
Mumbai: BEST revives iconic Route No. 1 as A1 AC service after year-long pause
In a statement issued Monday, BEST said that the A1 service will run six departures in the morning and another six in the evening on all weekdays. The schedule has been designed to cater to peak-hour office travel.
'The earlier Route No. 1 was temporarily discontinued as part of BEST's ongoing route rationalisation exercise. The new A1 service is a restructured version, introduced to improve operational efficiency and commuter comfort,' said the BEST spokesperson.
Route No. 1, once one of the city's oldest and most recognisable bus lines, was discontinued quietly in mid-2024. In its absence, the undertaking introduced Route 51 and other alternatives that covered portions of the same corridor. However, regular commuters complained that the replacements did not fully serve the needs of those travelling between Colaba and Bandra Reclamation.
The original Route No. 1 holds a unique place in Mumbai's transport history. It was first introduced as Route A during the city's tram era and later renumbered when motor buses took over. In 1937, it became the first route to feature a double-decker bus, a Daimler-class vehicle that would go on to define Mumbai's visual transport identity for decades.
For several years, Route 1 connected Colaba to Mahim and was later extended to Bandra Reclamation. It remained in regular operation even during the Covid-19 lockdowns when local trains were restricted to essential workers. A night variant, Route 1 Ltd, had also earned a niche following among late-night travellers and was affectionately dubbed as 'vampire route' by bus enthusiasts.
The newly reintroduced A1 service will run air-conditioned buses only, with departure points at Electric House and Bandra Reclamation Bus Depot. Morning departures are scheduled for 8.00 am, 8.30 am, 9 am, 9.31 am, 10.05 am and 10.35 am. Evening services will run at 3.40 pm, 4.10 pm, 4.40 pm, 5.15 pm, 5.45 pm and 6.15 pm.

The Brihanmumbai Electric Supply and Transport (BEST) undertaking which provides electricity as well as public bus service in Mumbai has been using leased electric cars without valid fitness certificates and insurance, sources have claimed. All 142 Tata Xpres-T EVs hired by the civic-run BEST for its officials and staff before March 2023 were plying without fitness certificates and valid insurance as of Monday, they alleged. Senior officials of the BEST did not respond to the claims, while a regional transport officer told PTI that the RTO will issue a show-cause notice to the concerned company, though it had reportedly brought the first lot of 30 cars for fitness certificate renewal. BEST said in a written reply that obtaining these certificates was the responsibility of the private firm which has leased out the vehicles. The fitness certificate or insurance of some of the leased cars expired eight months ago and the same was the case of insurance of several cars, sources in the undertaking claimed. The cars are being used for ferrying employees and officers of BEST's traffic and electricity wing. Shashank Rao, leader of a union of BEST employees, said on Tuesday that the undertaking was playing with the lives of its employees. 'If tomorrow any untoward incident happens due to these cars, concerned BEST officials should be held responsible," Rao told PTI. A BEST employee who did not wish to be named said he and hundreds of his colleagues use these EVs for official work such as attending to power line faults, but now they are scared to use them. 'Everyone knows the financial condition of BEST. Hence we are scared to use EV cars, because in case of any accident the occupants won't even get compensation," the employee said. As per BEST's written reply to PTI's query, the 142 electric sedans have been hired from Nagpur-based Sargo Overseas Private Limited. As per the contract, it is the responsibility of the company to renew the fitness certificates and insurance of these cars, BEST said. The cars have been hired for 15 years, and for each car BEST is annually paying Rs 5,08,800 or Rs 42,400 per month to Sargo Overseas at present. For the period of first 10 years, BEST is supposed to pay Rs 42,400 to the company per car per month, and Rs 28,407 for the remaining five years. As per RTO records, these electric cars were registered between November 2022 to July 2023. Shrinivas Rao, BEST's additional general manager (transport) who is responsible for these cars, did not respond to calls and messages seeking his comment. Additional transport commissioner Bharat Kalaskar, who is also in-charge of Tardeo RTO, said they will issue a show-cause notice to the company if the vehicles were running without fitness certificates, but he had learnt from his office that the company produced a lot of 30 cars for renewal of fitness certificates earlier in the day. As per rule 62 of the Central Motor Vehicles Rules, 1989, fitness certificates are mandatory for all commercial vehicles including EVs. Under section 146 of the Motor Vehicles Act, 1988, motor vehicles plying on roads must have insurance policy covering third party risks. Driving a car without a valid fitness certificate can result in fines ranging from Rs 2,000 to Rs 5,000 for a first-time offense. Subsequent offenses can lead to fines up to Rs 10,000 and even imprisonment . For driving an uninsured vehicle, the fine is Rs 2,000 for the first offence, and Rs 4,000 for every subsequent offence. There is also a provision of imprisonment for the violation of the rule. Sri Lanka customs detains nearly 1,000 Chinese EVs over excise tax dispute
