Council seeks to claw back fatal explosion cost
Reece Galbraith was jailed this week for 14 years for causing the blast in Violet Close, Benwell, in Newcastle, in which Archie York and 35-year-old Jason Laws died last October.
The site of the explosion will remain grassed-over until a consultation with Archie's family and the wider community on if the houses should be rebuilt, Newcastle City Council said.
The authority also confirmed it would be seeking to claim back some of the estimated £3.7m of costs incurred by the incident on insurance.
It is unclear at this stage how much it may be able to recoup or how long that might take, the Local Democracy Reporting Service said.

After Galbraith's sentencing, the local authority said that the incident had an "enormous, confounding impact on the community, staff and all those involved and has drained finances and resources in what are already difficult times".
Civic centre bosses estimated £1.5m has been spent on the management, demolition, and reinstatement of the scene of the explosion, as well as supporting displaced families – many of whom lost not only their home, but all of their personal belongings.
The explosion in the early hours of 16 October saw 142 residents from 51 homes, evacuated.
Twelve properties affected by the blast have since been demolished and ten households have been permanently rehoused.
The council also estimated that rebuilding those 12 lost homes would cost it about £1.9m – though bosses have stressed that it would only do so "if and when the time feels right" and following consultation with Archie's family and the wider community.
That area has been grassed over to create a "space for quiet reflection" before any further consideration of its future use.
A loss of rent and council tax income makes up the remainder of the stated £3.7m cost and would not be covered by insurance.

A Texas woman reported missing by her family has been found living among a lost 'African' tribe in a Scottish forest. While they 'don't recognize local laws,' they say they only follow the rules of their God, who is named Yahowah, according to the outlet. 'We live a very simple life of returning to innocence,' King Atehene told the outlet. 'We connect to nature. We connect to the trees around us. We get grounded every morning. We bathe in the springwater. We are living a simple life of relying daily on the creator for food, shelter and clothing. We live in a tent without walls, but we are not afraid of anyone, for we have the protection of the creator, Yahowah.' According to King Atehene, Great Britain says it is tolerant — but not toward his group, which has 'suffered trials and tribulations at the hands of authorities, who do not understand or tolerate,' he told the outlet. The Kingdom of Kubala claims they are a lost tribe of Hebrews, and that their King descended from David the Messiah, according to the outlet. They say their ancestors were ostracized when Queen Elizabeth I deported native black Jacobites. The group now hopes to bring other 'lost tribes' back after 400 years, according to the report. 'We follow the laws of the creator, everything belongs to the ones who made it,' King Atehene added. 'We do not believe that any authority owns the land. The earth belongs to the father. We do not know about any eviction. All we know is that we are here to stay and establish our authority and power, just like our ancestors did.' He continued: 'The prophecy said, 'after 400 years, when my ancestors are destroyed from the land of Scotland, from the land of Great Britain, they will go into captivity and lose their identity.'' 'But after 400 years, I will come and bring them back to the land of promise. I am following the ancestral call and the call of the gods. The calling from our creator to embark on this journey, is the most important thing in our life. It is a journey of hope — a pilgrimage.' His wife, Queen Nandi, a 43-year-old born Jean Gasho, wrote on social media that the group had 'returned to claim Scotland as our homeland, a land stolen by Elizabeth the first 400 years ago when she deported all black people from Scotland and England, who were not Africans but natives of the land.' 'Jacobites were black, from their ancestor Jacob, Yacobho, a black man. According to our Prophet Atehene, Jerusalem is in Scotland, and that he is the seed and offspring of David, the Messiah. Woman's nightmare after partner strangled her for refusing to buy vape liquid
A man strangled his girlfriend for 30 seconds and then punched her in the head as she lay defenceless on the floor, in a horrid act of domestic violence committed over vape liquid. Nathan Howells, a 20-year-old from Bridgend in Wales, was in a rage because his then-partner had refused to go out and buy him vape fluid, Cardiff Crown Court heard. The victim described her 14-month relationship with Howells as "controlling". The court heard he would monitor her phone and stop her from using social media. His behaviour reached a terrifying climax on October 29 last year in a shocking episode of domestic abuse at her home. Prosecutor Kirsten Murphy said Howells had demanded she go to a shop and purchase e-liquid for his vape. When she declined he began hurling items around the room. "These included cushions from the sofa and drawers from cupboards," said Ms Murphy. "He punched a hole in the living room wall and shoved her to the chest, causing her to stumble back. "He called her useless. He used both hands to squeeze her throat for 30 seconds, causing her to feel lightheaded. "She fell backwards, landing on her back, and while she was on the floor he punched her to the head and ribs, causing immediate pain. She went upstairs and he followed her, kicking her belongings downstairs." The victim managed to send a message to a family member on Snapchat, asking for help, but out of fear that Howells would see it, she sent a follow-up message telling them not to worry. She was left with bruising and red marks on her neck, reports Wales Online. In her personal statement, she revealed that since the attack, she has been struggling to sleep as she "constantly" replays the incident, adding: "I am constantly looking over my shoulder when I go anywhere out of fear I will bump into Nathan." Howells, from Tremgarth in Wildmill, admitted to intentional strangulation, assault and criminal damage. His barrister, Jac Brown, stated that he had no previous convictions and that on the morning of the offences, he had learned of his aunt's death. "He became deliberately argumentative with the complainant and he recognises he simply lost it with her," said Mr Brown. The probation service assessed Howells as posing a medium risk of harm to the victim. Mr Brown argued this could be managed with a restraining order. "Prior to these offences he was unemployed and a frequent smoker of cannabis, which he used to cope with his unemployment," said Mr Brown. "He has realised cannabis will not help him and has abstained for several months now, while enjoying stability as a permanent contractor in a warehouse." In his sentencing remarks, Judge Paul Hobson addressed Howells: "People who engage in behaviour of this kind, very often young men, should expect to be severely punished. An act of strangulation is inherently dangerous and terrifying for its victim. You only have to think what it would be like to be strangled and have difficulty breathing to realise why that is so." However, the judge also considered Howells' youth, lack of previous convictions, and evidence of "some remorse". He handed down a 12-month sentence in a young offender institute, suspended for two years. As it became apparent that Howells would avoid prison, there were audible gasps and tears of joy from two women in the public gallery. The defendant himself remained emotionless. Howells was given a 25-day rehabilitation activity requirement and 180 hours of unpaid work. He has been ordered to pay £600 in compensation and £100 towards prosecution costs. A restraining order preventing him from contacting the victim will remain in place for five years.

