Law enforcement officers arrested for 'kidnapping, extortion' in Cape Town

Two city law enforcement officers were on Tuesday arrested in Cape Town on charges of kidnapping and extortion.
The officers, attached to the metal theft unit, allegedly kidnapped two men in Khayelitsha and demanded a ransom for their release, said safety and security MMC JP Smith. The arrests were carried out after an internal investigation by the city's safety and security investigations unit which alerted the police.
' Search warrants were obtained on Monday and the officers were arrested earlier today, in collaboration with the SAPS provincial kidnapping and extortion task team.
'The city takes a dim view of any attempts at dishonesty and illegal behaviour on the part of staff. We will co-operate with police to ensure a swift conclusion to the investigation and prosecution,' said Smith.
The officers also face disciplinary hearings.
'The management of the safety and security directorate are committed to rid the department of corrupt and criminal elements and will not hesitate to investigate and take the required action when wrongdoing is uncovered.'

The group were handcuffed on Thursday, soon after they allegedly committed a robbery in Ekangala. It is understood that the suspects used a BMW to ram the CIT truck. The robbers then bombed the van and took an undisclosed amount of cash before speeding off in different cars. Pursuit Police spokesperson Colonel Mavela Masondo said officers from Gauteng Highway Patrol responded swiftly and spotted two of the getaway cars, a silver Mercedes-Benz and a Silver Mazda CX3. 'A high-speed chase ensued. While on the N12 Highway, the suspects started shooting at the police, and the police returned fire. One of the getaway cars was chased until the driver lost control and the suspects jumped out of the car and ran into a field, while shooting at the police.' Masondo said officers recovered one of the getaway cars and more than one hundred rounds of ammunition. 'Police were joined by private security officers, and the search continued until five suspects were arrested. Inside the getaway car, police found scores of ammunition. He said police are still on the hunt for six more suspects. 'The search is underway for the suspects who escaped. Those who were arrested are expected to appear before the [Pretoria] Magistrates Court on Monday, facing charges that include cash-in-transit robbery, attempted murder and possession of ammunition'. Masondo said more arrests might be executed, pending the ongoing investigation. Gauteng CIT robberies Meanwhile, CIT robberies and truck hijackings in Gauteng have increased by one count and 0.4%. This was revealed by Gauteng Provincial Police Commissioner Lieutenant General Tommy Mthombeni on Thursday. Mthombeni released the Gauteng crime statistics for the fourth quarter of the 2024/2025 financial year, covering the period from January to March 2025. The South African Police Service has confirmed that the remains found in Rust De Winter last month, are of journalist, Aserie Ndlovu and his partner. Ndlovu and his girlfriend went missing on 18 February 2025. The bodies analysed for DNA were discovered by SAPS on 8 May 2025. 'The SAPS can now confirm that a DNA analysis has been concluded and has positively linked the remains to that of Aserie Ndlovu and Zodwa Mdhluli', said national police spokesperson, Athlenda Mathe. Mathe said the remains found were analysed and matched against samples taken from biological relatives of both Ndlovu and Mdhluli. SAPS has notified both families of the positive DNA match. The families have also been told that the results confirm that the remains found are of the missing couple. Mathe said the police were pleased to assist both families in finding closure. While the families come to terms with this new development, the case of the suspected killers of Ndlovu and Mdhluli continues before the KwaMhlanga Magistrate's Court. Seven suspects were arrested on 4 May 2025, over two months since the couple had been missing. The seven were charged with kidnapping, house robbery and possession of stolen property. Last month, a cross province operation involving Gauteng and Mpumalanga police led SAPS to the seven suspects. They were questioned and subsequently arrested. 'The first suspect who is arrested, is according to investigations, the last to be in the company of the missing couple', said Mathe. 'The second, third and fourth suspects that have been arrested were found with different vehicle parts believed to be that of the missing journalist', she continued. Police Commissioner, General Fannie Masemola has previously attributed the police successfully apprehending the suspects, to public participation. 'The social media community must also be appreciated for sharing the pictures of these suspects far and wide. CAPE TOWN - The City of Cape Town has again called for the urgent conclusion of the implementation agreement between national government, the province, and the City of Cape Town. In August last year, a cooperation agreement between the three spheres of government was signed to enhance collaboration between police and law enforcement to address crime concerns in the province. Ramaphosa described the move as historic. However, the city's Safety and Security MMC, JP Smith, said that nothing had been implemented from that agreement. The City of Cape Town's safety and security portfolio committee has endorsed a motion for the devolution of policing powers to the municipality. The motion mandates the city manager to approach national government to request the devolution of specific investigative, crime intelligence, and forensic powers to help police in their duties. Safety and Security MMC JP Smith explains: "The portfolio committee is saying to the city manager: 'We want you to now resort to the Intergovernmental Relations Framework Act 13 of 2005, and if that doesn't get results, we want to formally go to court'. So, we are moving from asking to formal litigation." Smith added that many cities and provinces believe the days of national government running SAPS should pass.
