Window opens for a reset with Canada as new Liberal govt takes over; PM Modi seeks to unlock opportunities with Carney

Time of India29-04-2025

Canada's Liberal Party headed by PM
Mark Carney
returned to power Tuesday riding a wave of strong anti-Donald Trump sentiment.
PM Narendra Modi
was among the first to congratulate Carney and express willingness to unlock greater opportunities in ties, while underlining that India and Canada are bound by shared democratic values, a steadfast commitment to the rule of law, and vibrant people-to-people ties.
For India and Canada, there's an opportunity now to wipe the slate clean after 20 months of bitterness in ties as Carney talks of rebuilding what he sees as 'incredibly important' ties with India. Aware of the dramatic turnaround in Liberal fortunes because of Trump's policies, and given it held Carney's predecessor Justin Trudeau alone accountable for destroying the relationship, India had already been looking to rest ties with Canada under the Canadian PM since he assumed office in March but based on 'mutual respect and sensitivity'.
However, unchecked activities of
Khalistan separatists
will continue to act as a redline in the relationship for India. Of immediate interest will also be whether Canada invites Modi for the G7 summit it will host in June. Canada has so far not announced the name of any guest country for the event.
'I look forward to working with you (Carney) to strengthen our partnership and unlock greater opportunities for our people,'' said Modi in a post on X. Modi's message followed Carney's declaration of victory even though he failed to get a majority that he had said would allow him to deal with Trump, who has unleashed a trade war on Canada and apparently even sought to annex the US' northern neighbour, from a position of strength. A record 22 Punjabis were elected to the House of Commons but, importantly for India, pro-Khalistan leader Jagmeet Singh, a thorn in India's side for years, lost from his own constituency and resigned from his position as the leader of the New Democratic Party.
India's ties with Canada took a body blow last year in October when the 2 countries expelled each other's high commissioner, following the diplomatic row over the killing of Khalistan leader
Hardeep Singh Nijjar
in 2023. Even before that, with Canada accusing the Indian government of having masterminded the murder without apparently backing up the claim with evidence, India had expelled dozens of Canadian diplomats to ensure parity in diplomatic presence.
As things look up, both sides are expected to negotiate the return of diplomats, particularly the high commissioners. Both sides have already identified senior diplomats for the top job, but India would want to make sure that the redlines it has drawn are adhered to by Carney's government. These include a mature and responsible handling of the Nijjar issue as the case goes to trial - avoiding Trudeau's sensationalism - foolproof security for Indian diplomats and a crackdown on extremists and secessionists indulging in anti-India activities. India continues to hold Trudeau and his indulgence towards Khalistan extremists responsible for the downturn in ties with a country where over 4 lakh Indian students are studying, and which is home to one of the largest Indian diasporas abroad - 1.8 million Indo-Canadians and another 1 million non-resident Indians. However, while India blames Trudeau, the Royal Canadian Mounted Police, which has investigated the Nijjar case, maintains he only acted based on the information provided by the agency. If India and Canada indeed take steps to normalise the relationship, they will have to see that the process is ring-fenced from the fallout of any damning revelations made during the trial.
Carney, who has visited BAPS temple and Gurudwara as PM, has so far not explicitly spoken on the Khalistan or Nijjar issue but he was quoted as saying ahead of the elections there are strains on the relationship that 'we didn't cause to be clear, but there is a path forward to address those with mutual respect and to build out.' An economist by profession, he has identified trade as one of the areas the 2 sides can work on to rebuild the relationship. It is important for Canada to diversify its trade partnerships with other partners in the face of the Trump offensive and Carney, soon after his victory, said Canada stands ready to build a coalition of like-minded countries who share common values.

Immigrant rights groups sue to invalidate Trump administration's El Salvador prison deal

A coalition of immigrant rights groups on Thursday sued to invalidate the Trump administration's deal to house detainees in a notorious prison in El Salvador, saying the arrangement to move migrant detainees outside the reach of U.S. courts violates the U.S. Constitution. The lawsuit in federal court in Washington, D.C., notes that the administration has argued that those sent to El Salvador are beyond the reach of U.S. courts and no longer have access to due process rights or other U.S. constitutional guarantees. The deal, the plaintiffs allege, 'is contrary to law. And it was entered into without any legal basis.' The administration has sent hundreds of migrants to El Salvador, including some it accuses of being members of the Venezuelan gang Tren de Aragua. The administration in March agreed to pay $6 million for El Salvador to house 300 migrants. President Donald Trump has said he'd like to eventually send U.S. citizen criminals to the Salvadoran prison, though that'd likely be unconstitutional. The lawsuit notes that the State Department has reported that inmates in El Salvador's prisons may be subject to 'harsh and life-threatening' conditions, torture and lack access to reliable food, water and medical care. The prisons are run by the government of El Salvador's president, Nayib Bukele, who once called himself 'the world's coolest dictator' and has posted images of detainees sent from the U.S. getting marched into his centerpiece prison, the Terrorism Confinement Center, known as CECOT. The State Department did not immediately respond to a request for comment. In one notorious case cited in the lawsuit, the Trump administration has not returned Kilmar Abrego Garcia, a Maryland man it deported to El Salvador in violation of a judge's order, saying the man is no longer in its custody. That was the administration's argument when another judge ordered it to halt deportations under an 18th century wartime act — that the deportees were on a plane to El Salvador and outside the legal reach of federal judges. The suit was filed by Robert F. Kennedy Human Rights, the National Association of Criminal Defense Lawyers, the Immigrant Defenders Law Center, Immigrant Equality, the California Collaborative for Immigrant Justice and Democracy Forward, which is co-counsel in a separate lawsuit over the initial flights to El Salvador. Thursday's lawsuit says the deal violates the Administrative Procedures Act, which prevents agencies like the State Department, which reached the deal with El Salvador, from undertaking unconstitutional or otherwise illegal acts. In addition to violating the constitution, the suit notes that housing prisoners in El Salvador violates the First Step Act, a law requiring federal prisons to try to house inmates close to home. That law was signed by Trump in 2018.

