Urban Renewal Act must provide channels for appeal and redress, says Lam Thye

PETALING JAYA: While urban renewal is necessary for national development and better quality of life, the process must be fair and transparent, says Tan Sri Lee Lam Thye ( pic ).
The Alliance for a Safe Community chairman said he welcomes the proposed Urban Renewal Act but urged the government to ensure that the process is people-centred and inclusive, particularly for those directly affected.
'The Act must uphold clear guidelines and a consultation process where all affected stakeholders must be consulted at every stage from planning to implementation.

'Property owners and tenants must be offered fair and timely compensation based on current market value.
'If relocation is required, transitional housing or rental support should be provided to ensure no one is displaced unfairly or left without shelter,' he said in a statement on Thursday (June 26).
An independent appeals board or tribunal should be established for those affected to seek redress, with a reasonable minimum consent threshold set among property owners before redevelopment proceeds, he added.

'This balances the need for progress with the protection of individual property rights.
'Urban renewal must also serve the wider public interest by incorporating community benefits such as green spaces, facilities and accessible infrastructure,' he said.
Lee noted that the selection of developers must be done through open and transparent tender processes to prevent abuse or favouritism.

'Urban renewal can only succeed if it is people-centred, not profit-driven,' he said, adding that the alliance stands ready to contribute to making the Act a model of fair, sustainable and inclusive development.
Previously, the Kuala Lumpur Residents Action for Sustainable Development Community, which comprises 74 residents' associations, six NGOs and one university, submitted a memorandum to all MPs urging them to give serious attention to the proposed Act.
Housing and Local Government Minister Nga Kor Ming reportedly said in April that the Bill is now in its final stages before being tabled in Parliament in July, having been submitted to the Attorney General's Chambers for final vetting and refinement.

About 97% of goods will be taxed under expanded SST, says Dr Wee

PETALING JAYA: About 97% of goods in the market will be taxed once the expanded Sales and Services Tax (SST) comes into effect on July 1, increasing pressure on the public, according to Datuk Seri Dr Wee Ka Siong. The MCA president stated that under the new scheme, thousands of products previously exempt from SST would now be taxed. "Back in 2018, a total of 8,094 items were SST-exempted but under the expanded SST, people can only enjoy tax exemption for around 1,000 items. "The SST will apply not only to wellness and beauty products but also to traditional items such as red dates, black fungus, dried longan and snow fungus, along with basic products like butter, cheese and yogurt," he said on Thursday (June 26). In a Facebook video, Dr Wee highlighted that the SST rate had already increased from 6% to 8% on March 1, 2024. "What is more concerning about the SST is the cascading effect because it will apply to raw materials, manufacturing machinery and the end product. "This is why most business associations and guilds, from the rubber, plastics, medicine and oil palm industries to the Federation of Malaysian Manufacturers, have voiced their concerns. "Although the government seems ready to make a U-turn on the SST for imported fruits, I think it would be better for them to review or scrap it altogether or face the threat of a silent inflation wave in the coming months," said the Ayer Hitam MP. He added that it was unfortunate the expanded SST would start on July 1, coinciding with the rise of the base electricity tariff and increases in Port Klang tariffs. The Finance Ministry had announced that the reviewed and expanded SST, as stated in Budget 2025, would take effect on July 1. The measure aims to strengthen the country's fiscal position by increasing revenue and broadening the tax base.

PUTRAJAYA, June 26 (Bernama) -- Prime Minister Datuk Seri Anwar Ibrahim today reminded all elected representatives to consistently engage with the public, rather than only making appearances ahead of elections. Speaking at the launch of the Kota MADANI smart city project in Precinct 19 here today, Anwar said the practice of meeting people on the ground should be a continuous year-round effort, not a pre-election showmanship. 'I don't want them to just show up two months before the election, and start kissing babies, walking into local warungs and stalls, making house visits. I want to put an end to that culture,' he said. Also present were Federal Territories Minister in the Prime Minister's Department Datuk Seri Dr Zaliha Mustafa and Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar. Anwar said the Malaysia MADANI approach is not a political gimmick, but a genuine focus on addressing the needs and livelihoods of the majority, especially low- and middle-income groups. 'That's why, every Friday, I make it a point to eat at a local warung or stall for 15 to 20 minutes before Friday prayers. 'It's the only way to see for the (level of) cleanliness, accessibility, and conditions that directly affect 80 per cent of the country's population,' he explained. The Prime Minister also reiterated that Kuala Lumpur no longer needs more iconic skyscrapers, given the presence of landmarks such as the Merdeka 118 Tower and the Petronas Twin Towers.
