Trump's New HR Chief Plots Bold Overhaul to Shake Up Federal Workforce
Scott Kupor, the new director of the US Office of Personnel Management, is moving quickly to put his stamp on the federal workforce. A former managing partner at Andreessen Horowitz, Kupor is taking a different path from Elon Musk's tenure under President Donald Trump's Department of Government Efficiency. While he credited Musk's Deferred Resignation Program which saw about 154,000 federal employees accept voluntary buyouts Kupor argued that focusing on short-term cuts like dismissing probationary workers does little to address the deeper issues of lagging performance. His aim is to move closer to a system that ties pay to performance and makes it easier to remove underperformers, though he acknowledged this could face significant resistance from unions and congressional Democrats. Warning! GuruFocus has detected 6 Warning Sign with META. In just five weeks, Kupor has rolled out several changes, including allowing federal workers to promote religious beliefs in the workplace, ordering the removal of Covid-19 vaccination records from personnel files, and ending Musk's weekly five achievements reporting rule. He is weighing additional voluntary resignation windows to trim headcount and sees a bigger challenge in attracting high-caliber talent from the private sector, where compensation packages such as those offered by Meta Platforms (NASDAQ:META) to top AI researchers far exceed what the government can match. Kupor suggested that easing degree requirements, offering student debt relief, and creating publicprivate exchange programs where employees can rotate between government and industry could help bridge that gap. Kupor is also exploring a more ambitious idea: allowing pension assets to be invested through a sovereign wealth fund, a strategy used by other nations to seek higher returns than US government bonds typically offer. He noted that such a move would require coordination with the White House, Congress, and agencies like the Treasury Department, and has not yet been formally proposed to the administration. Brought into Washington through connections from Marc Andreessen, Ben Horowitz, and Commerce Secretary Howard Lutnick, Kupor said his team is in daily contact with the executive branch. While still early in his tenure, his proposals suggest a focus on structural reform, long-term workforce efficiency, and innovative recruitment strategies that could reshape how the federal government competes for talent. Calling all learner drivers - there are some new theory test questions on the way
Learner drivers will now be quizzed on their life-saving CPR skills when taking their theory tests. The new questions on CPR and defibrillators will be added to theory tests from early next year. "Part of being a safe and responsible driver is knowing what to do in an emergency - how to step in and make a real, life-saving difference," said Driver and Vehicle Standards Agency (DVSA) chief driving examiner Mark Winn. "Learning CPR and how to use a defibrillator is a very simple skill." More than 40,000 people in the UK suffer an out-of-hospital cardiac arrest every year and motorists are often first on the scene, according to the DVSA. However, fewer than one in 10 people survive. If CPR is given and a defibrillator used within three to five minutes of collapse, though, survival rates can be as high as 70%. 'Life-saving' A father whose 24-year-old daughter died in 2017 from complications following a cardiac arrest led the calls for this change. "When Claire, my daughter, had her cardiac arrest, some knowledge of CPR might have made a difference," said Professor Len Nokes, chair of Save a Life Cymru. "I don't want any other family to go through this experience. "All of us in this partnership hope that by making CPR and how to use a defibrillator part of the theory test, we will be able to significantly increase the number of people who have this life-saving awareness." Read more from Sky News:New pancreatic cancer vaccine shows promise in trial In order to book a practical driving test, learner drivers must first pass their theory test with at least 43 out of 50 correct answers. They must also pass a hazard perception test. More than two million theory tests are taken each year, with a pass rate of about 45%.

DaRon Bland hopes for contract extension before Week 1
The Cowboys are not in talks with star edge rusher Micah Parsons, but they apparently are with cornerback DaRon Bland. Bland said Tuesday his representation has had "some talks" about an extension with the team. He hopes for a deal before the season. "I do, but I'm not here to talk about it really too much," Bland said, via Tommy Yarrish of the team website. "But yeah, hopefully." The Cowboys signed tight end Jake Ferguson to an extension last month, and executive vice president Stephen Jones has indicated the team has other contracts it's working on. Parsons, though, remains in a hold in and has requested a trade with the sides at a stalemate. Bland could be next. He had nine interceptions in an All-Pro season of 2023 and returned a record five for touchdowns, and now, two years later, he's close to a second contract that will set him up for life. "I was the guy that didn't have too many offers out of high school," Bland said. "I had one offer so I went to Sac State, played three years, and then went to Fresno [State] and didn't start until four games into the season. Just stuff like that. Just keep going. You'll never know when your opportunity is going to come."
