All is not well inside the last Hermit kingdom in public service. I'm referring to His Majesty's Prison and Probation Service (HMPPS), a closed and secretive fiefdom that has acquired a reputation for security scandals and managerial incompetence that even high walls, literal and figurative, can't contain. Behind the austere perimeters of the prison side of business, another disgrace looms – corruption.
I was a prison officer and governor for a decade in the 1990s. During this purple patch for the service, the men and women who wore the uniform largely did so with pride and either had years of 'jailcraft' experience to draw on or came to the landings from other walks of life with the requisite emotional maturity to conduct themselves properly. Was it a perfect institution? No. Indeed, the fundamental stressors of the job – working in an environment where anything bad could happen and often did remained. We employed racists and people who caused prisoners and their colleagues no end of difficulty by misusing their immense discretionary power. But these miscreants were in a distinct minority, and staff corruption was either deeply concealed or driven out by an esprit de corps that is so important and so badly missing from today's service.
Outside Whitehall, nobody is blind to the multiple lurid stories that have emerged in recent months and years with an uncomfortably common theme: female staff being caught in sexually compromising situations with male prisoners. Jails are places saturated with risk and trauma. Officers and prisoners are locked away in an environment that is far from normal, where sexual predation, conditioning and coercion is baked into the fabric. But I think these recent stories are symptoms of a much larger and more worrying problem than was ever the case when I worked inside.
Here is an emblematic example. In June 2024, a female prison officer at HMP Wandsworth (where I was head of security in the 1990s) gained global notoriety after a video filmed inside the prison showed her having sex with an inmate. The footage, which went viral online, led to her arrest. Linda De Sousa Abreu was jailed in January having pled guilty to misconduct in a public office. This officer had passed the HMPPS recruitment security vetting process despite having a publicly available OnlyFans account and being previously featured on the Channel 4 series Open House: The Great Sex Experiment. Neither of these activities is illegal, but only an imbecile would say they were compatible with a front-line security role near seasoned and manipulative criminals. Part of the footage was recovered from her body-worn camera. You couldn't make it up.
De Sousa Abreu was hired as a result of a rushed process to get boots on wings denuded of staff as a result of utterly destructive Conservative austerity cuts that drove experience out and allowed in people patently unsuitable to the job. HMP Wandsworth, a major London prison, is falling apart in plain sight. Yet, it is a 20-minute cab ride from HMPPS Headquarters, where thousands of bureaucrats labour in roles that seem to make no difference to the abject state of our penal slums.
On some occasions, up to 40 per cent of officers at Wandsworth were routinely unavailable for a workplace that was drowning in filth and drugs where staff could not routinely account for the whereabouts of prisoners. This sort of environment, where leadership and even basic supervision are absent, is ideal for illicit relationships to flourish.
The state is not in charge at Wandsworth. When I was head of security there, we were the biggest gang in the jail. There was a sense of discipline in the organisation that is now sneered at and deprecated by the cartel of activist groups and academics that have far too much influence on prison operational policy.
These long-dead attributes meant it was almost impossible for blatant abuses of power to occur.
Order and control are foundational to prison safety and legitimacy. Where this has foundered, and we have hugely inexperienced youngsters badly selected, poorly trained and unsupervised all sorts of corruption will flourish.
The rot extends far beyond prison officers too. Female prison psychologists and teachers have all been exposed in illicit affairs with prisoners. Male staff in female prisons have been jailed for relationships with particularly vulnerable women. Prisons without even elementary security screening processes allow both men and women in uniform and other staff corrupted by sophisticated and well-heeled offenders to run drugs and phones into prisons.
The quantities of these items delivered to offenders, who should be doing rehabilitation, not lines of coke, simply cannot be explained by drone deliveries alone. The rampant drug economy flourishing in our prisons unopposed is the lubricant or by-product of much of the corruption we are now reading about.
