Singh said that under Chief Minister Yogi Adityanath's leadership, Uttar Pradesh is adopting a technology-driven approach to strengthen the judiciary. Frameworks are being developed to formally recognise digital evidence, while video-conferencing facilities in courts are being expanded to speed up proceedings and improve transparency.
Defining digital evidence as "all data created in digital form and collected in one place," Singh highlighted its growing role in cases ranging from theft to cybercrime. He said the Bharatiya Sakshya Adhiniyam (BSA) makes provisions to recognise digital evidence, including oral statements recorded via video calls, and pointed to Section 273 of the CrPC, which allows witness statements to be recorded through video conferencing.
He added that authentic digital records, from CCTV footage to server logs, have become indispensable for fair trials and stronger convictions.

Last Updated: The recruitment cycle for various SSC examinations has decreased from 15-18 months to 6-10 months, according to Union Minister of State for Personnel, Jitendra Singh. The Staff Selection Commission (SSC) has implemented various reform measures to shorten the recruitment cycle, such as reducing the duration of exam notices from approximately 45 days to 21 days, the Rajya Sabha was informed on Thursday. As a result of these measures, the recruitment cycle for various SSC examinations has decreased from 15-18 months to 6-10 months, according to Union Minister of State for Personnel, Jitendra Singh, in a written reply, reported PTI. Singh mentioned that the SSC has completely transitioned from pen and paper-based examinations to computer-based ones. It has also reduced the number of tiers/stages of examinations and shortened the duration of exam notices from around 45 days to around 21 days. Other reform measures include the removal of descriptive-type papers in all examinations (except the combined Hindi translators examination), document verification of selected candidates by ministries/departments, discontinuation of interviews, and the introduction of e-dossiers, replacing physical dossiers to expedite pre-appointment verification. In a separate response, Singh noted that the SSC has developed an online centralised e-dossier system for secure, tamper-proof, and transparent handling of candidate dossiers for recruitment examinations. Key features of this system include controlled, role-based access through authorised logins for users in SSC and ministries/departments, and a tracking mechanism at every stage with a unique tracking number to ensure authenticity and data integrity. The e-dossier system has been successfully implemented in several major SSC examinations, including the combined graduate level examination 2024, combined higher secondary level examination 2024, junior engineer examination (JE) 2024, and multi-tasking (non-technical) staff and havaldar (CBIC and CBN) examination 2024, among others, the PTI report added. Implementing the e-dossier system for the pre-appointment process has resulted in faster validation and forwarding of dossiers with digital tracking, improved coordination between SSC and ministries/departments, and reduced use of physical dossiers, thereby speeding up pre-appointment verification and the recommendation of candidates to ministries/departments, Singh said. Regarding the promotion of regional languages in competitive examinations, Singh stated that since 2022, the SSC has conducted three all-India competitive examinations – multi-tasking (non-technical) staff and havaldar (CBIC and CBN) examination, combined higher secondary (10+2) level examination, and constable (GD) examination – in 13 regional languages along with Hindi and English. Regarding other competitive examinations, the civil services (mains) examination conducted by the UPSC allows candidates to write answers in any of the 22 languages listed in the Eighth Schedule of the Constitution, besides Hindi or English (except in the case of language and literature papers), Singh noted. Other recruitment agencies, such as the Institute of Banking Personnel Selection (IBPS) and Railway Recruitment Boards (RRBs), also conduct examinations in 13 regional languages along with Hindi and English, the minister added. 'As regards other competitive examinations, the civil services (mains) examination conducted by the UPSC allows candidates to write answers in any of the 22 languages listed in the Eighth Schedule of the Constitution, besides Hindi or English (except in the case of language and literature papers)," Singh said. Former DG of Border Roads Organisation appointed as Telangana govt advisor on Irrigation
Former Director General of Border Roads Organisation (BRO), Lt. Gen. Harpal Singh (Retd), has been appointed as advisor to the Government of Telangana, and his services will be used by the Irrigation and Command Area Development in troubleshooting and accelerating the Irrigation tunnels being undertaken. He will be in the office for two years without any remuneration. Lt. Gen. Harpal Singh is an accomplished officer with over 40 years of experience in the Indian military, specialising in strategic infrastructure. He has extensive experience in guiding large civil infrastructure projects with expertise in the deployment of advanced technology and solutions, a statement said. As the Director General of Border Roads Organisation and as Engineer-in-Chief of the Indian Army, he had been instrumental in development of strategic tunnels and many other underground infrastructure assets for defence forces. He has been the critical force behind completion of Atal Tunnel under Rohtang Pass, progress of Theing Tunnel in Sikkim, Sela and Nechiphu Tunnels in Arunachal Pradesh and also planning of many other tunnels along the border passes in the most uncongenial Himalayan Geology. Irrigation Minister N. Uttam Kumar Reddy and Lt. Gen. Singh are alumnus of the National Defence Academy (NDA) near Pune of 1979-82 batch. When the Srisailam Left Bank Canal (SLBC) tunnel collapsed in February, Mr. Reddy reached out to Lt. Gen. Singh for assistance in the rescue operation. The latter shared his expertise. He is a Civil Engineer and has specialised in infrastructure development. He holds many prestigious posts in various Civil Engineering bodies, including president, International Road Federation; vice chairman, Institution of Civil Engineers (India) and chairman, Indian Institute of Bridge Engineers.

Computer-based tests, no interview, no descriptive papers: SSC cut recruitment cycle to 6–10 months, says Minister
The Staff Selection Commission (SSC) has undertaken several reforms to bring down the recruitment cycle from the earlier 15–18 months to 6–10 months. The Minister of State for Personnel Jitendra Singh informed the Rajya Sabha in a written reply that the notice period for examinations has been reduced from about 45 days to 21 days. The SSC has also moved completely from pen-and-paper-based examinations to computer-based tests. In addition, the number of tiers in certain examinations has been reduced. According to Singh, descriptive-type papers have been removed from all examinations except the combined Hindi translators examination. The interview process has also been discontinued. Verification of documents of selected candidates is now being handled directly by the ministries and departments concerned with the post-specific vacancy. The SSC has introduced an online centralised e-dossier system to ensure secure and transparent handling of candidate records. Singh said the system allows controlled, role-based access for authorised users and provides a tracking mechanism with unique numbers for data integrity.
