APAD suspends Star Mart Express as operator over viral video of bus speeding
KUALA LUMPUR, June 23 — The Land Public Transport Agency (APAD) has decided to suspend the public service vehicle operator's licence of Star Mart Express Sdn Bhd for 30 days from July 3, following a viral video showing one of its express bus drivers driving recklessly on June 12.
In a statement today, APAD also said the permit for the express bus bearing registration number ALA 6666 will be revoked effective Aug 7.
The agency said the action was taken after an investigation found that Star Mart Express Sdn Bhd had failed to comply with Section 22(1)(b)(iii) of the Land Public Transport Act 2010 (Act 715), which concerns the conduct of drivers and conductors of public service vehicles.
'Other offences include violating Section 23(1)(b), which requires licensed operators and their employees to give the highest priority to the safety of passengers and road users.
'There was also a breach of Paragraph 7 under the General Conditions of the Service Level Agreement (KTP), which requires licensed operators to ensure that their employees and drivers behave appropriately while on duty,' the statement read.
The statement added that during the suspension period, the operator is prohibited from operating or providing any services using vehicles under the said licence.
The agency said Section 27 of Act 715 provides for the suspension or revocation of a licence in the event of a breach of any of its conditions.
'No transactions related to the affected licence will be considered while the suspension is in force. The suspension will only be lifted upon written confirmation from APAD,' it said.
APAD also stressed that it will not hesitate to take stern action against any company or licence holder found to have breached regulations or laws.
The agency urged the MADANI community to report any misconduct or legal violations by public transport service providers or licence holders via the Transport Ministry complaints hotline at 1-800-88-7723 or via WhatsApp at +6019-290 7723.

They were charged under Section 31(1)(a) of the Child Act 2001, read together with Section 34 of the Penal Code, which is punishable by a maximum jail term of 20 years, a fine of up to RM50,000, or both, upon conviction. The court allowed their release on bail of RM20,000 each with the additional conditions that they report to the nearest police station every month and are prohibited from approaching or disturbing the victim until the case concludes. The court fixed July 17 for mention. Deputy public prosecutor Nabilah Ahmad Poad prosecuted while the couple was represented by lawyer S Devendran.

Philippine VP Duterte slams impeachment as ‘a scrap of paper', urges Senate to throw it out
MANILA, June 24 — Philippine Vice President Sara Duterte has described the impeachment complaint against her as 'nothing more than a scrap of paper' in her formal response to the Senate, saying the case was baseless and should be dismissed for being unconstitutional. The impeachment, widely seen as a test of political alliances, comes amid an acrimonious falling out between Duterte and President Ferdinand Marcos Jr that has sparked a broader power struggle ahead of the 2028 presidential election. Marcos, who has distanced himself from the case, is limited to a single term but is expected to groom a successor to run. Duterte, the daughter of former President Rodrigo Duterte, is viewed as a strong rival contender if she avoids impeachment. 'The Vice President enters a plea of not guilty, without waiving any of her jurisdictional and other objections over the charges,' Duterte said in a submission dated June 23. She dismissed the accusations against her as baseless, calling them 'exaggerations and speculations that are not supported by evidence' in the 34-page response to the Senate. In February, the House of Representatives voted to impeach Duterte for betrayal of public trust and high crimes, sending the case to the Senate. On June 11, the Senate returned the case to the House shortly after convening as an impeachment court. The Senate also ordered Duterte to respond to the allegations in the case, including that she had plotted to assassinate Marcos and others based on a statement she made in November about hiring an assassin. She is also accused of misusing public funds both as vice president and during her stint as education secretary. As well as saying there was nothing substantive for her to answer in the case, Duterte argued the impeachment complaint was the fourth filed against her, with the three earlier ones not acted on by the lower house. This, she said, violated a constitutional safeguard against more than one impeachment proceeding against the same official within a year, reiterating the arguments she used in asking the Supreme Court to dismiss the complaint. That case is ongoing. 'There are no statements of ultimate facts in the Fourth Impeachment complaint. Stripped of its 'factual' and legal conclusions, it is nothing more than a scrap of paper,' Duterte's reply said. She faces a lifetime political ban if convicted. Congresswoman Gerville Luistro, a member of the impeachment prosecution panel, confirmed the lower house had received Duterte's reply to the Senate on Monday. 'The entire prosecution team is currently studying each and every allegation contained in the answer. 3 immigration officers acquitted of smuggling migrants at KLIA
Judicial commissioner Wendy Ooi ruled that the defence had successfully raised doubt in the prosecution's case. SHAH ALAM : The High Court today acquitted three immigration officers, including a woman, of charges related to the smuggling of nine Bangladeshi migrants at KLIA eight years ago. Judicial commissioner Wendy Ooi said following an independent and comprehensive evaluation of all the evidence presented during the trial that the defence had successfully raised doubt in the prosecution's case. Maizatul Azwa Nasib, 32, Hairulnizam Hasim, 43, and Zamir Hazwan Hamid, 42, were accused of smuggling the migrants through KLIA between 3pm and 10pm on July 17, 2017, and again between 10pm on July 18, 2017 and 8am the following day. They were charged under Section 26A of the Anti-Trafficking in Persons and Anti-Smuggling of Migrants Act 2007. Each of the accused had been out on a bail of RM10,000 pending the outcome of today's proceedings. Lawyer Harpal Singh represented Maizatul and Hairulnizam while Rajpal Singh appeared for Zamir. Deputy public prosecutor Nur Suriati Mohamad led the prosecution. In 2021, then High Court judge Yazid Mustafa acquitted the trio without calling for their defence, prompting the prosecution to file an appeal. In a ruling last year, the Court of Appeal ordered the trio to enter their defence.
