Ombudsman fines Garcia for indirect contempt

The Office of the Ombudsman has fined outgoing Cebu Governor Gwendolyn Garcia P30,000 for defying the office's preventive suspension order. The Ombudsman ruled that Garcia is guilty of indirect contempt for not stepping down. In a June 10, 2025 order, the Ombudsman said that 'Despite implementation thereof and its immediately executory nature, you have willfully and openly refused to step down from your position as Governor.' 'On 29 April 2025, you received a copy of the Order of the Ombudsman dated 23 April 2025 ('Preventive Suspension Order') preventively suspending you from Office for the duration of the administrative adjudication of the above-captioned case, but not to exceed six months. Despite implementation thereof and its immediately executory nature, you have willfully and openly refused to step down from your position as Governor,' the Ombudsman said. 'Accordingly, respondent Governor Gwedolyn F. Garcia is hereby declared guilty of INDIRECT CONTEMPT. In consonance with the Rules of Court, a fine not exceeding Thirty Thousand (P30,000) may be imposed as punishment for Indirect Contempt.' 'Wherefore, for defying Preventive Suspension dated 23 April 2025, the Ombudsman finds respondent Governor Gwendolyn F. Garcia GUILTY of INDIRECT CONTEMPT, and is hereby imposed a FINE of Thirty Thousand Pesos (P30,000), payable to the Office of the Ombudsman,' the order reads further. The Ombudsman placed Garcia under preventive suspension for alleged grave abuse of authority for allegedly granting a special permit to a construction company illegally. But Garcia did not heed the suspension and obtained a TRO from the CA. It is with this TRO that she questioned the indirect contempt ruling. She said in a message to GMA Regional TV Balitang Bisdak: 'A TRO has been issued against his preventive suspension order by the Court of Appeals. In fact, several media outlets reported the that the Office of the Ombudsman has filed a Motion to Quash on the said CA order. This, in effect, acknowledges the existence of the TRO. By citing me for indirect contempt, is Ombudsman Martires insisting now that he does not respect the Temporary Restraining Order issued by the Court of Appeals?' Fake TNVS agent nabbed in Taguig

A fake agent of transportation network vehicle services (TNVS) was arrested in an entrapment operation in Taguig City, the Philippine National Police - Highway Patrol Group (HPG) said on Tuesday. HPG spokesperson Police Lieutenant Nadame Malang said the suspect was arrested in Barangay Cembo on Monday. The suspect was asking victims for up to P25,000 for a temporary permit to operate a TNVS vehicle, according to Malang. A total of 13 similar complaints were lodged at the HPG. The HPG is looking at large-scale estafa as the possible complaint that will be filed against the suspect. 'We are still targeting na masampahan siya ng large-scale estafa kasi kung talagang estafa case lang, isang complainant lang,' Malang told reporters in an interview. (We are still targeting to charge him with large-scale estafa because if it is only an estafa case, there is only one complainant.) 'Muli, may 12 na tayong additional complainant para magsampa ng kaso para hindi na makapag-bail ito pong tao na ito kasi kung siya ay makakapagpiyansa muli, magkakaroon na naman ng pagkakataon na manloko,' he added. (Again, we have 12 additional complainants to file a case so that this person will not be able to bail because if he is able to bail again, there will be another opportunity for him to commit the crime.) Authorities are investigating if the suspect has accomplices and if they belong to a bigger group. —VAL, GMA Integrated News

Man pursues thieves of his motorcycle on foot in Calumpit, Bulacan

Six motorcycle-riding men stole the motocycle of a man, who was waiting for his girlfriend, in Calumpit, Bulacan early Monday morning, according to the report of Nico Waje on "Saksi." The victim said one of the suspects aimed a gun to his head, who asked for his cellphone and told him that they are taking his motorcycle. The victim ran after the thieves and threw a stone at the suspects and hit one of the men. The police tracked his motorcycle through its GPS and found it in Barangay Sta. Cruz in Quezon City. Calumpit Station Police Chief Lt. Col. Jonathan Meru said they found the motorcycle in a house and the mechanic who was tasked to disassemble the vehicle. Two of the six suspects were nabbed. The victim also identified one of them as the one who aimed a gun at him and took his motorcycle. Waje reported that the police said there were some parts of the motorcycle that were already replaced such as the brake lever and the seat. The owner identified the chassis number of the motorcycle, which was the same in the OR/CR that are in his possession. It was also found out that the seat of his motorcycle was placed in another unit. The police said this process is the modus of the thieves so the owners will not recognize their motorcycle and before they sell the units. The refurbished motorcycles are sold for about P40,000 and the sale is usually done online. The suspects - aged 18 and 23 - denied the accusations. Calumpit police said they have identified the four other suspects involved in the crime. They will be facing charges of carnapping and robbery. — BAP, GMA Integrated News
