
Optometrists refuse to treat urgent cases over fee dispute with province
Since March, the optometrists have referred all non-routine eye care cases, as well as patients who had surgery within the past three weeks, to the Misericordia Eye Clinic.
They've been directed to do so by the Manitoba Association of Optometrists.
The result is that Manitobans are taking the brunt of the job action because the clinic has become jam-packed with patients, forcing the clinic to scramble and enlist the help of the Winnipeg Regional Health Authority to find more staff.

'Patients are who the system is intended to serve and they are the most vulnerable,' said Winnipegger Mike Ellery, who learned about the labour dispute.
The optometry services contract expired on March 31, 2019, during the third year of the Pallister government.
Ellery admits he was confused when, back in May, his optometrist sent him to the Misericordia Eye Clinic for an issue when he had been treated for the same condition by that specialist a few years earlier.
Ellery said there were so many patients waiting when he went in to the clinic one morning that, after he was not seen by the afternoon, he had to leave. He returned the next day and was treated. He said he wasn't the only one who left without being seen by an optometrist.

But Ellery said, before returning to the clinic, he spoke to the president of the association who confirmed job action was being taken.
He said Dr. Averi Van Dam told him that optometrists had gone six years without a contract.
'I also learned that optometrists get paid shockingly little for providing urgent care and they have had no opportunity to renegotiate their contract.'
Ellery said he told the association president it was not only 'inexcusable' for the province not to renegotiate a new contract, but the association's job actions were also 'both irresponsible and ineffective.'
He said he hoped now that the public knows what is going on, the situation will be resolved.
'Avoiding harms to patients must always be our top priority… now that the secret's out, maybe we can all start the work needed to heal the desperately unwell health care system for which we are responsible.'

The association did not provide a statement about the contract issue before deadline, despite being told the government response and being sent a list of questions about the dispute.
A Doctors Manitoba spokesman said physicians are concerned about the ongoing dispute and the effect on patients.
'We understand optometrists are withholding certain services from patients while they seek a new contract, and we're hearing from physicians who have seen more patients seeking urgent care for eye issues, and longer wait times too,' the spokesman said, adding it's hoped the two sides can resolve the dispute quickly so care can be restored.

Health Minister Uzoma Asagwara said the government 'has been actively working with optometrists over the past several months.
'The previous government refused to even take a meeting with optometrists and this understandably caused frustration,' Asagwara said in a statement.
The minister said the contract covers optometric services, including eye exams and post-operative care, with optometrists being paid with a set tariff per service. As well, they said optometrists can also bill third-party insurers for additional services.
'We are aware of the increased demand for same-day eye care services at the Misericordia Eye Centre,' Asagwara said.
'In response, the WRHA has implemented temporary solutions, including reallocating staff and bringing in additional physicians.'
Noah Schultz, provincial director of the Manitoba Health Coalition, said patients can't afford more delays.
'We're in a system-wide staffing and physician crisis in Manitoba health care,' Schulz said. 'We need more health care professionals across the board, including specialists like optometrists and ophthalmologists. Patients in Manitoba already face year-long wait lists for essential procedures like cataract surgery.

'This puts Manitobans on such wait lists at risk and weakens trust in public health care.'
Schulz said Manitobans need quicker health care, not delayed.
'Eye care is health care and should be accessible to all Manitobans,' he said.
'We need expanded, fully public eye care services, and must push governments to provide more access, not less.'
While Progressive Conservative Health critic Kathleen Cook didn't address the lack of contract negotiations during the previous Tory government, she took aim at the current government for not settling it.
'Over the last two years, Manitobans and health care professionals alike have been increasingly disappointed by the NDP's broken promises,' Cook said. 'Optometrists are joining other health care providers, from home care attendants to nurses, who have found that the NDP's words don't always match their actions.
She said she had written to Asagwara twice to work with the optometrists association and resolve the dispute.

