India took ‘minimal credible steps' to stop human rights abuses: US government report

Scroll.in3 days ago
India took ' minimal credible steps ' to identify and punish officials who committed human rights abuses, the United States government said in a report on Tuesday.
The US State Department's Bureau of Democracy, Human Rights and Labor said in its 2024 country report that significant human rights problems in India included credible reports of arbitrary or unlawful killings, disappearances, torture or cruel, inhuman or degrading treatment or punishment.
The Indian government is yet to comment on the report.
The report also flagged arbitrary arrests or detentions, transnational repression against persons from another country, serious abuses in a conflict, unlawful recruitment or use of children in armed conflict by Maoist groups, and instances of coerced abortion or forced sterilisation.
There were 'serious restrictions' on the freedom of expression and press freedom, including violence or threats of violence against journalists, unjustified arrests or prosecutions of journalists and censorship.
The report added that the ethnic conflict in Manipur had continued to result in human rights abuses in 2024.
The armed forces of the Union government 'maintained a buffer zone between the two factions, but media reported there was continued conflict' with 48 civilian deaths as of October 29 [2024], said the US State Department.
The ethnic clashes between the Meitei and the Kuki-Zo-Hmar communities started in May 2023. At least 260 persons have been killed and more than 59,000 persons displaced since the violence broke out. There were periodic upticks in violence in 2024.
President's Rule was imposed in the state on February 13, four days after Bharatiya Janata Party leader N Biren Singh resigned as the chief minister.
The police used stun guns and fired tear gas shells to disperse student-led protests criticising the government's failure to resolve the conflict in Manipur, the US report noted.
The report also noted that incidents of terrorism had led to the deaths of security personnel and civilians in Jammu and Kashmir, the North East and the areas affected by the Maoist insurgency.
There were reports of communal violence. Authorities investigated and prosecuted terrorism-related abuses.

Vidhana Soudha Illumination Draws Massive Crowds Over Independence Day Weekend

Bengaluru: The special illumination of Vidhana Soudha with the colours of the Indian tricolour, initiated by Assembly Speaker U T Khader, attracted unprecedented crowds during the Independence Day weekend. Marking the 79th Independence Day, the iconic state legislature building was lit up in saffron, white, and green, creating a spectacle that drew people from across Karnataka and beyond. According to rough estimates, more than 45,000 people visited the site each evening between August 15 and 17. The surge in footfall led to traffic congestion and crowd management challenges, with police personnel deployed at the venue struggling to regulate the flow of visitors. On some evenings, authorities were compelled to switch off the lights earlier than planned to disperse the swelling crowds. The initiative, which Khader had launched as part of a permanent illumination programme for the Assembly, has won wide appreciation from citizens. Many described the sight of the heritage building draped in the tricolour as a 'proud and emotional experience' during the national celebration. (eom)

Shivakumar sailing in two boats on Dharmasthala issue: Pralhad Joshi

Deputy Chief Minister D.K. Shivakumar seems to be sailing in two boats on the issue of Dharmasthala burials case, Union Minister Pralhad Joshi said on Sunday. 'On the one hand, Mr. Shivakumar suspects conspiracy behind the whole issue, while on the other hand, he blames the BJP for the protest against digging in Dharmasthala. This ambivalence is not easily understood,' he told reporters in Varur near Hubballi. He was responding to Mr. Shivakumar's statement on the BJP organising protests against SIT investigation. He has made a comment saying that Dharmasthala is not the BJP's private property. 'What does he mean by this? Should we keep quiet when Hindu holy places are under attack?' he said. He said that he strongly suspected that there is a conspiracy to take over the Dharmasthala temple by the State government. 'There is reason to believe that there is such a conspiracy. That is because the Congress government has tried to take over the wealth of Hindu temples in the past,' he said. The Deputy Chief Minister should clarify what he means by his statement. 'Has any BJP leader claimed that Dharmasthala is BJP's private property?' he asked. The State government has formed the SIT on the statement of an anonymous man. Will it order a SIT probe if someone says there has been a spate of murders in a dargah?' he asked. He sought action against vested interests who are making 'irresponsible statement' about Dharmasthala. Sri Gunadharanandi Maharaj, seer of the Jain math in Varur, said that the SIT probe will uncover the truth and expose the lies being spread about Dharmasthala. He said that the government should take action against those who are spreading slander against the holy place.

Wang to meet PM Modi during two-day visit, holds talks with Jaishankar

During his two-day visit, Chinese Foreign Minister Wang Yi will hold bilateral talks with his Indian counterpart, S. Jaishankar, on Monday evening to lay the groundwork for Prime Minister Narendra Modi's visit to China later this month. Wang will also hold the 24th round of Special Representatives (SR) dialogue on the boundary issue with National Security Adviser (NSA) Ajit Doval on Tuesday. Later in the evening, Wang will call on Modi. Both Wang and Doval are designated special representatives for the boundary talks. Some of the issues likely to be discussed during Wang and Jaishankar's meeting include further de-escalation on the border, resumption of direct flight services, and border trade through all the designated trade points — Lipulekh Pass in Uttarakhand, Shipki La Pass in Himachal Pradesh, and Nathula Pass in Sikkim. According to the Ministry of External Affairs (MEA), Wang will call on PM Modi at his 7 Lok Kalyan Marg residence at 5:30 pm on Tuesday. The PM will travel to Tianjin, China, to attend the Shanghai Cooperation Organisation (SCO) Summit on August 31 and September 1, after his visit to Japan starting on August 29. In Tianjin, Modi is scheduled to hold a bilateral meeting with Chinese President Xi Jinping on the sidelines of the summit. NSA Doval had travelled to China in December last year and held the SR talks with Wang. Since then, Jaishankar has met Wang on the sidelines of multilateral forums, including a meeting in Beijing in July, while Doval last met Wang in June. The Modi-Xi meeting in Kazan on October 23, 2024, helped overcome friction after the Galwan Valley military clashes of June 2020, paving the way for the normalisation of ties between the two countries, including a disengagement pact for Depsang and Demchok.
