'Nowhere near enough' secondary teachers being recruited

Mr Llewellyn identified a clear pattern in initial teacher education, with recruitment problems centred on secondaries and 'no problem' in primary schools.
The head of the workforce regulator said the Welsh Government aims for about 600 primary teachers to be trained each year, with that number overdelivered in August 2024.
But he warned of a stark picture for secondaries, saying ministers are seeking to train about 1,000 teachers each year but the EWC issued 369 certificates, according to the latest data.
'About a third of the number of secondary teachers that Wales is looking for were managing to train,' he said, adding that a further 34 trained through an Open University route.
Mr Llewellyn stated the trend for secondary schools has gotten worse over the past ten to 20 years, with improvements during the pandemic 'dropping back significantly'.
He told Senedd members: 'I'm sorry to say, having tracked recruitment and retention for many years – I can't really see secondary improving.'
He explained recruitment in some subjects – such as PE, history and geography – is fine but maths, English, sciences, Welsh and modern foreign languages are particularly low.
Mr Llewellyn raised the example of 27 maths teachers being turned out in August, with Wales looking for nearer 130. 'It's the lowest I've ever seen over the years,' he said, adding that Wales wanted 80 to 90 Welsh teachers but only 20 completed training in 2024.
He pointed to EWC data showing 75 per cent of those teaching maths are trained in the subject and, speaking more generally, he said the number is lower still for sciences. He warned: 'Given the picture with recruitment, we could see that picture deteriorating.'
Mr Llewellyn raised the example set by Scotland where teachers' registration is linked to a specific subject or phase. 'You cannot teach a subject you're not trained in,' he said.

PEMBROKESHIRE COUNTY COUNCIL'S Cabinet has endorsed a Regional Transport Strategy that relies on Welsh Government funding of £125m over the next five years. However, the plan also relies on the Council spending other money allocated to it by the Welsh Government to pay for the delivery of Welsh Government as well as local priorities. Based on comparisons between similar projects, the low end of the cost of delivering the Pembrokeshire-only projects will be at least £66m. That suggests that not only will all the projects not come to fruition in the plan period but also indicates that the Welsh Government funding allocation to them underestimates the cost of delivering the majority, if not all, of the projects. If the strategy's budget is fantasy, the prospects of delivering all of it are even more fanciful. The projects in the strategy read like a Guardian reader's wishlist instead of something grounded in local needs. ACTIVE TRAVEL SCHEMES DOMINATE The thirty-plus projects located solely in Pembrokeshire include fifteen schemes solely dedicated to active travel or which incorporate active travel as part of them. In context, and based on the cost of delivering similar schemes, the low-end estimate for 'active travel' schemes alone is around £22m. 'Active Travel' under the Welsh Government's Active Travel Act refers to efforts to reduce the use of cars for everyday journeys, such as commuting and education. Active travel schemes create infrastructure which supports walking, cycling, and wheeling (e.g., wheelchairs, mobility scooters). Those schemes work well in urban areas. However, in rural areas with dispersed working populations, such as Pembrokeshire, their impact is less beneficial. The now-former Welsh Government minister Lee Waters got an earful from Plaid Cymru and fringe environmental groups (mostly funded by the Welsh Government) when he dared say that cars would continue to be the primary mode of transportation in rural Wales. If an MS from Dolgellau can use an e-scooter to get the mile and a half from their taxpayer-funded flat in Cardiff to the Senedd, there's evidently no reason why commuters between Fishguard and Haverfordwest can't do the same. The active travel schemes planned for Pembrokeshire include a Multi-User Route from Narberth to Haverfordwest, an active travel route from Pembroke Dock to Pennar, one from Pembroke to Angle, six schemes in and around Tenby, and an expansion of the County Council's e-bike scheme. BIG TICKET SPENDING The big spending item is the relocation of the A487 at Newgale. That project has been on the cards for fourteen years, if not longer. It forms part of the Welsh Government's regional transport strategy as a permanent solution to the challenge of coastal erosion and the increased risks of tidal and pluvial flooding, standing against less certain and temporary interventions to hold the existing line. As it is part of the Regional Strategy, it will be predominantly funded by the Welsh Government through project-specific grants, in the same way as the preliminary investigations and public engagement. The plan will funnel transport funding towards supporting the Celtic Sea Freeport. Its backers hope the Freeport's economic impact will be positive and spread across the Freeport area. However, the existing transport infrastructure for it is a bad joke. Addressing its shortcomings is a major component of the Regional Transport Strategy. Setting aside projects scheduled for Neath Port Talbot, millions of pounds are projected to be spent on hydrogen fuel infrastructure and green/blue energy grid improvements. However, one project guaranteed to cause controversy seeks to increase road capacity and flow through Pembroke to support increased traffic from the Celtic Freeport development in the Angle Peninsula. Bearing in mind obvious geographical and logistical constraints and its need to cross conservation areas and sensitive landscapes within the National