Dentist fined for sexual relationship with patient
A retired dentist has been reprimanded and ordered to pay $30,000 by the profession's provincial regulator after admitting he took advantage of a patient with whom he had an 'inappropriate sexual relationship.' The inquiry panel of the Manitoba Dental Association's peer review committee held a hearing in April into charges against Dr. Gary Levine, per a summary of the panel's decision included in a recent bulletin from the association. Levine, a former member of the association who retired from dentistry in 2024, pleaded guilty to professional misconduct and conduct unbecoming of a member. He pursued and engaged in a sexual relationship with a patient, a 'financially vulnerable' single mother, and took advantage of her personal situation to further the relationship by waiving fees for dental services he provided her and her family, the panel found. 'His conduct constituted sexual harassment of the patient,' said the summary of the allegations. The regulatory association received a complaint from Levine's former patient, alleging he had been involved in an 'inappropriate sexual relationship with her,' said the summary. She met Levine in 2005 when she took her son to him for a dental correction. After learning she was a single mother, Levine proposed a payment plan that would see her and her two sons get braces, the summary said. She became a regular patient of Levine's for five years and received some additional dental work from him in subsequent years, said the decision. 'Shortly after the patient's first appointment, Dr. Levine began engaging in flirtatious behaviour with the patient, which progressed to sexual encounters and intercourse between Dr. Levine and the patient, both at Dr. Levine's home and at his clinic,' said the summary. 'After their sexual relationship started, Dr. Levine stopped charging the patient fees for dental services.' The panel found that Levine violated boundaries with the 'financially vulnerable' patient for an extended period of time. 'Carrying on a sexual relationship at the clinic and the subsequent waiver of fees was deemed entirely unacceptable,' said the summary. The panel noted Levine, who had no prior disciplinary history, co-operated with the regulatory process and admitted his guilt. He was given a reprimand and ordered to pay costs of $30,000. He is not eligible to seek to be a registered dentist in Manitoba for six months following the April decision. If Levine seeks to register as a dentist later, he must have a chaperone present for any interaction with a female patient and pay for and complete an educational course on professional boundaries. New Winnipeg home-care scheduling system described as 'disruptive,' causing 'absolute chaos'
Some Winnipeg home-care clients are having trouble with cancelled, delayed and ill-timed visits since the rollout of a new, centralized scheduling system. George Cannell, a resident at the Villa Cabrini retirement home in Osborne Village, says it's become a running joke among residents. "Oh yeah, we talk about home care all the time," Cannell said. "'Oh, did your home care show up today?' 'No, mine didn't come today, did yours?'" Several seniors and health-care representatives have expressed frustration with changes to the home-care scheduling system. Data from the Winnipeg Regional Health Authority shows 3.12 per cent of home care visits were cancelled in June 2025, up from 1.68 per cent in June 2024. Cannell said he has been receiving home care for eight years. A home-care aide visits several times a day to help him with medication. He's noticed a big difference in the reliability of his home-care service for more than a month. "They're being stretched too thin," Cannell said. The Winnipeg Regional Health Authority implemented a centralized scheduling system for home-care workers nearly five months ago. Before the change, scheduling of home-care visits was divided into three city quadrants through the health authority's Access centres, which offer a variety of health and social services. Health-care aides and nurses worked out of their assigned Access centres and, more often than not, maintained the same routines and visits, allowing for greater continuity in scheduling and care, said Margaret Schroeder, president of Canadian Union of Public Employees Local 204, which represents health-care aides and scheduling clerks. Changes to the scheduling system came after an internal review into the case of Katherine Ellis, who didn't receive home care before she died in 2023. The review said the lack of home care was due to gaps and breakdowns in communication and procedures. The shift in the scheduling system was also meant to address issues with health-care aides having to work after hours, Schroeder said, and deal with schedulers calling in sick — the idea being that having them all in one place would help mitigate the effect of being short-staffed. However, Darlene Jackson, president of the Manitoba Nurses Union, said the changes — which nurses started telling her about in February — have caused "absolute chaos." "We're hearing from nurses that have been scheduled to do 10 insulins in an hour in a fairly large part of the city with no travel time in between," says Jackson. "So we have people waiting hours to eat, because it's impossible to do that work." According to data obtained by CBC News, over the past five years, as the number of nursing clients receiving home care has increased from 4,565 to 4,846, the number of nursing hours assigned has declined from 27,749 to 27,342. However, the number of hours assigned does fluctuate from month to month based on individual care needs. "We can't do more with less," said one nurse, whose name CBC has agreed not to use because they fear reprisal from their employer. The nurse said administering insulin isn't as simple as giving the patient a jab; there is an assessment involved when visiting a client with diabetes. The nurse also said having families administer insulin when home-care workers aren't there should only be a last resort. The nurse, who has been performing home-care visits as a health-care worker for over a decade, said now, when they open their phone apps with their appointments each day, nurses have to ask themselves, "Who can be missed today?" Manitoba Health Minister Uzoma Asagwara acknowledged that the rollout of the centralized system has been "disruptive" and said they are working to resolve the issues. "We want to make sure that when folks are opening up that app, they're seeing a schedule, that they're seeing other clients in a way that is achievable and that really motivates them to provide the highest quality of care and that allows for them to provide care and not worry about cancelling appointments," Asagwara said. The nurse who spoke to the CBC said with the changes to the system, there have been instances where nurses have been on their way to a client's home when the scheduled visit disappears from their phone app, and they don't know why. "The problem is that when we see all the names of all these people we're supposed to provide care for, and when they start being removed from our app, we know that they're not going to get that care that day," the nurse said. Efforts to remedy the situation have centred around improving the centralized scheduling system, bringing in more expertise and hiring more health-care workers and scheduling clerks, the health minister said. "I know that change can always be difficult, but what we've also seen is that there are opportunities here to improve this centralized rollout and improve these services overall," Asagwara said. As of July 24, they've added 10 new scheduling clerks and are in the process of hiring more health-care workers, Asagwara said. Situation leading to burnout: nurse The nurse who spoke about the problems sees this as a step in the right direction, but stresses there will be a learning curve. Nurses and health-care aides are experiencing burnout right now, having to dash from visit to visit, with no time for a break, they said. It affects the care they can give to those who need it, they said. "We've had clients whose wounds have deteriorated based on having missed visits.… We don't want to be providing this kind of care," the nurse said. "We want to provide holistic care and we feel like we're being micromanaged." Cannell said health-care aides who come into his home have said they are being overworked. There are enough people in his building using home care to allow a handful of health-care workers to be assigned to his building, rather than having different workers in and out of the building all day and night, he said.

The Manitoba government is listing four locations in Winnipeg where possible measles exposures occurred earlier this month. According to the province's most recent measles bulletin, the four potential exposures all took place on July 21. The locations were the Child and Family Services office on 290 Jarvis Ave. from 10:45 a.m. to 1:30 p.m.; La Grotta Mediterranean Market at 1360 Taylor Ave. from 11:30 a.m. to 1:45 p.m.; West Coast Kids on Kenaston Blvd. from 11:55 a.m. to 2:25 p.m. and HomeSense on Kenaston Blvd. from 12:30 p.m. to 3:15 p.m. People who were at any of these locations at these times are asked to monitor for symptoms until Aug. 12. Symptoms for measles generally appear seven to 21 days after exposure and may include fever, a runny nose, drowsiness, red eyes and irritability. Several days after initial symptoms, a red, blotchy rash can appear on the face and move down the body. Manitobans are urged to check their immunization records to see if they're vaccinated against measles. There have been 158 cases of measles reported in Manitoba in 2025.
