
Goa law to bite owners of ferocious dog breeds with jail, Rs 50,000 fine
With a rise in dog attacks on people, often resulting in serious injuries, state govt will introduce the Goa Animal Breeding and Domestication (Regulation and Compensation) Bill, 2025, to prohibit the domestication and breeding of ferocious animals and ban the import of such breeds.
Any person who contravenes this law will face imprisonment of up to three months, a fine of Rs 50,000, and community service. The bill will be introduced in the upcoming monsoon session of the Goa legislative assembly.
The bill empowers govt to declare any breed or class of animals to be ferocious.
Before issuing a notification under the bill's Subsection 1, govt shall issue a public notice inviting objections from the general public to the proposed notification.
After the expiry of 15 days and after considering the objections and suggestions under Subsection 3 of the bill, govt may issue a notification.
As for the prohibition on the domestication and breeding of ferocious animals, the bill says, 'No person after the issuance of notification under Section 3, shall domesticate, breed or cause to breed any animal of the breed or class specified in the said notification issued under Subsection (1) of Section 3.'
The bill says, 'No person after the issuance of the notification under Section 3 shall bring or cause to bring into the state of Goa, an animal of the breed or class as specified in such notification.'
The owner of an animal declared to be ferocious under Section 3 shall be solely responsible for the actions of such an animal, and shall also be liable if the animal injures any other human or animal.
'Whoever domesticates, breeds or causes to breed any breed or class of animals in contravention of any of the provisions of this act or the rules made thereunder, shall be punished with simple imprisonment for a period which may extend to three months but shall not be less than 15 days, a fine of Rs 50,000, and community service,' the bill says.
The owner of such a ferocious animal, which has been notified under Section 3, shall within 30 days from the publication of the notification, inform in writing to the authorities about the existence of such an animal, with such details and in such form as prescribed by the rules.
The owner of such a ferocious animal shall, within 60 days from the issuance of notification under Section 3, sterilise or cause to sterilise such a breed or class of animal.
Upon an application from the owner, a certificate will be issued confirming that the ferocious animal has been duly sterilised.
'Whoever contravenes any of the provisions of this act for which no separate penalty is specified in this act, shall be punishable with simple imprisonment for a period up to one month, a fine of Rs 50,000, and community service,' the bill says. 'Provided that the court may, in its discretion, having regard to the nature of the offence, the background of the accused, and the circumstances of each case, order the accused to render community service in lieu of imprisonment.
'
With regards to compensation, notwithstanding anything contained in this act or any other law for the time being in force, any person who is injured, and in the case of death, the legal representative of such a deceased person, may file a claim for compensation against the owner of any animal which caused such injury or death.
'The claim shall be filed within six months from the date of the incident before the competent authority having jurisdiction over the region where the incident causing injury or death took place,' the bill says.
The competent authority shall, after conducting a summary inquiry as provided under Order XXXVII of the Code of Civil Procedure, 1908 (5 of 1908), decide such a claim within three months.
Any person aggrieved by the decision of the competent authority may file an appeal with the administrative tribunal of Goa within 60 days from the date of the decision of the competent authority.
Provided that the administrative tribunal may, for sufficient cause, condone the delay in filing the appeal for a maximum period of one year.
The order passed by the administrative tribunal shall be final and shall not be called into question in any original suit, application, or execution proceeding, and no injunction shall be granted by any court or other authority in respect of any action taken or to be taken in pursuance of any power conferred by or under this section.

Over 17,000 cybercrime complaints in two years, but only 244 FIRs registered
Chandigarh recorded an alarming 17,075 cybercrime complaints in the past two years, with the total financial losses amounting to a staggering Rs 95 crore, of which only Rs 14.86 crore, less than 16 per cent, was recovered, disclosed the Chandigarh Cyber Crime Police in an RTI reply, raising serious concerns about the effectiveness of existing investigative mechanisms. According to official data, compiled for the period between April 2023 and March 2025, a total of 17,075 complaints were filed, 244 FIRs were registered, and 200 arrests were made, indicating a large number of complaints never progressed to the FIR stage. The data further reveals a consistent rise in the cases of online cheating, phishing, UPI scams, fake job offers and other forms of financial cybercrimes. March 2024 recorded the highest monthly loss, with over Rs 7.97 crore defrauded, followed by February 2024 (Rs 6.26 crore) and May 2024 (Rs 6.24 crore). However, the recovery continues to remain low. February 2025 saw the highest monthly recovery of Rs 2.58 crore, followed by Rs 1.31 crore in January 2025 and Rs 1.04 crore in March 2024. The data also highlights a trend of low FIR registration vis-à-vis the number of complaints. For instance, 923 complaints were received in July 2024, yet only 26 FIRs were registered. In August 2024, out of 864 complaints, just 6 FIRs were filed. Despite the low number of FIRs, arrests were made in several months — 13 in July 2023, 14 in September 2024, and 11 in December 2024. 'The rise in cybercrime is due to the increasing use of digital payments and the internet in daily life, coupled with a lack of awareness among users,' said Ram Kumar Garg, an RTI activist and the president of Second Innings Association. 'Amount-wise and category-wise, the number of frauds is increasing tremendously. The government should take it seriously and seek international coordination and expert manpower to curtail, if not stop it wholly. Supply of SIM, unauthentic Aadhaar and banks need to be tightened,' Garg added. However, DSP (Cyber Crime) A Venkatesh said, 'In several complaints, complainants get their money back during the preliminary investigation, and then do not pursue their complaints further. So, not all complaints turned into FIRs, as every FIR is registered after a thorough inquiry.' Mumbai Woman's Morphed Nude Photos Sent To Family Despite Loan Repayment
Mumbai: A 25-year-old woman in Mumbai was allegedly harassed by a loan app firm and her morphed nude photographs were shared with her relatives and friends, even as she handed over an amount of money that was more than what she borrowed. According to the police, the victim from Kranti Nagar area in Jogeshwari West said she was in need of money when she came across an advertisement of a mobile app called "Cash Loan" on Instagram. On July 20, she downloaded the app and shared all her personal information and details pertaining to her Aadhaar card and bank account as part of the formalities. The woman, the police added, applied for a loan of Rs 2,000 but received only Rs 1,300 for a period of six days. However, even before the loan period could end, the woman allegedly started receiving threats from a person who introduced himself as an employee of the loan firm. The caller, she told the police, threatened to share obscene photos of her on social media if she did not immediately return the money. Out of fear, the woman sent Rs 1,000 twice to a person named "Sandesh Kumar" via a payment app. However, an hour later, the woman's aunt called her to inform her that she had received a morphed nude photograph of the woman on WhatsApp by an unknown sender. Within minutes, the same photograph was allegedly shared with two of the woman's friends from the same number. Not knowing what to do, the woman approached her father, who then approached the police for help. The accused allegedly threatened to tarnish the woman's reputation, the police said, citing the victim's complaint. A First Information Report (FIR) has been registered and a probe is underway.

Fake two-wheeler spare parts and engine oil racket busted in Delhi, 5 arrested
The Delhi Police Crime Branch Saturday claimed to have arrested five people allegedly involved in the manufacturing and selling of fake two-wheeler spare parts and engine oil in North West and Central Delhi. Harsh Indora, Deputy Commissioner of Police (Crime), said the police seized a large quantity of fake automobile spare parts and engine oils worth approximately Rs 10 lakh, preventing their circulation in the market. He said The police received specific intelligence regarding the manufacture and sale of counterfeit products, including two-wheeler spare parts and engine oil, bearing the trademarks of reputed companies such as Honda Motorcycle, ASK, and TVS Motors. 'Acting on the directions of senior officers, the information was further developed, and contact was established with the authorised legal representatives of the companies. On July 15, a dedicated team led by Inspector Ajay Gahlawat under the close supervision of Assistant Commissioner of Police Ashok Sharma was constituted,' Indora said. He said the police conducted a raid at the Madanpur Dabas village in North West Delhi, and recovered a significant quantity of counterfeit two-wheeler engine oils, empty bottles, and packing materials bearing the branding of Honda and TVS Automobiles. Subsequently, on July 25, following further leads provided by the authorised legal representatives of Honda Motorcycle, ASK, and TVS Motors, the police undertook another raid at a shop in Nai Wala Market in Karol Bagh and Madanpur Dabas. This operation led to the recovery of a substantial stock of counterfeit two-wheeler spare parts and packaging materials of Honda and ASK, said the police. The police said during interrogation, an accused, Shubham Panjiyar, 29, of Uttam Nagar in West Delhi, confessed to being involved in the sale and purchase of counterfeit vehicle spare parts since 2020. He also disclosed his prior involvement in a similar case registered at Nihal Vihar area under the Copyright Act, said the police, adding that her revealed the names of co-accused: Shubham Panjiyar, Himanshu Kawatra, Naveen alias Deepak Taneja, Ramakant Chaurasia and Shyam Narain. The police said further investigation is underway to identify the broader network behind this illegal activity. These coordinated operations have dealt a significant blow to the illegal counterfeit trade and reaffirmed the Delhi Police Crime Branch's commitment to safeguarding consumer rights and brand integrity, the DCP said.