Park, any road expansion (there's also an active travel route planned) will likely cause uproar and cost tens of millions to deliver. That is, however, a long-term project. MORE TRANSPORT HUBS In the medium term, the Regional Strategy looks at a multi-million-pound project to improve roads between Haverfordwest and Milford Haven. That scheme looks to address congestion between the county town and the centre of Freeport operations in Pembrokeshire. Again, geographical and logistical issues suggest that the project will find it difficult to do much more than put lipstick on a pig. If, however, the scheme manages to resolve the congestion hotspots at Cartlett, Salutation Square (subject to a separate congestion-easing plan), Freemen's Way, and Johnston as far as the Sunnycroft Roundabout, it will doubtless be welcomed by commuters. And, if you thought one transport hub was a bad idea, there's more to come – from the Milford Haven transport interchange to one planned for Pembroke Dock, improved access to Fishguard's ferry port, and a host of other projects that will connect Pembrokeshire's public transport network, as the plan puts it poetically 'ensuring better multimodal connectivity'. Given the almost certain budget problems which these projects will encounter and, therefore, cause the County Council when it comes to setting its budgets, ensuring Pembrokeshire gets what it needs to improve the local economy instead of what the Welsh Government thinks it ought to have will be a major source of tension and contention. If half of the plan is delivered on time, on budget, and within the Welsh Government's funding envelope, its effects will be limited – as we will all have pigs to fly around on.

CAMPAIGNERS warned it will be 'impossible' to hold the Welsh Government to account on progress against its disabled people's rights plan due to a lack of concrete targets. Mark Isherwood, who chairs the Senedd's cross-party group on disability, raised concerns that many of the long-term objectives in the draft ten-year plan lack firm commitments. He said Natasha Hirst, who was part of ministers' disability rights taskforce, pointed to a lack of funding to implement the plan as well as a scarcity of clear, robust targets. Mr Isherwood also quoted Joe Powell, chief executive of All Wales People First, who said: 'For this plan to succeed we need the appropriate investment into the infrastructure and services to make this aspiration a reality. 'We need clear targets about how we are going to achieve this. Without these, it is very difficult to see how the plan will make a difference to disabled people in Wales.' The Conservative told the Senedd: 'Damian Bridgeman, who chaired the disability rights taskforce's housing and community working group, said the draft document was a smokescreen rather than a plan. 'He pointed to the absence of new money and a mechanism to track delivery of the action plan further, adding that, 'disabled people have been reviewed to death, what we need is action – and there's none of that here'.' He said Mr Bridgeman described the plan as a 'collection of vague intentions dressed up as progress', with 'no targets, no teeth and no real-world accountability'. Mr Isherwood, who has campaigned on disability rights for decades, warned the plan lacks a commitment to enshrine the UN convention on the rights of disabled people into Welsh law. The north Walian also warned the UK Government's plans to cut benefits risk further disabling people in Wales by compounding poverty and exclusion. During a statement on June 3, Jane Hutt described the plan as a landmark moment in the Welsh Government's commitment to ensuring an inclusive and accessible society for all. Wales' social justice secretary said: 'This plan is a ten-year blueprint for progress, designed to ensure its outcomes are realised through actions taken across government.' Ms Hutt cautioned that UK Government welfare reforms risk overlooking the circumstances and needs of disabled people, and more so in Wales than some other parts of the UK. Jane Hutt, secretary for social justice, trefnydd and chief whip She said the plan seeks to position Wales as a world leader in the social model of disability, which says people are disabled by barriers in society – not by their impairment or condition. Ms Hutt urged organisations and disabled people to have their say by responding to a consultation on the draft plan, which runs until August 7. Sioned Williams warned the plan has been a 'long time coming', with the taskforce set up after a 2021 report, entitled Locked out, into the impact of the pandemic on disabled people. Ms Williams told the Senedd: 'We must never forget that disabled people comprised 60% of deaths from Covid-19 in Wales, and many of those deaths were preventable and rooted in socioeconomic inequality.' Plaid Cymru's shadow social justice minister, Sioned Williams The Plaid Cymru politician stressed the importance of legally enforceable rights – 'rights that can literally be the difference between life and death'. Ms Williams warned planned welfare cuts cast a long, dark shadow over the plan, saying: 'The removal of this vital support doesn't simply reduce income, it rips away the safety net that many disabled people rely on to live with dignity.' She called for assurances that disabled and neurodivergent people will no longer be detained in secure hospitals in Wales, as highlighted by the Stolen Lives campaign. Jenny Rathbone supported efforts to embed the social model of disability because 'it is society that needs to change, not the individual who happens to have an impairment'. But she recognised that a huge amount of work still needs to be done. Julie Morgan, a fellow Labour backbencher, said the plan clearly shows the Welsh Government's commitment to making Wales an open, inclusive and accessible place. But Conservative Laura Anne Jones warned the plan 'falls short in many critical areas', with disabled people still facing systemic barriers to work, transport and access to services. Britain is Scottish: a truth from history that's still true today