Colombo, Jul 30 (PTI) Nearly 1,000 electric vehicles (EVs) from Chinese manufacturer BYD are being held at Sri Lanka Customs over suspected undervaluation of motor power to reduce excise duty, officials told the parliamentary oversight committee on Wednesday. The vehicles, imported by John Keells Group, the official BYD agent in Sri Lanka, are under investigation for allegedly declaring motor power as 100 kilowatts (kW), whereas the actual power output is reportedly 150 kW. The misdeclaration could result in a significant tax difference — 1.4 million Sri Lankan rupees in duty for 100 kW versus 5.4 million Sri Lankan rupees for 150 kW. Speaking before the Committee on Public Accounts (COPA), its chairman Harsha de Silva called for independent verification by an internationally accredited agency. 'This is an issue between two countries", de Silva said and referenced a 2022 dispute in which China rejected Sri Lanka's quality testing of what it alleged was a contaminated fertiliser shipment and secured a favourable report from Singapore, forcing Colombo to pay compensation. Customs officials, who had detained the consignment on July 28, attributed delays in the investigation to a lack of support from the John Keells group. In a statement, John Keells Group denied any deliberate misleading of Sri Lanka Customs to lower the excise tax. 'The motor power of these vehicles has been verified through test reports issued by BYD in China and further certified by an independent testing body", the company clarified. The issue comes amid a surge in EV imports after Sri Lanka lifted a five-year ban in February 2025 due to the Covid pandemic, and Sri Lanka's economic crisis on vehicle imports. BYD quickly emerged as a dominant player, capturing nearly 90 per cent of the EV market and over 10 per cent of overall car sales by May, according to industry estimates. 180 BEST CNG buses to go off roads in 6-8 months

Meanwhile, new buses aren't being added to the fleet quickly enough. BEST currently has around 2,670 buses in its fleet, of which it owns just 430. The rest are on wet leases—owned, operated, and maintained by private contractors appointed by BEST. Of the 430 owned buses, 180 running on CNG are nearing their codal life of 15 years. The remaining six electric buses and 244 running on diesel will continue to operate, officials said, adding that BEST will only procure electric buses on wet lease from now on. 'We will be getting at least five buses from PMI Electro Mobility in a fortnight or so,' said a senior BEST official. 'We asked them to supply at least 50 buses. We have also held meetings and written reminder letters to other bus manufacturers to hasten the process of supplying buses, as it is going on at a slow pace.' Gurugram-based manufacturer PMI Electro Mobility is supposed to supply 250 12-metre-long, single-decker AC buses to BEST in phases. Hyderabad-based Olectra Greentech, which is supposed to supply 2,100 electric buses, has also been asked to expedite the process, officials said. Executives from Olectra told HT that the company delivered 102 electric buses to BEST across June and July. 'Olectra has delivered over 665 buses [as of 15 days ago], with nearly 150 buses added recently and 370 buses added since January 2025. Our target for the next month is to deliver 100 buses per month,' said an Olectra executive, requesting anonymity. Meanwhile, in a recent meeting, BEST asked Chennai-based Switch Mobility to resume the supply of double-decker AC e-buses that it has stalled since December 2023, or else it will be forced to blacklist the company, officials said. BEST's double-decker AC e-bus fleet has remained at 50 since December 2023. The company was supposed to supply 200 buses during this period, but there is an issue over the per-kilometre rate decided between Switch Mobility and BEST, said an official. When HT reached out to Switch Mobility, the company said it needs time to respond. Officials also said that the BEST's parent organisation, the Brihanmumbai Municipal Corporation (BMC), is not providing it enough grants. In its 2025-26 budget, the civic body had set aside ₹1,000 crore for BEST. Since 2012-13, it has granted ₹11,304.59 crore to the undertaking. 'However, this is not enough. We continue to write to the BMC requesting them to provide grants for the purpose of procuring buses on wet lease,' said a BEST official. As BEST struggles to cater to its 3 million daily passengers, citizen groups and bus passenger associations are planning to protest against issues such as the recently announced fare hike, the privatisation of BEST and the monetisation of depot land. Aamchi Mumbai Aamchi BEST (AMAB), a citizens' group focused on public transport, will hold a protest at all 27 BEST depots on August 7, the undertaking's anniversary. 'We want an affordable, safe, and comfortable public transport that is a right of all citizens,' said Jagnarayan Kahar, a member of AMAB. 'This is a call for all Mumbaikars to unite in order to save and revive BEST as an essential public service. We will hand over our demands to the depot managers at these 27 depots.'
