New fund in Portland aims to back early stage startups across the Pacific Northwest

Founder First Fund, a new VC firm based in Portland, Ore., is raising its inaugural fund to back pre-seed and seed-stage startups in a variety of sectors across the Pacific Northwest.
The fund is led by Josh Carter, a longtime entrepreneur and former director at Washington Maritime Blue, a nonprofit based in Seattle that supports maritime startups.
Carter is general partner at the firm, along with Justin Vandehey, an entrepreneur who sold his startup Disco to Culture Amp in 2021 and is currently CEO of sales automation startup Thread.
Founder First Fund recently added former Twilio exec Bobby Napiltonia as a venture partner.
The firm announced Tuesday that it has raised investment from Saeed Amidi, CEO of Plug and Play, the Silicon Valley-based innovation group that recently planted its flag in the Seattle region.
The firm focuses on software, clean tech, deep tech, and AI/ML companies. It plans to invest between $100,000 and $500,000 in each company.
Carter, who was a manager at WeWork and CEO of a Techstars-backed bootcamp for military veterans, announced in 2019 that he was launching a fund called 1859 Ventures that would focus on Oregon's underrepresented founders.
The pandemic and other hurdles kept that fund from taking off — but Carter is taking another swing with Founder First Fund.
The firm will still look to find startups led by what he describes as 'ignored founders.'
Carter said Tuesday he's excited about helping Pacific Northwest founders build connections to resources outside of the region, pointing to the investment from Amidi as an example.

'We Don't Believe In Work-Life Balance': $4B AI Startup Cognition Offers Windsurf Team 9-Month Buyouts Or 6-Day Workweeks
Once in talks to be acquired by OpenAI for $3 billion earlier this year, AI coding startup Windsurf it is now part of $4 billion artificial intelligence company Cognition, after a takeover three weeks ago. The acquisition brought roughly 200 Windsurf employees under Cognition's control, and those employees have been given a choice: commit to an intense schedule of six days in the office and more than 80 hours per week, or accept a buyout worth nine months' of salary, The Information reports. Cognition CEO Scott Wu Says Culture is Built on "Extreme Performance" Cognition CEO Scott Wu told employees in an internal email that "we don't believe in work-life balance — building the future of software engineering is a mission we all care so deeply about that we couldn't possibly separate the two," according to The Information. You can Wu later posted on X that Cognition has "an extreme performance culture" and is upfront about expectations during hiring. "We routinely are at the office through the weekend and do some of our best work late into the night," Wu wrote. "Many of us literally live where we work. We know that people who joined Windsurf didn't expect to join Cognition, and while we're proud of how we work, we understand it's not for everyone." Windsurf's Tumultuous Path to Acquisition Founded with the goal of creating "the most powerful way to code with AI," Windsurf says it has amassed more than a million users worldwide. Its features include Cascade, a deep codebase analysis tool, and Tab, an autocomplete function that integrates into coding workflows. Before the Cognition deal, Windsurf was in acquisition talks with OpenAI for $3 billion, Entrepreneur says, though those negotiations collapsed in July. Days later, Google agreed to pay $2.4 billion for nonexclusive licensing rights to Windsurf's technology and to hire former Windsurf CEO Varun Mohan, co-founder Douglas Chen, and several researchers. The remainder of Windsurf's staff and assets were acquired by Cognition on July 14. Trending: "After today, our efforts will be as a united and aligned team. Windsurf interim-CEO Jeff Wang said in the company's acquisition announcement that Cognition was the "obvious right choice" to lead the next chapter for the AI coding startup. He added that Cognition was "the only team we were scared of" and "the one we have respected the most" among AI companies, calling the $4 billion firm a "perfect fit" to take Windsurf into its next phase. Cognition's flagship product, Devin, is billed as the first autonomous software engineer, able to interact with users through Slack and GitHub to handle complex codebases, Entrepreneur to Windsurf, Wu's acquisition strategy brings Windsurf's integrated development environment under the same umbrella as Devin, enabling engineering teams to plan tasks, delegate work to Devin, complete complex components themselves, and have the results assembled in a single environment. Generous Payouts and Long Hours Define Windsurf's New Chapter Under Cognition The nine-month severance package is significantly higher than the typical tech buyout of four weeks plus an additional week per year of service, according to CNBC. Entrepreneur says that some view Cognition's demands as proof of its drive to innovate at breakneck speed, while others warn the pace could push talent away. Cognition has raised more than $300 million from investors, including Founders Fund, and reached unicorn status earlier this year. On a mission to ‘kill Google Chrome,' UW students join Y Combinator to launch AI-powered browser

(Photo courtesy of Meteor) Two computer science students on leave from the University of Washington are building what they call the 'world's most intelligent web browser,' using agentic AI to complete tasks like a personal assistant. Pranav Madhukar and Farhan Khan are co-founders of Meteor, a browser they launched this week out of Y Combinator, the Bay Area startup accelerator where the two students are participating in the summer 2025 batch. 'Essentially, we're on a mission to kill Chrome,' Madhukar said in reference to Google's market dominating internet browser. 'Or acquire it, for only $34.5 billion?' he quipped, off the news this week that AI startup Perplexity offered that much to purchase Chrome. Perplexity, with its Comet Browser, along with Meteor and several other startups, are all vying to change the way users browse and perform myriad tasks online — with help from generative AI. Madhukar, Meteor's CEO, believes the majority of time we spend in a browser each day is boring and repetitive work. 'AI is changing the game in basically every space, and we want to bring that to the browser, to make all of our lives a lot more efficient, a lot more streamlined,' he said. Meteor's agents can perform all sorts of tasks with simple prompts, ranging from adding a calendar item to applying for an internship to purchasing groceries or flight tickets. Further blurring the lines around what constitutes 'cheating' in the AI age, the Meteor browser will also complete homework assignments, as Madhukar shows in the demo video below. Meteor's purple cursor can be seen taking over tasks as it's prompted via a text window on the right. Madhukar and Khan also want to build in infrastructure such as buttons that provide suggestions to users, making the browser more proactive. Voice prompts are also on the horizon. 'The vision is to build your browser into your personal assistant,' Madhukar said. Madhukar and Khan met during orientation week at UW in Seattle. They were set to be incoming juniors this year before the plan for Meteor launched them on a different path. Madhukar previously built a couple viral projects that grabbed the attention of other students, including uwgeoguessr, a game that shows photos from areas on campus and users have to guess where those areas are. He also built a website that helped identify who the professor would be for a specific class at UW. It attracted around 2,500 active users before it was taken down by university administrators, Madhukar said on LinkedIn. Khan, who is Meteor's CTO, previously built an integrated development environment for hardware design that he said compiles 60 times faster than the industry standard. Meteor is built on Chromium, the open-source codebase that powers Google Chrome. Just a few weeks into Y Combinator, Madhukar and Khan made the decision to 'fork' — or create their own version of — Chromium's 30 million lines of code, rebuilding their product at the time from scratch. So far, Y Combinator has taught the pair the importance of moving fast and staying true to their vision. 'A lot of what we're trying to do is hold the convictions that we have,' Madhukar said. 'Two years from now, everyone will probably be using browsers that look nothing like the ones that we use today. Starting from that, we were like, 'How can we be the people to build that?'' Whether they return to Seattle from the Bay Area to build the browser and AI startup of the future remains to be seen. The accelerator runs into September, and after that everything's up in the air. 'We're not planning to return to UW for the foreseeable future,' Madhukar said. 'We're excited to make Meteor go big.'
