Preparations under way for local body polls later this year

With ward delimitation in local bodies entering Phase II in Kerala, preparations are also under way for the crucial 2025 local body elections scheduled for later this year.
The State Election Commission has kicked off training sessions for officials responsible for preparing the electoral rolls and conducting the elections. The Commission is proceeding with the idea of holding the polls during November-December as the five-year terms of 1,199 local bodies expires in December, sources said.
As part of the preparations, the Commission will shortly launch the training sessions for the Electoral Registration Officers (ERO). In grama panchayats and municipalities, the local body secretaries are the EROs. In municipal corporations, the post is handled by additional secretaries. Earlier this, year, the Commission had completed the training of State-level resource persons.
Once the State Delimitation Commission completes the delimitation of wards, the EROs will need to revise the electoral rolls and reposition the population in line with the changes necessitated by the ward delimitation and voter limits set by the Commission for polling stations. This rearrangement is likely to see an increase in the number of polling stations as the Commission has set a cap of 1,300 voters per station in the rural areas and 1,600 in the urban areas.
While the number of local bodies remain unchanged, the wards in the three-tier panchayats, municipalities and corporations have increased from 21,900 to 23,612.
The 2025 local body elections will be a keenly-watched one as they will be held after a comprehensive, Statewide ward delimitation, and ahead of the 2026 elections to the Kerala Legislative Assembly. In 2020, the elections were held to 1,199 local bodies (except the Mattannur municipality) in three phases on December 8, 10 and 14 amid the COVID-19 pandemic.
The Delimitation Commission, headed by State Election Commissioner A. Shajahan, on Wednesday issued the final notification on the delimited wards in the grama panchayats. The delimitation exercise has entered Phase II in which the boundaries of the 152 block panchayats are being redrawn. The third and final phase will cover the district panchayats.

Leader of the Opposition in the Legislative Assembly R. Ashok has highlighted the 'transformative achievements' of Prime Minister Narendra Modi's 11-year tenure, while flayed the record of 10 years of the Congress-led UPA rule under Manmohan Singh. Addressing reporters in Mysuru on Thursday, Mr. Ashok claimed that India has reached new heights under the Modi government, and its GDP growth and infrastructure development have seen a three-fold jump compared to the progress achieved under the UPA regime. Highlighting India's rise on the global stage, Mr. Ashok said, 'We were once struggling for the 10th or 11th spot in the world economy. Today, we are the fourth largest, surpassing Japan and the U.K.', he said, adding that the country was once a bystander on the world stage but is now taken seriously. Citing economists and global institutions to back these claims, he said there was a period when India led a 'hand-to-mouth existence' and had to import food for sustenance. Now India was not only self-sufficient and exported food, but was also a major global supplier of medicines, Mr. Ashok said. India's resilience came to the fore during Covid-19 pandemic when the country became a lead vaccine exporter, he said. On national security, Mr. Ashok accused the Congress of inaction and alleged that there were 'over 9,000 terror incidents' during the UPA rule. Under the Modi government, the numbers had dropped drastically, and there was also a counter-response which was not the case under the UPA rule led by Dr. Singh, he said. Listing infrastructure gains, he said the number of medical colleges has more than doubled from 337 to 704, while the number of All India Institute of Medical Sciences has tripled from seven to 21. The number of airports has increased from 74 to 149, while the national highway length has increased from 90,000 km to 1.5 lakh km, he added. Mr. Ashok said the Modi government built 11 crore toilets and constructed four crore houses while 27 crore people have been lifted out of extreme poverty as stated by the World Bank report. On agricultural subsidies, he said it was ₹30,000 crore in 10 years of UPA regime under Dr. Singh while it is ₹1.27 lakh crore under the NDA-rule led by Mr. Modi. On Kashmir, Mr. Ashok said the abrogation of Article 370 has led to visible development and increased income from tourism, and while the BJP has vowed to stomp out Naxal violence, the Congress was apathetic towards it, he added. Addressing criticism from Chief Minister Siddaramaiah, who recently gave Mr. Modi a '0 out of 100' score, Mr. Ashok retorted, 'Mr. Siddaramaiah himself doesn't deserve even 0 – he scores negative. He is an outgoing Chief Minister, and the people have no expectations from him,' said Mr. Ashok, adding that not a single memorable irrigation project has been taken up by Mr. Siddaramaiah. MLA T.S. Ahmedabad: Senior BJP leader and former Gujarat Chief Minister Vijay Rupani died in the Air India flight crash in Ahmedabad on Thursday, authorities said. He was 68. Rupani was onboard Air India flight AI171, which was headed to London's Gatwick Airport when it crashed shortly after takeoff from Ahmedabad. He was reportedly seated in business class seat 2D. A seasoned politician, Rupani served as the 16th Chief Minister of Gujarat from August 2016 to September 2021. Known for his composed demeanour and firm administrative style, Rupani steered Gujarat through a critical phase of industrial growth and post-Covid recovery. His governance emphasised investment, infrastructure, and social welfare schemes. Born on August 2, 1956, in Rangoon (now Yangon) in then Burma, Rupani and his family migrated to Gujarat's Rajkot during the political turmoil in the Southeast Asian country. He completed his B.A. and L.L.B. from Saurashtra University, later becoming actively involved in the RSS and student politics through its student wing, the ABVP. Rupani began his political journey as a municipal corporator in Rajkot in 1987. He served as Mayor of Rajkot from 1996 to 1997 and was elected to the Gujarat Assembly multiple times. His loyalty to the BJP and clean image made him a key figure in Gujarat politics, and in August 2016, he was chosen as the successor to Chief Minister Anandiben Patel, who had stepped down. Rupani continued in office after the 2017 Assembly elections, helming the government during challenging times, including the Covid-19 pandemic and major industrial policy transitions. As CM, he was known for launching the "Digital Seva Setu" scheme to bridge digital gaps in rural areas and focused on improving water management through the "Sujalam Sufalam" Jal Abhiyan. His tenure also saw the launch of the Gujarat Industrial Policy 2020 and initiatives for tribal upliftment. He stepped down from the CM post in September 2021, making way for Bhupendra Patel, as part of a party strategy to refresh leadership ahead of state elections. However, Rupani remained a key advisor and continued to be active in party affairs and public service. Rupani was married to Anjali Rupani, a social worker and philanthropist. The couple has one son. He was known for his soft-spoken nature, disciplined lifestyle, and strong spiritual grounding, often visiting temples and participating in religious and cultural events across Gujarat.
