Sabah Blue Economy on track to yield RM3.25bil annually from marine harvests

KOTA KINABALU: The Sabah Blue Economy is estimated to yield 491,000 tonnes of marine harvests such as fish and prawns annually, with a value of RM3.25 billion, said Chief Minister Datuk Seri Hajiji Noor.
He said marine harvesting is one of 14 components of the Blue Economy that can be explored, such as renewable ocean energy, blue carbon, tourism, maritime transport, and marine biotechnology, among others.
"There is more to Blue Economy than just deep-sea harvesting," he said in a speech read by Sabah Finance Minister Datuk Seri Masidi Manjun at the International Business Review (IBR) ASEAN Awards here yesterday.
Also present was IBR Asia Group founder, director and chief executive officer Datuk Beatrice Nirmala.
The chief minister also said that one of the most exciting aspects of ocean energy is the Ocean Thermal Energy Conversion (OTEC), which harnesses energy from the oceans.
"OTEC power plants are currently being planned to span across 500km of coastline and, in time, to be able to generate 20,000MW of green energy, an unprecedented scale globally. This is not only a gamechanger for the country, it is a gamechanger for the region," he said.
Hajiji said the Blue Economy Industrial Park has been established in Kudat as part of three new industrial parks approved by the state government, along with Kota Belud and Beaufort, all strategically located to grow investment opportunities.
On the investment front, Hajiji said Sabah had recorded RM17.41 billion from 73 companies in overall approved foreign and domestic investments in the manufacturing sector since September 2020, with 52 companies already setting up businesses in the state with a total investment of RM7.8 billion, creating 3,636 jobs.
Between 2022 and 2024, Sabah received new investment proposals worth an additional RM42.3 billion, which will create 32,996 jobs, he added.
The chief minister highlighted that Sabah had sealed the Commercial Collaborative Agreement with Petronas, allowing the state to have more participation in the oil and gas industry. This includes 50 per cent equity from the Samarang oil and gas field, 25 per cent equity from Samur, and a 25 per cent equity in the US$3.1 billion (US$1=RM4.24) floating liquefied natural gas (ZLNG) investment in Sipitang.
To support the growing investments, the state government has launched the Sabah Energy Roadmap and Master Plan 2040. This initiative aims to generate 700MW within the next 1 to 2 years.
Additionally, the government has allocated RM679.85 million in 2024 to address immediate water shortages. Long-term plans also include the completion of the Ulu Padas hydropower.
Meanwhile, nine winners were announced at the event, namely Institut Jantung Negara for corporate excellence in the healthcare sector, Clean Kinetics Pte Ltd for corporate excellence in the renewable energy sector, Millenium Minerals Ltd for corporate excellence in the mining industry, Sabah Port Sdn Bhd for corporate excellence in the logistics sector, AiRTS Pte Ltd for innovative technology in the artificial intelligence sector, Alpine Integrated Solution Sdn Bhd for corporate excellence in the event management sector, and Education Malaysia Global Services for corporate excellence in the education sector.
Negeri Sembilan was named Most Progressive State in Malaysia in 2024, while Sabah was recognised as the Most Outstanding State in Malaysia for 2024.

KUALA LUMPUR: Yinson Holdings Bhd, via its joint venture PTSC South East Asia Pte Ltd (PTSC SEA), has secured a long-term contract valued at up to US$600 million (RM2.53 billion). This is for the charter, operation and maintenance of a floating storage and offloading (FSO) vessel for the Block B field offshore Vietnam. The contract was signed on July 28 with Phu Quoc Petroleum Operating Company (PQPOC), which is the operator of Vietnam's Block B&48/95 and 52/97 fields under the Vietnam Block B gas project. "The contract is estimated to have a duration of 14 years, with an option for a potential extension of up to nine years," Yinson said in a Bursa Malaysia filing. PTSC SEA is a 49:51 joint venture between Yinson Production Capital Pte Ltd, a wholly-owned subsidiary of Yinson, and PetroVietnam Technical Services Corporation. The Block B gas project, located 250km to 400km southwest of Vietnam's Ca Mau province and O Mon power complex, aims to supply over five billion standard cubic metres of gas annually to key energy demand zones in the region. "The project is expected to help meet rising energy demand in Vietnam's southwest region while generating economic benefits for the Vietnamese government, Petrovietnam and investors," Yinson said. Yinson noted that while risks such as schedule slippage and cost overruns are inherent during the construction phase, they are expected to be mitigated by the group's expertise and internal controls.

VIENTIANE (Laotian Times): The Japanese government has provided US$2.85 million (RM12 million) to support Lao government officials advance their skills under the project for Human Resource Development Scholarship (JDS), which will offer 20 scholarships per year from June 2025 until 31 December 2032. This year, 20 scholarships will be awarded to qualified officials to pursue master's and doctoral degrees at leading universities in Japan. The programme aims to build the capacity of future Lao leaders who will contribute to national development after completing their studies. Since its launch in Laos in 2000, this program has provided scholarships to over 530 Lao officials. Many graduates have later taken on leadership roles in key ministries and state agencies. The project will be jointly implemented by JICA and the Ministry of Education and Sports. This year's contribution holds added significance as it marks the 70th anniversary of Laos-Japan diplomatic relations. Malaysia's MMC Port lines up cornerstone investors aiming for October IPO

SINGAPORE: MMC Port Holdings aims to finalise its cornerstone investor lineup as early as August, ahead of a planned listing on Bursa Malaysia in October that could raise over US$1.5 billion, two sources with knowledge of the matter told Reuters. The IPO would be Malaysia's biggest since IHH Healthcare's US$2.1 billion debut in 2012, and Southeast Asia's largest since Indonesian tech firm Bukalapak raised US$1.5 billion in 2021, according to LSEG data. The country's biggest port operator, a wholly owned unit of conglomerate MMC Corp, is in talks with more than 20 potential cornerstone investors, the sources said. Cornerstone investors are typically large institutional funds that commit to buying shares before an IPO opens to the public. A strong lineup is expected to bolster confidence in the offering and lift sentiment in Malaysia's IPO market, which, according to LSEG, raised US$751.2 million in the first half of 2025, up 17.9 per cent from a year earlier. Both domestic and global institutions are involved in the discussions, including BlackRock, UBS Asset Management, Malaysia's largest fund manager Permodalan Nasional Bhd (PNB), and the Employees Provident Fund (EPF), the country's biggest pension fund, the sources said. The sources declined to be named as the information is private and discussions are ongoing. MMC Port and its parent company did not immediately respond to an emailed request for comment on Monday. BlackRock, PNB and EPF also did not immediately respond. UBS declined to comment. Reuters reported in February that MMC Port's IPO could raise more than 6 billion ringgit in the second half of 2025. The company, which operates five ports along the Straits of Malacca, one of the world's busiest shipping lanes, filed a draft prospectus with the Securities Commission Malaysia in late June without specifying the IPO size or timeline. According to the filing, MMC Port posted a 9.2 per cent drop in 2024 net profit to 636.6 million ringgit, despite a nearly 10 per cent rise in revenue to 4.36 billion ringgit. Proceeds from the IPO will go to MMC Corp, which plans to divest up to a 30 per cent stake in its port unit. MMC Port will not receive any funds from the listing.
