Bahrain Highlights Innovation at ASGP Meeting in Uzbekistan

Tashkent: Mohammed Ibrahim Al Sisi Al Buainain, Secretary General of the Council of Representatives and Secretary of the Executive Committee of the Parliamentary Delegation, and Karima Mohammed Al Abbasi, Secretary General of the Shura Council, represented Bahrain in the Association of Secretaries General of Parliaments (ASGP) Meeting. This event was held alongside the 150th Assembly of the Inter-Parliamentary Union (IPU) in Uzbekistan, focusing on 'Developments and Innovations in Parliamentary Work.' According to Bahrain News Agency, Al Buainain emphasized Bahrain's commitment to innovation as a crucial part of its national strategies, under the leadership of His Majesty King Hamad bin Isa Al Khalifa and the support of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister. He highlighted ongoing efforts in digital transformation within the parliamentary sector, including the use of artificial intelligence (AI) to enhance parliamentary efficiency and service delivery. Ini tiatives involve the digitisation of session management, electronic access to agendas and documents for MPs, and a reduction in paper usage. AI tools are also being developed to aid decision-making and data analysis. Al Buainain outlined Bahrain's 2025-2026 parliamentary digital transformation and AI plan, which encompasses four main goals, 20 flagship projects, and an extensive roadmap targeting eight AI initiatives and 30 electronic services. He introduced innovative platforms such as the 'Nuwab Platform,' the 'Parliamentary Adviser,' the 'Digital Legal Advisor,' the 'Nuwab' smartphone application, and the 'Smart Researcher.' New initiatives include a legislative podcast platform, a data information portal, a digital session analytics platform, and the 'Bayanat' platform. He stressed the importance of these advancements in enhancing transparency, legislative efficiency, and citizen engagement. Karima Mohammed Al Abbasi highlighted Bahrain's efforts to integrate advanced technological solutions across vari ous sectors, in alignment with the vision of His Majesty the King and the support of His Royal Highness the Crown Prince and Prime Minister. She pointed out that adopting AI tools is now essential for improving performance efficiency. The Shura Council has successfully implemented a digital transformation programme that incorporates AI into legislative operations, contributing to cost reduction, resource efficiency, and improved performance metrics.

Doha – Speaking at a public debate during the 150th Inter-Parliamentary Union (IPU) Assembly in Tashkent, Mohamed Ould Errachid, President of the House of Councillors, declared that certain parties have been exploiting international forums to raise the Western Sahara issue outside the United Nations framework. 'Some parties have made it a habit to exploit international forums to raise the Western Sahara question outside the UN framework and UN process, which remain the sole legitimate framework to address this regional dispute,' Ould Errachid stated Monday in Uzbekistan's capital. Ould Errachid, who represents the southern provinces in local and regional councils and hails from Laayoune, voiced that such attempts reflect 'premeditated intentions to exploit the Western Sahara issue for narrow geopolitical purposes, serving agendas planned behind the scenes.' Such 'deviant attitude' does not serve population interests nor shows real willingness to contribute to efforts aimed at reaching a political solution to this regional dispute, he added. The House of Councillors President also noted the UN General Assembly President's decision to appoint Morocco's permanent representative as co-facilitator of the UN negotiation process for the upcoming World Social Development Summit's political declaration, calling it a recognition of Morocco's role as a 'responsible and committed actor.' 'The principles of non-alignment guide our path' During Sunday's Fourth Conference of the Non-Aligned Movement Parliamentary Network, Ould Errachid outlined Morocco's strategic vision based on promoting international peace and security. He stated that Morocco 'firmly defends' the principles that inspired the Non-Aligned Movement's creation, including 'respect for sovereignty, territorial integrity, political independence of states, non-interference in internal affairs, and peaceful conflict resolution.' He referenced King Mohammed VI's launch of 'strategic and fruitful partnerships' and 'pioneering initiatives' to strengthen cooperation and solidarity, particularly in the South. These strategic projects, he noted, aim to enhance regional security and stability while promoting sustainable development, especially at African and Atlantic levels. Strategic diplomatic dialogues The Moroccan parliamentary leader also convened a series of momentous bilateral meetings on the sidelines of the IPU Assembly, which runs from April 5 to 9. In one such meeting with Bahrain's Council of Representatives President Ahmed bin Salman Al Musallam, both officials pledged to strengthen parliamentary visits and experience-sharing. They also discussed activating the friendship group's role and coordinating efforts in international parliamentary forums. During a separate meeting with Kazakhstan's Parliament Speaker Yerlan Koshanov, the latter similarly called for leveraging both countries' strategic positions and economic potential. Koshanov proposed establishing a logistics platform to enhance trade exchanges, while Ould Errachid welcomed the bilateral agreement to create a joint governmental commission and a Morocco-Kazakhstan business council. In another key engagement, discussions with Azerbaijan's Parliament Speaker Sahiba Gafarova centered on expanding collaboration between parliamentary committees. Gafarova detailed the institutional framework of the Parliamentary Network of the Non-Aligned Movement under Azerbaijan's chairmanship, while Ould Errachid reaffirmed Morocco's interest in cooperating with the network to address global challenges. Tashkent: The Parliamentary Delegation of the Kingdom of Bahrain participated in the 215th session of the Inter-Parliamentary Union (IPU) Governing Council, held in Uzbekistan, as part of the 150th IPU Assembly. According to Bahrain News Agency, the delegation was represented by Jamal Mohammed Fakhro, First Deputy Chairman of the Shura Council and Deputy Head of the Parliamentary Delegation; Dalal Jassim Al Zayed, Member of the Shura Council; Dr. Mahdi Abdulaziz Al Shuwaikh; and MP Maryam Saleh Al Dhaen. During the session, Tanzila Norbaeva, Chairperson of the Senate of the Oliy Majlis (Supreme Assembly) of Uzbekistan, was elected President of the 150th IPU Assembly. The meeting reviewed the report of the 214th session of the Governing Council, presented by Tulia Ackson, President of the IPU, highlighting activities undertaken by the Governing Council and Executive Committee during the previous term, as well as initiatives launched during her six-month presidency. Martin Chungong, Secretary General of the IPU, presented the 2024 Impact and Outlook Report, an update on progress made under the IPU Strategy 2022-2026, and the Union's financial performance and status report. The session also discussed proposed amendments to the IPU Statutes and Rules, and participating parliamentary leaders and representatives explored key priority areas for the IPU's 2025 agenda.

Al Musallam was speaking as he met with Ibrahim Boughali, Speaker of the Algerian People's National Assembly and President of the Arab Inter-Parliamentary Union (IPU), on the sidelines of the 150th IPU General Assembly in Tashkent, Uzbekistan. Head of the Bahrain parliamentary delegation, Al Musallam commended the deep relations between the Kingdom and the People's Democratic Republic of Algeria and underscored the importance of further developing ties across all domains. The meeting also explored means of enhancing joint parliamentary cooperation, exchanging expertise and mutual visits, coordinating positions in parliamentary forums, and continuing to enhance bilateral cooperation in all areas, particularly in the parliamentary field. Both sides also discussed the activation of agreements and the work of friendship committees, in a manner that serves the interests and well-being of both countries and their peoples. The meeting was attended by Dalal Jassim Al Zayed, member of the Shura Council; MP Hassan Ibrahim Hassan, MP Dr. Bassam Ismail Al Binmohammed, MP Dr. Mahdi Abdulaziz Al Showaikh; Mohammed Ibrahim Al Sisi Al Buainain, Secretary General of the Council of Representatives; and Kareema Mohammed Al Abbasi, Secretary General of the Shura Council.
