, the reporter it labelled as a "terrorist" affiliated with Hamas. The attack was the latest to see journalists targeted in the 22-month war in Gaza, with around 200 media workers killed over the course of the conflict, according to media watchdogs. "Al Jazeera journalist Anas al-Sharif has been killed alongside four colleagues in a targeted Israeli attack on a tent housing journalists in Gaza City," the Qatar-based broadcaster said. "Al-Sharif, 28, was killed on Sunday after a tent for journalists outside the main gate of the hospital was hit. The well-known Al Jazeera Arabic correspondent reportedly extensively from northern Gaza." The channel said that five of its staff members were killed during the strike on a tent in Gaza City, listing the others as Mohammed Qreiqeh along with camera operators Ibrahim Zaher, Mohammed Noufal and Moamen Aliwa. The Israeli military confirmed that it had carried out the attack, saying it had struck Al Jazeera's al-Sharif and calling him a "terrorist" who "posed as a journalist". "A short while ago, in Gaza City, the IDF struck the terrorist Anas Al-Sharif, who posed as a journalist for the Al Jazeera network," it said on Telegram, using an acronym for the military. "Anas Al-Sharif served as the head of a terrorist cell in the Hamas terrorist organisation and was responsible for advancing rocket attacks against Israeli civilians and IDF troops," it added. Al-Sharif was one of the channel's most recognisable faces working on the ground in Gaza, providing daily reports in regular coverage. Following a press conference by Prime Minister Benjamin Netanyahu on Sunday, where the premier defended approving a new offensive in Gaza, al-Sharif posted messages on X describing "intense, concentrated Israeli bombardment" on Gaza City. One of his final messages included a short video showing nearby Israeli strikes hitting Gaza City. In July, the Committee to Protect Journalists issued a statement calling for his protection as it accused the Israeli military's Arabic-language spokesperson Avichay Adraee of stepping up online attacks on the reporter by alleging that he was a Hamas terrorist. Following the attack, the CPJ said it was "appalled" to learn of the journalists' deaths. "Israel's pattern of labelling journalists as militants without providing credible evidence raises serious questions about its intent and respect for press freedom," said CPJ Regional Director Sara Qudah. "Journalists are civilians and must never be targeted. Those responsible for these killings must be held accountable." The Palestinian Journalists' Syndicate condemned what it described as a "bloody crime" of assassination. Israel and Al Jazeera have had a contentious relationship for years, with Israeli authorities banning the channel in the country and raiding its offices following the latest war in Gaza. Qatar, which partly funds Al Jazeera, has hosted an office for the Hamas political leadership for years and been a frequent venue for indirect talks between Israel and the militant group. Sealed off With Gaza sealed off, many media groups around the world, including AFP, depend on photo, video and text coverage of the conflict provided by Palestinian reporters. Media watchdog Reporters Without Borders (RSF) said in early July that more than 200 journalists had been killed in Gaza since the war began, including several Al Jazeera journalists. International criticism is growing over the plight of the more than two million Palestinian civilians in Gaza, with UN agencies and rights groups warning that a famine is unfolding in the territory. The targeted strike comes as Israel announced plans to expand its military operations on the ground in Gaza, with Netanyahu saying on Sunday that the new offensive was set to target the remaining Hamas strongholds there. He also announced a plan to allow more foreign journalists to report inside Gaza with the military, as he laid out his vision for victory in the territory. A UN official warned the Security Council that Israel's plans to control Gaza City risked "another calamity" with far-reaching consequences. "If these plans are implemented, they will likely trigger another calamity in Gaza, reverberating across the region and causing further forced displacement, killings, and destruction," UN Assistant Secretary General Miroslav Jenca told the Security Council.

Jordan hosting Syrian-US meeting on postwar reconstruction

Jordan will host a meeting featuring top US, Syrian and Jordanian officials on Tuesday, exploring ways to support Syria's post-war reconstruction, said the Jordanian Ministry of Foreign Affairs. The meeting comes as Damascus seeks international investment to revive its economy, which has been devastated by nearly 14 years of conflict. Syrian Foreign Minister Asaad Al Shibani and US special envoy to Syria Thomas Barrack are expected to attend the talks, which will focus on facilitating reconstruction efforts and securing foreign investment for rebuilding Syria's infrastructure and economy. The meeting will 'discuss the situation in Syria and ways to support the process of rebuilding Syria on foundations that ensure its security, stability, and sovereignty, meet the aspirations of its brotherly people, and preserve the rights of all Syrians,' the Jordanian Foreign Ministry said. It also follows a meeting hosted by Amman last month 'to address the consolidation of the ceasefire in the Sweida governorate in southern Syria', it added. Mr Barrack said on X that the commitment to Syria's reconstruction efforts 'underscores our collective determination to move towards a future in which Syria and all of its people can live in peace, security, and prosperity'. The meeting is seen as part of a broader diplomatic push to support Syria's reconstruction efforts. Amman has increasingly engaged with Damascus as part of regional efforts to stabilise the situation and encourage international investment. The announcement follows a significant development in Syria's efforts to attract international funding. Last week, Damascus signed 12 major agreements valued at $14 billion, including a $4 billion deal with Qatar's UCC Holding to build a new airport and a $2 billion agreement with the UAE's National Investment Corporation to construct a subway in Damascus. These projects are seen as crucial for Syria's economic recovery and are expected to bring transformative changes to the country's infrastructure. Talal Al Hilali, head of the Syrian Investment Authority, said the projects 'will extend across Syria and represent a qualitative shift in infrastructure and economic life'. Mr Al Sharaa and Mr Barrack were present at the signing ceremony, reported the official Syrian news agency Sana. Foreign investment in Syria was enabled by US President Donald Trump's decision to lift sanctions imposed during Mr Al Assad's rule. The EU followed soon afterwards. Syria's economy remains severely damaged after years of conflict. Former president Bashar Al Assad was ousted in December. The country is still grappling with the effects of sectarian violence, most recently in the southern province of Sweida, where nearly 1,500 people were killed in after fighting broke out between tribesmen and Druze militias. The UN has estimated that Syria's postwar reconstruction will cost more than $400 billion. Several agreements have already been announced. Last month, Saudi Arabia signed major investment and partnership deals with Syria, valued at $6.4 billion. As such, it reflects a voluntary work-life balance practice, rather than a recognised legal employment category, according to Dilini Loku, senior associate for law firm Gateley Middle East. 'Some companies may offer formal sabbatical policies or career break programmes; however, beyond such arrangements, there is no automatic right or statutory entitlement to extended breaks,' she explains. 'Any leave taken beyond statutory entitlements, such as annual leave, is typically regarded as unpaid leave in accordance with Article 33 of the UAE Labour Law. While employees may legally take unpaid leave, such requests are subject to the employer's discretion and require approval.' If an employee resigns to pursue micro-retirement, the employment contract is terminated, and the employer is under no legal obligation to rehire the employee in the future unless specific contractual agreements are in place (such as return-to-work arrangements), which are generally uncommon, Ms Loku adds. He said the company prioritised safety throughout its development and, last year, Munich Re, one of the world's largest reinsurance companies, announced it was ready to insure their technology. 'Our levitation, propulsion, and vacuum technology have all been developed [...] over several decades and have been deployed and tested at full scale,' he said in a statement to The National. 'Only once the system has been certified and approved will it move people,' he said. HyperloopTT has begun designing and engineering processes for its Abu Dhabi projects and hopes to break ground soon. With no delivery date yet announced, Mr de Leon said timelines had to be considered carefully, as government approval, permits, and regulations could create necessary delays.
