German manufacturing shows signs of recovery, but job cuts accelerate, PMI shows

Germany's manufacturing sector showed signs of recovery in February, with the downturn easing to its slowest pace in over two years, a business survey showed on Monday.
The HCOB Germany Manufacturing PMI compiled by S&P Global rose to 46.5 last month from January's 45.0, marking the highest level since January 2023, although remaining below the 50.0 threshold indicating growth.
The survey revealed modest declines in output, new orders, and export sales, with the smallest drop in new orders since April 2022. However, employment fell sharply, with the rate of job shedding accelerating to the fastest in three months.
"Job cuts have accelerated sharply of late," said Cyrus de la Rubia, chief economist at Hamburg Commercial Bank AG. "However, with the stabilisation of production that is becoming apparent, it is possible that companies will gradually change tack."
The survey also noted a decline in both input costs and output prices, attributed to spare capacity across supply chains.
Despite a positive outlook for future output, business optimism weakened slightly from January's near three-year high, amid concerns over geopolitical tensions and tariffs.

19 Aug 2025 17:50 DUBAI (WAM) A whopping 85% of UAE-based retail investors are currently invested in local stocks, and many are buying even more in response to global trade tensions, based on the latest edition of the UAE Retail Investor Beat by trading and investing platform study, which surveyed 1,000 retail investors across the United Arab Emirates, revealed that UAE-based investors are strong supporters of their local market. 85% are currently invested in locally listed equities, with 39% of respondents holding Abu Dhabi stocks, 28% holding Dubai stocks, and 18% holding investments reflect their confidence in the UAE economy - 63% of investors stated they are 'very confident' in its current performance, and a further 29% indicated they are 'somewhat confident'. When it comes to the long-term performance of locally listed stocks, 59% expressed that they are 'very confident', with a further 32 % who are 'somewhat confident'.Looking ahead, 48% of investors forecast significant gains in the UAE stock market over the next 12 months, while 34% expect steady conviction is also evident in investors' long-term expectations. 58% believe that the Middle East will deliver the most substantial returns over the next five years, followed closely by the US (50%).When asked which UAE sectors evoke the most optimism for investments over the next 12 months, real estate topped the list at 55%, followed by technology (48%), financial services (37%), and energy (37%).Commenting on the findings, George Naddaf, Managing Director at eToro MENA, shared, 'The DFM and ADX are among the best-performing stock exchanges in the world this year, outperforming the S&P 500 by a considerable margin. Against this backdrop, our research confirms that investor confidence in the UAE market remains strong, supported by resilient performance across local indices, solid macroeconomic indicators, and sustained earnings across key sectors."Investors are favouring real estate, technology, financial services, and energy, as these sectors continue to benefit from government-backed initiatives. The fact that 85% are already invested in UAE equities reflects a clear preference for local opportunities in the current environment.'Despite strong confidence in their local market, geopolitical risk is firmly on the minds of investors: 90% say tariffs and trade wars will significantly impact their portfolios in the next six months, and 89% have already adjusted or plan to adjust their investments in the most common way investors are adjusting their portfolios in response to trade tensions is by increasing exposure to UAE equities (53%), a close second is increasing allocations to commodities (51%). Lebanon's rating upgrade signals reform progress despite risks

S&P Global Ratings has upgraded its assessment of Lebanese sovereign debt for the first time with a stable outlook on the long-term local currency rating. S&P raised Lebanon's long-term local currency sovereign credit rating to 'CCC' from 'CC' and affirmed its short-term local currency rating at 'C'. The stable outlook reflects modest improvements in the government's capacity to service its local currency commercial debt, supported by recurring fiscal surpluses and the resumption of interest payments to the central bank. The upgrade follows the formation of a new government in Lebanon in February 2025 which has made progress in adopting laws, which are a precondition to unlocking a new IMF program and moving ahead on long-delayed debt restructuring. In April 2025, the country's parliament ratified the amended Banking Secrecy Law and recently approved the Bank Restructuring Law. Both are essential steps toward unlocking a long-delayed IMF Extended Fund Facility. "The outlook assumes gradual progress but acknowledges significant downside risks ahead of the May 2026 parliamentary elections," Soojin Kim, a research analyst at MUFG Bank, said. The government's access to the international markets remains closed. S&P noted that the government also did not issue domestic debt in 2024 or first-half 2025. This has been due to limited financing options in the domestic market and tighter fiscal control, which led to an estimated budgetary surplus. This improved headline fiscal performance over the past two years, along with the exchange rate stabilization and substantial rise in the nominal GDP (driven by very high inflation over the past five years), led to a decline in Lebanon's net general government debt to a projected 113% of GDP at the end of 2025 from about 240% in 2022. Lebanon remains in default on the vast majority of its debt and has not been paying principal or interest on its Eurobond obligations since 2020. "Lebanon remains in selective default (SD) on its foreign currency debt and has yet to pass the critical Financial Gap Law, which is central to determining past banking sector losses and compensating depositors," Kim said in a report. While the Lebanese pound has stabilised since early 2024 and fiscal performance has improved due to higher revenues and spending controls, the country still faces challenges such as weak institutions, fragile public finances, limited external financing, and ongoing geopolitical tensions with Israel, all of which may delay further reforms.
