Ukraine proposes truce talks with Russia after negotiations stalled in June
Ukrainian President Volodymyr Zelenskyy confirmed on Saturday that Defence Council Secretary Rustem Umerov had made an offer for a meeting with Russian negotiators for next week.
"Everything should be done to achieve a ceasefire," Zelenskyy said in his evening address to the nation, Al Jazeera reported. "The Russian side should stop hiding from decisions."
Ukraine's leader also reiterated his readiness to have a face-to-face sit-down with Putin. "A meeting at the leadership level is needed to truly ensure peace-lasting peace," he said.
There was no immediate response from Russia, as per Al Jazeera.
Umerov, a former defence minister, was appointed last week as the head of the National Security and Defence Council and tasked with adding more momentum to the negotiations.
He headed his country's delegation in two previous rounds of talks in Turkiye earlier this year, which yielded little more than an agreement to exchange prisoners and soldiers' remains.
In previous rounds, Russia outlined a list of hardline demands that were not acceptable to Ukraine, calling on it to cede four Ukrainian regions it claims as its own and reject Western military support, as per Al Jazeera.
However, Kremlin spokesperson Dmitry Peskov on Friday indicated that Moscow agreed with a statement by Zelenskyy that peace efforts needed "more momentum".
The shift came after United States President Donald Trump, who initially appeared to adopt a conciliatory approach towards Russia after entering office, upped the pressure on Moscow.
This week, Trump set a 50-day deadline for Moscow to reach a ceasefire in Ukraine or face "100 per cent tariffs" and the prospect of secondary sanctions being imposed on countries that buy Russian oil.
He also promised to ramp up arms shipments to the war-battered country.
Maria Zakharova, a spokesperson for the ministry, said on Thursday that Russia would not accept the "blackmail" of Washington's sanctions ultimatum, and the decision to resume weapons deliveries was a signal to Ukraine to "abandon the peace process".

Kuala Lumpur: Cambodia and Thailand agreed to allow the Association of Southeast Asian Nations (ASEAN) to observe the ceasefire the two countries reached late last month to end fighting in a disputed border area, local media reported. Meanwhile, sources said NSA Ajit Doval, who is currently in Moscow, noted during his engagements that the dates of President Putin's visit to India are being worked out, although no specific date or time has been indicated. The sources said the end of August being reported in a section of the media is incorrect. According to a video posted by Sputnik News, Doval said in his remarks that India and Russia have a very special relationship. "We have got a very special relationship, long relationship and we highly value our strategic partnership. We have had high-level engagements and these have contributed very substantially," he said. "We are very excited and delighted to learn about the visit of His Excellency, the President of Russia, President Putin, to India. I think that the dates are almost finalized now. India, Russia sign protocol to deepen industrial and technological cooperation
New Delhi: The 11th Session of the India-Russia Working Group on Modernisation and Industrial Cooperation was held here on Wednesday under the framework of the India-Russia Intergovernmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation, the Ministry of Commerce and Industry said in an official release. From the Indian side, the session at Vanijya Bhawan, New Delhi, was co-chaired by the Secretary, Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Amardeep Singh Bhatia, and from the Russian side by Deputy Minister of Industry and Trade of the Russian Federation, Alexey Gruzdev. According to the Ministry of Commerce and Industry, the meeting reviewed the progress made since the 10th session and provided a platform to strengthen cooperation across key sectors. Discussions included updates from the sub-groups on modernisation, mining, fertilisers, and railway transport, as well as emerging areas of collaboration. Key focus areas included cooperation in aerospace science and technology, including the establishment of a modernised wind tunnel facility, production of small aircraft piston engines, and joint development in carbon fibre technology, additive manufacturing, and 3D printing. Both sides also explored opportunities in rare earth and critical minerals extraction, underground coal gasification, and creation of modern industrial infrastructure. The Ministry of Commerce and Industry said the two sides welcomed enhanced engagement in aluminium, fertilisers, and railway transport, alongside capacity building and technology transfer in mining sector equipment, exploration, and industrial and domestic waste management. The session saw participation from around 80 delegates representing both sides, including senior government officials, domain experts, and representatives from industry. Earlier in the day, in a reflection of the broader engagement between the two nations, Russia's Deputy Defence Minister Colonel General Aleksandr Fomin met Indian Ambassador Vinay Kumar in Moscow, according to the Russian Defence Ministry. The Russian Defence Ministry said the sides discussed topical issues of bilateral cooperation in the defence sphere and confirmed the focus on further strengthening the specialised cooperation in the form of a particularly privileged strategic partnership. It added that the meeting took place in a warm and friendly atmosphere, which is traditional for the Russian-Indian relations.