Lucy Connolly set to be released from prison following jail term for hate tweet
Lucy Connolly, who was jailed for inciting racial hatred in the aftermath of the Southport terror attack, is reportedly set to be released from prison. Connolly, the wife of Conservative councillor Raymond Connolly, will be released on Thursday after being sentenced last year to 31 months in custody, the Telegraph reported. She had posted on X on the day of the murder of three children by Axel Rudakubana in Southport: 'Mass deportation now, set fire to all the f****** hotels full of the bastards for all I care… if that makes me racist so be it.' She pleaded guilty to inciting racial hatred by publishing and distributing 'threatening or abusive' written material on X and was jailed at Birmingham Crown Court in October last year. Her sentence has been criticised as being too harsh, but Sir Keir Starmer defended it earlier this year. The Prime Minister was asked in May about Connolly's case after her Court of Appeal application against her jail term was dismissed. Asked during Prime Minister's Questions whether her imprisonment was an 'efficient or fair use' of prison, Sir Keir said: 'Sentencing is a matter for our courts, and I celebrate the fact that we have independent courts in this country. 'I am strongly in favour of free speech, we've had free speech in this country for a very long time and we protect it fiercely. 'But I am equally against incitement to violence against other people. I will always support the action taken by our police and courts to keep our streets and people safe.' Connolly's post was viewed 310,000 times in three-and-a-half hours before she deleted it. Lord Young of Acton, founder and director of the Free Speech Union, said: 'The fact that Lucy Connolly has spent more than a year in prison for a single tweet that she quickly deleted and apologised for is a national scandal, particularly when Labour MPs, councillors and anti-racism campaigners who've said and done much worse have avoided jail. 'The same latitude they enjoyed should have been granted to Lucy.'
