Manipur violence: NIA arrests from Kerala militant involved in brutal killing of woman in Jiribam

New Delhi, The National Investigation Agency has arrested from Kerala a militant of a banned insurgent group involved in the brutal killing of a woman and looting of houses in a village in Manipur's Jiribam district last year, officials said on Monday.
Rajkumar Maipaksana was arrested from Kannur district of Kerala and has been sent in transit remand by the NIA special court, Kochi, for production before the Imphal NIA court, they said.
Hailing from Jiribam district, Rajkumar is associated with the proscribed insurgent group People's Revolutionary Party of Kangleipak , a statement issued by the probe agency said.
He was among the key perpetrators of the crime, in which a woman, Zosangkim, was killed and several houses were set afire and looted in Zairawn village in November 2024, it said.
The NIA had last week arrested two other accused militants, belonging to different militant outfits, in the case.
The agency is continuing with its investigations and is hunting for the other perpetrators of the horrendous crime, the statement said.
The 31-year-old tribal woman, who was killed on November 7, was subjected to third-degree torture and suffered 99 per cent burns, according to her autopsy report.
Several body parts and limbs of the victim were missing and viscera for chemical analysis could not be collected as most were charred and unrecognisable, according to the report.
"Right upper limb and parts of both lower limbs and the facial structure found missing," it stated.
More than 260 people have been killed and thousands rendered homeless in the violence between the Imphal valley-based Meiteis and adjoining hills-based Kuki-Zo groups since May 2023.
The Centre imposed the President's Rule in Manipur on February 13 this year after Chief Minister N Biren Singh resigned.
The violence started after a 'Tribal Solidarity March' was organised in the hill districts to protest against the Meitei community's demand for the Scheduled Tribe status.
The ethnically diverse Jiribam, which was largely untouched by the clashes, witnessed violence after the mutilated body of a farmer was found in a field in June last year.
Meiteis account for about 53 per cent of Manipur's population and live mostly in the Imphal valley. Tribals Nagas and Kukis constitute a little over 40 per cent and reside in the hill districts.

The appellant was represented by advocate Warisha Farasat and her team. She contended that Andrabi, a political activist, had been falsely implicated after his release from preventive detention in 2019 and has already undergone nearly five years in custody. The defence argued that there was no direct evidence against him and sought parity with co-accused who were granted bail. On the other hand, the NIA, represented by Vishal Sharma, deputy Solicitor General of India (DSGI), assisted by Chandan Kumar Singh, special public prosecutor (NIA), opposed the bail plea, asserting that Andrabi had direct links with Pakistan-based handlers of Lashkar-e-Taiba and Hizbul Mujahideen and was part of a cross-border syndicate engaged in drug trafficking and terror financing. The division bench observed that on the disclosure of the appellant, 3.2 kg of heroin and cash amounting to more than ₹35 lakh were recovered. 'His mobile phone data suggested his communication with operatives across the border,' observed the DB. While acknowledging that Andrabi had spent almost five years in custody, the court held that the seriousness of charges and evidence on record outweighed his plea for bail. The division bench ruled that the trial was at an early stage and premature to conclude that the accusations were baseless. 'The material laid by prosecution prima facie shows complicity of the appellant in narco-terror activities,' the court said and dismissed the appeal.

Dindigul: A biryani hotel owner in Kodaikanal, who was arrested on Wednesday, voluntarily harboured three proclaimed offenders, including one who is absconding, in connection with the 2019 murder of former PMK functionary V Ramalingam, the National Investigation Agency (NIA) said on Thursday. On Wednesday, the agency had searched nine locations in Dindigul and Tenkasi districts linked to the banned Popular Front of India (PFI). It arrested Imthathullah, proprietor of Ambur Biryani Hotels, Kodaikanal, for knowingly and voluntarily harbouring absconding proclaimed offenders in his hotel outlets from 2021 onwards. Incriminating documents and digital devices were also seized during the searches, an NIA statement said. Of the three offenders harboured by Imthathullah, two, identified as Abdul Majeed and Shahul Hameed, were arrested by NIA on Jan 25, while another, Mohammed Ali Jinna, is still absconding. The NIA, which took over investigation from Tamil Nadu police in March 2019, chargesheeted 18 accused before its special court in Poonamallee, Chennai, in Aug 2019. Of these, a total of six were absconders. In 2021, NIA arrested one of the six, Rahman Sadiq. In Nov 2024, it traced Abdul Majeed and Shahul to Poombarai in Kodaikanal, and arrested one harbourer, Mohammed Ali Jinnah, named the 19th accused in the case. The NIA has announced a reward of Rs 5 lakh each for information about Mohammed Ali Jinna and two other absconding proclaimed offenders, Burhanudeen and Nafeel Hasan, all belonging to Thanjavur district and former office bearers of PFI.
