
Sukhu launches Rajiv Gandhi Van Samvardhan Yojana, Green Adoption Scheme
The 'Rajiv Gandhi Van Samvardhan Yojana' aims to increase the green cover by planting fruit-bearing trees on barren and degraded forest areas.
It will also generate employment and income for local communities by ensuring the participation of mahila and yuvak mandals, besides the self-help groups, said Sukhu.
The CM also handed over certificates to two mahila mandals from Nadaun – Amlehad and Bhawdan – which will carry out the plantation activities on two hectares of forest land and ensure its maintenance for a period of five years.
In the initial phase of the 'Green Adoption Scheme', Ambuja group will undertake plantation work on 25 hectares, while the Adani Foundation and UltraTech would adopt 10 hectares each.
Sukhu handed over certificates to these organisations as a mark of official recognition. The scheme envisages encouraging private enterprises, corporate houses, and non-govt organisations as a part of their social responsibility to adopt barren forest land and undertake afforestation work.
During the event, the CM inspected the passing-out parade of the newly appointed Van Mitras and interacted with them. He said the forest department faced a shortage of field staff, which posed challenges to forest protection.
To address this, appointments of Van Mitras were made based on merit, with many young women taking the lead in securing these roles.
Sukhu said the state govt was focusing on women empowerment and the reservation for women in police recruitment had been increased to 30%. In Lahaul-Spiti, all key administrative officers, including the deputy commissioner, were women with decision-making authority.
The CM urged Van Mitras not to limit their role to forest protection alone but also to engage with rural communities to spread awareness about the importance of forests.
He emphasised the need to prevent illegal logging, remain vigilant against forest fires, and contribute actively to plantation drives and forest development initiatives by fostering public participation.
The chief minister also announced the opening of three new wellness centres under the municipal corporation of Hamirpur.
He also released a souvenir titled 'Samvaad' dedicated to Van Mitras and launched a book titled 'The Mountainous Wilderness of Spiti'. A new mobile application was also launched to facilitate attendance tracking of Van Mitras.

'Frequent disasters have caused heavy losses to life and property,' he said. Referring to the massive losses incurred during the 2023 disaster, which caused damages of ₹10,000 crore, Sukhu highlighted the disparity in the state's financial aid. 'Despite the central government's own assessment, Himachal received only ₹1,500 crore, that too after two years,' he said, adding that this year's disasters, especially in Mandi district, have caused severe damage. The state has not received any financial assistance from the Centre so far. 'The state government had already disbursed ₹360.42 crore from its own resources to aid the affected families. I hope the Centre will soon extend financial support to disaster-affected families,' he added. On the education front, Sukhu praised the reforms implemented by the state government, positioning Himachal fifth in the country for quality education. 'Teachers in all government institutions will no longer retire in the middle of the academic session, but at the end of the session,' Sukhu said. He also revealed plans to open 200 CBSE curriculum-based schools and fill 9,535 teaching posts in the coming days. In a bid to bring transparency, Sukhu addressed the issue of corruption in the previous BJP-led government's recruitment processes. 'The Himachal Pradesh Subordinate Services Selection Board, a hub of corruption, has been disbanded,' he said. 'In its place, the Rajya Chayan Aayog will conduct computer-based tests to ensure transparency.' 'Merit-based selection will now include both written exam and interview marks, with stringent measures to combat cheating, including a provision for three years' imprisonment for exam-related offences. For this, the government will bring a bill in the next assembly session,' he said.

He announced Rs 100 crore for disaster relief and Rs 3,000 crore for a mitigation and livelihood project, besides the formation of the 'Nasha Mukti Roktham and Punarvas Board'. The chief minister, in his address, expressed concern over the growing impact of global warming on Himachal, noting that frequent disasters caused heavy losses to life and property in the hill state. Break The Weight Learn More Undo Under the special relief package, he said, compensation for fully damaged houses increased from Rs 1.3 lakh to Rs 7 lakh, while for partially damaged houses it was raised from Rs 12,500 to Rs 1 lakh. Houses rendered uninhabitable will also be treated as fully damaged for compensation purposes, he added. Sukhu announced the launch of 'Anti-Chitta Volunteer Scheme', under which volunteers will be prepared to act as a bridge between the police and the general public against drugs. These young volunteers will not only help in preventing the spread of chitta but will also assist in awareness campaigns and in providing timely confidential information to the police so that strict action can be taken against drug mafias. He also announced the formation of the 'Nasha Mukti Roktham and Punarvas Board', which will include experts from the home, health, social justice and empowerment, education, youth services and sports, panchayati raj, and prison departments, along with NGOs and social scientists. This board will work to prevent drug abuse and reintegrate youth trapped in addiction back into mainstream society. The chief minister also announced the shift of Atal Medical and Research University from Nerchowk to Sarkaghat, the construction of a new bus stand at Sarkaghat, an increase in bed capacity of Civil Hospital Sarkaghat from 100 to 150 beds, and the provision of land for parking near Shiv Mandir Sarkaghat. He also announced Rs 61 crore for the solar projects scheme and declared that 2,000 permits for e-three-wheelers would be issued to unemployed youth. Standoff escalates between Himachal Pradesh Governor Shukla and state govt over VC appointment
CHANDIGARH: The ongoing standoff between the Himachal Pradesh government and Governor Shiv Pratap Shukla over the appointment of vice-chancellors for the state's two premier agricultural universities, with Chief Minister Sukhvinder Singh Sukhu asserting that the Governor must abide by the government's directives since his powers as Chancellor stem from legislative statutes rather than constitutional provisions. The dispute escalated after the state government withdrew an advertisement for VC appointments at Dr YS Parmar University of Horticulture and Forestry (Solan) and CSK Himachal Pradesh Agriculture University (Palampur) on August 11, citing a pending amendment bill that is set to be reintroduced in the upcoming assembly session. However, the Raj Bhawan countered by extending the application deadline to August 13, insisting that the Chancellor's authority under the existing Act empowers him to proceed independently of the council of ministers' advice. "The powers that the Governor enjoys as the Chancellor of a university are not constitutional but given by the Vidhan Sabha Act, so he must act on the directives of the legislature and the government," Sukhu said, adding that the cabinet had already halted the selection process on July 27. The Agriculture Secretary subsequently declared any further recruitment steps by the Governor's office "null and void," but the Raj Bhawan maintained its stance, stating that the Chancellor's statutory role makes him the sole authority to initiate VC appointments. In a recent notification, the Governor clarified, "The chancellor, while exercising the statutory powers under the specific Act, is not bound by the aid and advice of the council of ministers as he was not exercising his constitutional powers but is exercising his statutory powers." The two universities have been without permanent VCs since August 2023 and May 2024, respectively. Sukhu, while expressing respect for the Governor, revealed that several key bills, including the Sukhashraya Bill and anti-corruption legislation, remain pending approval. "The bill for amendment to the Himachal Pradesh University of Agriculture, Horticulture and Forestry Act, 1986, had been pending with the Governor for a long time and now, he had sent it back with some objections," he said. The Chief Minister plans to personally meet the Governor to resolve the impasse, stating, "I will personally meet the Governor and discuss the issue with him as he might have been advised by some official." Earlier, Agriculture Minister Chander Kumar had urged the Governor to suspend the selection process until the assembly revisits the amendment bill in the monsoon session starting August 18. However, with the Raj Bhawan continuing the recruitment drive, the standoff highlights broader tensions over gubernatorial powers and legislative oversight in the state.