RCB Victory Parade Stampede Causes Internet Storm

Bengaluru: The Karnataka government's celebratory zeal turned into a tragic nightmare as a stampede during Royal Challengers Bengaluru's (RCB) IPL 2025 victory parade claimed 11 lives and injured 33 others near M Chinnaswamy Stadium. The Congress-led administration, under Chief Minister Siddaramaiah, is now under intense scrutiny for its alleged insensitivity and negligence, with netizens and opposition leaders alike slamming the government for prioritising political mileage over public safety. The incident has sparked widespread outrage, with many holding the government directly responsible for the preventable tragedy. RCB's first IPL title win in 18 years was a historic moment for fans, culminating in a victory over Punjab Kings by 6 runs on June 3. The Karnataka government which was seen eager to bask in the glory of Bengaluru's triumph, rushed to organise a victory parade within 12 hours of the win. It is a stark contrast to other IPL teams like KKR, MI, and CSK, which held their parades 2-3 days later with proper planning, and the Indian T20 World Cup team, which waited 5 days. The parade, which began at Vidhana Soudha and was meant to culminate at Chinnaswamy Stadium, drew an estimated 2-3 lakh fans, far exceeding the stadium's capacity of 35,000. The situation spiralled out of control when a small gate at the stadium was breached, leading to a deadly stampede. The outrage on social media has been palpable, with netizens demanding accountability from the Congress government. The opposition BJP has also seized the opportunity to criticise the government, with leaders like Amit Malviya labeling the incident as a result of "lack of basic administrative foresight" and Chalavadi Narayanaswamy calling it "unforgivable." The government's response has done little to quell public anger. Chief Minister Siddaramaiah announced Rs. 10 lakh compensation for the families of the deceased and ordered a magisterial inquiry, but his statement, "Over two to three lakh people gathered. No one expected such a crowd," has been met with disbelief. Critics argue that such a turnout was entirely predictable given RCB's massive fanbase and the significance of the win. Deputy CM DK Shivakumar apologised for the overcrowding and cancelled the procession, but his earlier presence at the airport to greet the players has been cited as evidence of the government's attempt to politicise the event. The RCB victory parade stampede has exposed deep flaws in the Karnataka government's approach to public safety, with netizens and opposition leaders united in their demand for justice. The 11 lives lost and 33 injuries sustained are not seen as mere statistics but is a stark reminder of the cost of political insensitivity. For RCB fans, what should have been a moment of triumph has been overshadowed by tragedy, leaving a bitter taste in the wake of their long-awaited victory. The Congress-led Karnataka government now faces a reckoning, as Bengaluru mourns and the nation watches, demanding that such a preventable disaster never happens again.

Indore: In a bid to conserve environment and pay tribute to the , Indore Municipal Corporation (IMC) on Thursday announced the development of 'Sindoor Vatika' on its lands. This initiative, coinciding with , marks the beginning of the 'Ek Ped Maa Ke Naam' campaign and also dedicates a green space to Operation Sindoor as a gesture of respect for the Indian Armed Forces. Tired of too many ads? go ad free now During the launch of the campaign at Nehru Park, MP cabinet ministers Kailash Vijayvargiya and Tulsiram Silawat, along with Mayor Pushyamitra Bhargav, collectively planted saplings, affirming a commitment to plant 51 lakh trees this year. Vijayvargiya emphasised the intrinsic reverence for nature in Indian society. He stressed the importance of returning to nature what it provides, drawing inspiration from PM Narendra Modi's initiative to plant a Sindoor tree and his commitment to reforesting the entire Aravalli mountain ranges. Vijayvargiya lauded Indore's past achievement of planting over 12.4 lakh trees on Revati Range hill in a single day, which are currently thriving with IMC's support. He highlighted the critical need for extensive afforestation in and around Indore to reduce the city's temperature and restore its famed 'Shab-e-Malwa' (Evening of Malwa) charm. Silawat urged mayor to consider a synchronised plantation drive across Indore's approximately 1300 gardens Bhargav reaffirmed IMC's target of planting 15 lakh trees this year, pledging to achieve it through public participation. He said that this effort is not just about planting trees but ensuring clean air for future generations, aiming to make Indore number one in environmental cleanliness. He said that over 1100 shade and fruit-bearing trees were planted at Nehru Park's Sindoor Vatika and Mango Vatika. This initial planting will be followed by over 5000 more saplings in Nehru Park, which is being developed for recreation and sports, including renovation of its decades-old swimming pool for national-level swimmers.