Prof John Podmore, who used to run the counter-corruption operation in the prison service, put it like this: 'Serious organised crime is increasingly well organised in prisons. Control over so many jails has been ceded to highly profitable criminal enterprises.'
I feel for the thousands of decent and effective female staff who pull on a uniform every morning and who, on top of all the other stresses of the job, must endure the humiliation of being associated with a minority of their colleagues who have brought the service into such disrepute.
I do not accept the formula the spinners at the Ministry of Justice increasingly rely on – that the number of staff being detected means that counter-corruption strategies are working. Something else is going on. Over a third of prison officers now have less than one year's experience in uniform. Many of these recruits will learn on the job as I did and become effective officers doing a vital job for society. But they won't have any of the experience and numbers of colleagues I had to lean on. Too many others will be unsuitable for a uniquely complex job and their immaturity will put them at risk to themselves and security. This law enforcement agency has lost its way. Ministers know this and are helpless to act.

Ricky Jones made the comments at a counter-protest in London after three girls were murdered in the north English town of Southport and was suspended by the ruling Labour party. Misinformation on social media said the teenager who committed the murders at a Taylor Swift-themed dance event was an Islamist migrant, fuelling days of violent riots including attacks on mosques and hotels housing asylum seekers. Jones, 58, was cleared by a jury following a trial at Snaresbrook Crown Court. He had made the remarks to a crowd gathered near an immigration advice centre in London after reports that far-right supporters were planning a protest. "They are disgusting Nazi fascists ... We need to cut all their throats and get rid of them all," he said, running a finger across his throat. Jones gave evidence that he did not intend his words to be taken literally and said his comments referred to far-right stickers with hidden razor blades found on a train. Right-wing politicians and activists said his case was an example of how Britain had an unfair police and justice system, with those who voice concerns about immigration treated differently to those who support liberal or left-wing causes. They contrasted Jones' treatment with that of Lucy Connolly, the wife of a Conservative councillor who was jailed for 31 months for inciting racial hatred for a post urging mass deportation of migrants and the burning of their hotels. Unlike Jones, she had pleaded guilty to the offence. Chris Philp, the opposition Conservative Party's home affairs spokesperson, said on X: "The development of two-tier justice is becoming increasingly alarming." Zia Yusuf, from the populist right-wing Reform UK party which is leading in opinion polls, also compared Jones' acquittal to Connolly's sentence. Prime Minister Keir Starmer was labelled "two-tier Keir" by some opponents last summer after claims some ethnic groups were policed more leniently than others, a suggestion that has been rejected by senior ministers, police chiefs and prosecutors.

A policing chief has insisted that the public should stand up to shoplifters rather than only relying on police officers to catch thieves. Matthew Barber, the Conservative Police and Crime Commissioner for Thames Valley, has warned we live in a 'very poor society' if people just keep their heads down instead of calling out the crime. It comes as the number of shoplifting offences across England and Wales climbed to another record high, with 530,643 offences logged in 2024-25, up 20% from 444,022 in 2023-24. Shoplifting has also exploded in London since the Covid 19 pandemic and around 90,000 shop lifting offences were recorded in the capital last year. In an interview with the Telegraph, Mr Barber doubled down on his view that members of the public should call out the offence, insisting that citizens should have some responsibility. He told the newspaper: 'The idea that this is just a job for the police, citizens have no responsibility, put your head down, carry on, don't get involved, I think that makes for a very poor society.' Mr Barber had made a similar comment at a Thames Valley police and crime panel in June, where he insisted 'we should all be responsible citizens in our community'. The police chief told the panel: 'If you've got someone in your store now stealing from you, call 999. 'Also, ideally, try and stop them leaving, don't just stand there and watch, which a lot of people do, which frustrates me. 'When someone just goes and helps themselves to their daily lunch from M&S, grabs their sandwich and drink and just walks out, and the staff do nothing to challenge it. 'The next person in the queue will say to the cashier 'well, why am I going to bother to pay for this? Because you are not even going to try and stop him?' 'If you're not even going to challenge people, you're not going to try and stop them, then people will get away with it. That's not just about policing. 'That's a bigger problem with society, people who [don't do anything] – you're part of the problem.' But Mr Barber's comments have been criticised by local Liberal Democrat MP Joshua Reynolds, who said the public helping to stop criminals had a 'lack of common sense'. Mr Reynolds told the Bracknell News that stopping crime should be the job of the police and that forces should be supported to tackle criminals 'rather than asking ordinary shoppers to step in to dangerous and threatening situations'. In London, the number of shop lifting offences has more than doubled in two years since Covid. Last month it was announced that up to 80 new police officers would be introduced to the West End team to focus on crimes such as shoplifting, phone robbery and violence against women and girls. But the Met Police is also having to restructure teams as it prepares to lose 1,700 officers and staff.

'We've seen before how federal control of the D.C. National Guard and police can lead to abuse, intimidation and civil rights violations — from military helicopters swooping over peaceful racial justice protesters in 2020 to the unchecked conduct of federal officers who remain shielded from full accountability,' Hopkins said. A history of denigrating language Conservative lawmakers have for generations used denigrating language to describe the condition of major American cities and called for greater law enforcement, often in response to changing demographics in those cities driven by nonwhite populations relocating in search of work or safety from racial discrimination and state violence. Republicans have called for greater police crackdowns in cities since at least the 1965 Watts Riots in Los Angeles. President Richard Nixon won the White House in 1968 after campaigning on a 'law and order' agenda to appeal to white voters in northern cities alongside overtures to white Southerners as part of his 'Southern Strategy.' Trump threatened to 'take over' and 'beautify' the nation's capital on the campaign trail and claimed the district was 'a nightmare of murder and crime.' He also argued the city was 'horribly run' and said his team intended 'to take it away from the mayor.' The president repeated comments he'd previously made about some of the nation's largest cities during his news conference, including Baltimore, Chicago, Los Angeles, Oakland, California, and his hometown of New York City. All are currently run by Black mayors. 'You look at Chicago, how bad it is. You look at Los Angeles, how bad it is. We have other cities in a very bad, New York is a problem. And then you have, of course, Baltimore and Oakland. We don't even mention that anymore. They're so far gone. We're not going to let it happen,' he said. Civil rights advocates see the president's rhetoric as part of a broader political strategy. Advertisement 'It's a playbook he's used in the past,' said Maya Wiley, CEO of the Leadership Conference on Civil and Human Rights. The president's rhetoric 'paints a picture that crime is out of control, even when it is not true, then blames the policies of Democratic lawmakers that are reform- and public safety-minded, and then claims that you have to step in and violate people's rights or demand that reforms be reversed,' Wiley said. She added that the playbook has special potency in the capital because the district's local law enforcement can be directly placed under federal control, a power Trump invoked in his announcement. Civil rights leaders denounce DC order as unjustified distraction Trump's actions in Washington and comments about other major American cities sent shock waves across the country, as other cities prepare to respond to potential federal action. Democratic Maryland Gov. Wes Moore said Trump's plan 'lacks seriousness and is deeply dangerous' in a statement and pointed to a 30-year-low crime rate in Baltimore as a reason the administration should consult local leaders rather than antagonize them. In Oakland, Mayor Barbara Lee called Trump's characterization of the city 'fearmongering.' The administration already faced a major flashpoint between local control and federal power earlier in the summer, when Trump deployed National Guard troops to quell protests and support immigration enforcement operations in Los Angeles despite opposition from California Gov. Gavin Newsom and Los Angeles Mayor Karen Bass. Civil rights leaders have denounced Trump's action in Washington as an unjustified distraction. 'This president campaigned on 'law and order,' but he is the president of chaos and corruption,' said NAACP President Derrick Johnson.