A couple of examples. James Boswell's diaries for Sunday 21 November 1762 describe his meeting with a fellow Scot Walter Macfarlane who was 'keenly interested in the reigning contests between Scots & English'. Boswell says this of Macfarlane: 'He talked much against the Union. He said we were perfect underlings, that our riches were carried out of the country and that many others were hurt by it.' Switch the date from 1762 to 2025 and some of the language but not much of it, and this is very familiar stuff. Another example. There's been a bit of a fad of late for books about James VI, focusing mostly on what his sexuality might have been, but I quite enjoyed The Wisest Fool by Steven Veerapen and, as with Boswell, there are striking familiarities with now. In the bookstalls of London and Edinburgh in the early years of James's reign, there were pamphlets explaining why unionism was a wonderful idea and pamphlets explaining why unionism was a terrible idea. There were also Brexit-style arguments over what kind of union Scotland and England should have; was the best idea some kind of loose federation or should the countries go for a much closer, Wales-style deal instead? So ancient, so modern. On top of all that, there's now a new piece of work that suggests a more surprising historic take on the relationship between Scotland and Britain. It's by the Glasgow University Professor Dauvit Broun and it concludes that medieval Scottish historians and scholars regarded the Scottish kingdom as equivalent to Britain; Britain as fundamentally Scottish in fact. 'Scotland as Britain can be detected quite clearly in histories of the Scottish kingdom written in Latin and read by Scots between the 1380s and 1520s,' says the professor. Professor Broun says this idea of Britain as fundamentally Scottish will be provocative in today's polarised debates about national identity and I can see what he means. There are some Scots today who think one of the big problems in the debate about national identity is that there are English people who project their sense of nationhood on to Scotland, do not appear to respect the separate Scottish identity, or actually conflate England and Britain. I don't think this happens as much as we think, but when it does, it's irritating. Read more However, what makes the idea of the English projecting their sense of nationhood onto Scotland more interesting is Professor Broun's idea that it's happened the other way around as well and there are Scots who conflated Britain and Scotland. The professor quotes John Mair, sometimes called the father of Scottish unionism, and says Mair's vision was essentially of a Scottish kingdom expanded to include England. Mair assumed a Scottish king would come to rule Britain which is indeed what happened in the end. As we know, the king that did it, James VI and I, was certainly of the Better Together persuasion; 'this kingdom was divided into seven little kingdoms,' he said in an address to parliament, 'Is it not the stronger by their union?' But a Scottish king projecting his sense of self, and nation, and union, onto England wasn't the beginning or the end of it. Indeed, the extent of the Scottish projection or influence on England and the UK makes me wonder how surprising and provocative the idea of Britain as Scottish really is. It seems to me that it still underlines the way the United Kingdom works. Britain was Scottish and still is. Obviously, England remains the dominant partner constitutionally and politically, but even politically Britain has often been Scottish. One of the history books I've opened recently is The Wild Men by my former colleague David Torrance, which relates how Scottish the first Labour government was, but it's continued ever since with Scots often at the top of British government, and not always when it's Labour in power. The history books also tell us it was bigger than that: much of the British Empire is covered with Scottish fingerprints so not only is Britain Scottish, the British Empire is Scottish too. James VI and I (Image: Free) The signs of Scotland as Britain are more permanent as well; they're built in stone. I did a walk round Glasgow recently with Colin Drysdale, the author of Glasgow Uncovered, a book on the city's architecture, and many of the architects we talked about went way beyond Scotland and had a massive influence on England and Britain too. John James Burnet, for example, designed Glasgow's Charing Cross Mansions and lots of other fine buildings in the city. But he also worked on British icons like Selfridges and the British Museum. Visit London and look at the buildings and a lot of what you're looking at is Scottish. The projection of Scotland onto Britain is everywhere else as well, once you start to look for it. Business and trade (the vast majority of our exports are to England). Population: there are more Scots living in England than there are in any single Scottish city. And music, culture, the arts, food, drink, technology. And Lulu of course. All of it, as well as our influence on politics and government – and a Royal family that's arguably more Scottish than English – says to me that the idea of Britain as Scotland is not surprising at all. Professor Broun says it raises fundamental questions about the nature of British identity, so let me suggest an answer. The concept of Britain as Scottish isn't a distant idea in the minds of medieval scholars. It still exists, it's still real, and it's still proving how interconnected we are. And of course, it raises the eternal question, the one that bugged us then and bugs us now: how much would it cost to unravel it all?
