
Patients in 'postcode lottery' for cancer referral
Patients are facing a "postcode lottery" when it comes to urgent referrals for suspected breast cancer, according to Social Democrats spokesperson on Health Padraig Rice.
He has raised the matter with the Minister for Health in the Dáil.
Deputy Rice said that "only four out of nine hospitals met the target of seeing 95% of urgent referrals within two weeks" as per the HSE target.
The Mater hospital was cited as only seeing 29% of patients within the required timeframe.
"It shouldn't matter where you live, no person should have to wait more than two weeks, these are urgent referrals, where is the sense of urgency?" he asked.
Minister Jennifer Carroll MacNeill said the HSE national cancer control programme monitors these clinics, and she said often these clinics operate at full capacity.
"Unfortunately, any disruption to services can lead to a backlog which can take time to clear," she said.
Minister Carroll MacNeill said where a performance issue arises, the HSE can implement site-specific measures, and conceded that perhaps the HSE needed to implement region specific measures, saying she could discuss that further.
Deputy Rice shared the experience of two women from North Dublin, who had to wait far longer than the two weeks recommended for urgent care at the Mater cancer clinic.
He said one woman presented with two lumps in her breast last February, but was told by the Mater that the waiting time had risen to three months.
"It was May before she received her appointment at the Mater," he said.
Deputy Rice spoke of another patient who sought an urgent appointment at the Mater in April, she was seen two months later.
During what he described as the "agonizing" wait for an appointment, all the women were told was that the clinic was understaffed and no estimated date could be provided.
Minister Carroll MacNeill said "there is no world in which the Mater's figures are remotely acceptable."
She said she was deeply disappointed between the content and the tone of correspondence between the Mater and women waiting for urgent appointments.
She said she'd spoken to the CEO to express her concern in relation to this, and had spoken to the Regional Executives to come up with a regional solution that meets the needs, saying the situation was "absolutely unacceptable."

Long Covid scheme for healthcare workers to end
A special scheme for healthcare workers living with long Covid will finish at the end of June, Minister for Health Jennifer Carroll MacNeill has confirmed. Ms Carroll MacNeill was speaking in response to a question in the Dáil by Labour spokesperson on health Marie Sherlock, who said the response so far had been "disrespectful and downright degrading to those who gave so much and risked so much at a time of such uncertainty and risk for this country". The Minister said there are 159 Health Service Executive and Section 38 organisation staff who are currently on the scheme and in receipt of full pay. She said they will continue to be supported and the full provisions of the public service sick leave scheme will apply for anyone who remains unable to return to work. Ms Carroll MacNeill said that health workers had gone beyond the call of duty, particularly during the early days of the pandemic, when the protections were not as strong as they came to be and "when the risk was extraordinarily great". She said a temporary scheme was put in place for 12 months in 2022, and believed there were 159 people in receipt of full pay for the past five years, and that this scheme had been updated four times. Minister Carroll MacNeill said that the Department of Public Expenditure and Reform was clear in June 2024 that that was the final extension, saying the scheme would end at the end of this month. She said she was aware that the matter was heard at the Labour Court earlier this month, and said she awaited the court's ruling. Deputy Sherlock said that these patients contracted long Covid in the workplace, and said "the refusal to extend this a shocking lack of empathy and indeed respect for these workers". She said people had described the scheme as "a lifeline".

RTE programme has put the ‘fear of God' in elderly people about nursing homes
Cllr Michael Kilcoyne from Castlebar raised the issue at this week's Regional Health Forum West Meeting, where he was informed by the HSE that the average person receiving home help in Mayo is seen for 6.3 hours a week. The data provided by the HSE showed that Mayo Home Support delivered 48,458 hours of assistance to 1,595 clients in April, with 224 people currently on the waiting list. Speaking to the Irish Independent, Cllr Kilcoyne said those kinds of hours are of "no use". "If that's the average, that's less than an hour per day. Many of these people are discharged from hospital on the basis that they are going to get home help. They have nobody at home, and in many cases, the person at home is as bad as themselves". He continued, "For the Minister of Health and the Department of Health to say we want to keep people at home, that's nonsense, that's fairyland stuff because they're not making any effort to do it even though it would save the taxpayer millions of euro." In the meeting, Cllr Kilcoyne expressed his disappointment at the number of people on the waiting list and asked how the forum plans to deal with it. The Regional Executive Officer for HSE West and North West Tony Canavan responded by saying, "We're currently just exceeding the service plan commitment in terms of home help. We are providing slightly more than we are funded for. The hours and the levels of service have increased year on year for the last number of years." Mr Canavan explained the data shows a "growing need" for home help services. He confirmed that they will be seeking additional funding in the future as he understands that, "for most people in those circumstances, they do want to remain home for as long as possible." Cllr Kilcoyne agreed that the HSE should absolutely get more money in the budget saying that "it's money well spent.' He agreed that people want to remain in their homes for as long as possible and avoid going into nursing homes, "particularly after the recent television programme, I'm not saying every place is like that, but the fear of God is in some of them." he said.

Labour Court rejects sick pay scheme for workers with Long Covid
The Labour Court has ruled that Covid-19 and Long Covid are not considered occupational illnesses or an injury at work in this jurisdiction, so it could not decide otherwise. At least 159 health workers are covered by a temporary paid leave scheme that is due to end on June 30 but are not currently fit to return to work. The court has recommended an extension to the current scheme from July 1 to December 31. After this, it said anyone remaining on the scheme should transition to the normal public service sick leave scheme. In the recommendation, the court said there was a dispute over the scheme between the Department of Health, HSE and healthcare workers represented by Siptu, Fórsa, the IMO and INMO. It said it arose in relation to the unions' claim for an Occupational Illness Scheme, similar to a Blood Borne Disease scheme, for sufferers of Long Covid. The court said the unions also want the establishment of a scheme for Long Covid sufferers who are excluded form a Special Leave with Pay Scheme. It said the employer's position is that the government has chosen not to define Covid-19 or Long Covid as an occupational illness or injury at work, and therefore it could not do so. 'Any recommendation that the court makes has to be based on the fact, that at this point in time, Covid -19 and Long Covid are not considered occupational illnesses or an injury at work in this jurisdiction,' it said. 'It is not within the gift of the Labour Court to determine otherwise.' ADVERTISEMENT Learn more In the recommendation, court chair Louise O'Donnell said it appears to the court that the main point of contention between the parties is that the unions are seeking to have Covid-19 defined as an occupational illness and Long Covid defined as an injury at work, 'thereby providing access to the Injury Allowance scheme'. 'The employer's position is that the Government has chosen not to define Covid-19 or Long Covid as an occupational illness and/or an injury at work and therefore it is not open to the employer to do so,' said the recommendation. The employer maintained that it was not open to claims relating to Long Covid and the public service sick pay scheme should apply. The unions said as of January this year, there are 159 employees receiving a temporary scheme of paid leave. This equals less than 0.01pc of health workers. They said in March 2020, the Department of Public Expenditure and Reform sanctioned the granting of special leave with pay to civil and public servants for leave related to Covid 19. 'This arrangement was separate to normal sick leave and did not impact on sick leave record,' they said. In December 2020, updated guidance from the department said from 1 January 2021 a new 28-day limit for the special leave was being introduced and after that period ordinary sick leave would apply. On 19 July 2022, a further circular issued confirming the implementation of a temporary scheme of paid leave for those who ceased to be entitled to special leave from 1 July 2022. It provided for six months basic pay, fixed allowances and premium payments, followed by a special extension for three months and a second special extension for three months of basic pay and fixed allowances. The scheme was due to expire July 2023, but there have been numerous extensions with the latest extension from 1 July 2024 to 30 June this year. The Irish Congress of Trade Unions group of healthcare unions called on the government to classify Covid as an occupational illness or injury. They said in a statement that this was 'in order that those small number of healthcare workers who are suffering from Long Covid are supported by their employer. The unions noted that the court recommended that the current scheme of paid leave due to expire on June 30 be extended for another six months. 'Unions have called on the HSE as the employer, to extend the current scheme as per the Labour Court's recommendation and for the Government to classify COVID and Long COVID as an occupational illness/injury,' they said. Chairperson of the Ictu Group of Healthcare Unions and INMO Director of Industrial Relations, Albert Murphy said employer must now implement the court recommendation to extend the current scheme. 'The ICTU Group of Healthcare Unions are calling on the Government to classify Covid or Long Covid as an occupational illness/injury, in line with other EU countries,' he said. 'This would remove an barrier identified by the Labour Court to resolving the issue for the small group of healthcare workers who remain affected by Long Covid.' He said healthcare workers with Long Covid went to work when everyone else was told to stay at home and are still suffering the consequences that come with a huge physical and mental cost. Head of Siptu Health, Kevin Figgis, said the unions have written to the HSE seeking confirmation that the current scheme will be extended until the end of 2025. Head of Fórsa, Health and Welfare Division, Ashley Connolly said the government must move to classify Covid as an occupational injury.
