No More Steep Price Jumps: Govt Cracks Down On Non-Scheduled Medicines

NPPA monitors prices of all drugs not listed in Schedule I of the Drug Price Control Order (DPCO), 2013. These 'non-scheduled formulations' had more freedom in pricing—until now If your medicine bills have been quietly rising each year, here's some relief—India's drug pricing regulator has now stepped in to keep a close watch on such hikes. The National Pharmaceutical Pricing Authority (NPPA), under the Ministry of Chemicals and Fertilisers, has issued a fresh order to monitor how much companies are increasing the prices of non-scheduled drugs. These are medicines not under direct price control but still widely used. According to a new office memorandum of NPPA dated July 22, 2025, seen by News18, 'The Government shall monitor the maximum retail prices (MRP) of all the drugs including the non-scheduled formulations and ensure that no manufacturer increases the maximum retail price of a drug more than ten percent of maximum retail price during preceding twelve months…" In simpler terms, drug companies can't hike prices of such medicines by more than 10% in a year. If they do, they will have to bring the price back down to the allowed level and also return the extra money they charged. 'The manufacturer shall be liable to deposit the overcharged amount along with interest thereon from the date of increase in price in addition to the penalty," the memorandum warned. The NPPA monitors the prices of all drugs not listed in Schedule I of the Drug Price Control Order (DPCO), 2013. These are called 'non-scheduled formulations" and have been allowed more freedom in pricing—until now. The Drug Price Control Order (DPCO) is a law ruling prices of medicines that allows authorities to fix the prices of essential medicines and ensure they remain affordable for the public. To prevent companies from bypassing the rules by launching the same medicine under different brand names at higher prices, the NPPA has directed, 'All manufacturers are hereby directed to align the prices of non-scheduled formulation launched under different brands… so that the difference in MRP is not more than ten percent." This means whether a medicine is sold under one brand or another, its price should not differ drastically and must stay within a 10% range. Violations to be taken seriously Any violation of this rule will invite strict action under the DPCO, 2013, and the Essential Commodities Act, 1955. The NPPA's move comes at a time when many patients are feeling the pinch of rising medicine costs, especially for chronic conditions like diabetes, hypertension, and mental health. The memo, signed by NPPA Deputy Director (Enforcement) Manisha Khuntia, has been sent to all drug manufacturers, industry associations, and stakeholders, with a clear message: no more unchecked price hikes. 'Concerned are hereby directed to ensure strict compliance to the provisions of the DPCO, 2013," it stated. view comments Disclaimer: Comments reflect users' views, not News18's. Ex-NRC chief proposes 'family tree' verification for Assam voter roll cleanup

Former National Register of Citizens (NRC) Coordinator Hitesh Dev Sarma has written to Chief Election Commissioner Gyanesh Kumar suggesting that the procedure of verification adopted for NRC may also be tried for creating a "flawless" electoral roll for Assam. Assam is going to assembly polls early next year. It may be mentioned that the family trees of almost all the persons of Assam are available with the NRC authority and the ECI may get hold of it with the permission of the Supreme Court of India." Thanking the ECI for taking up the intensive revision of the electoral roll in Assam following "large scale detection of foreigners' names" in the voter list of Bihar, Sarma wrote, "The situation of Assam is graver than Bihar or any other state of India so far as the electoral roll is concerned." Talking about the unique case of Assam regarding citizenship, the former NRC co-ordinator said, "Unlike the other states, the cut-off date for citizenship in Assam is March 25, 1971, as the East Pakistani nationals entering Assam till 1971 were granted citizenship under 6A of the Citizenship Act, 1955 (amended) and infiltration from Bangladesh is continuing till date." He added, to remedy this, the "Family Tree Matching" was introduced. "In the 'Family Tree Matching' process, all the offspring of a 'Legacy Person' from whom lineage is claimed were asked to submit their family details, which were then compared and matched through a software with the other family trees submitted by descendants of the same legacy person. The mechanism was designed to be such that the 'Family Tree' of the genuine offspring matches with each other. And the 'Family Tree' of the imposters, who attempt to assume descendance through pre-1971 legacy documents as their ancestors, does not match with that of the genuine offspring," Sarma wrote.

One state, 8 crore voters, one big fight: Bihar's ballot battle explodes; SIR controversy explained

LoP in the Lok Sabha and Congress leader Rahul Gandhi during a protest amid 'Bihar bandh' called by the INDIA bloc against Special Intensive Revision in the state, in Patna. (Pic credit: PTI) NEW DELHI: A storm is brewing in Bihar's political landscape months ahead of the assembly election as Special Intensive Revision (SIR) of electoral rolls is facing fierce opposition from INDIA Bloc. Opposition parties in the state have alleged that the SIR is designed to "benefit NDA" in the elections, a charge the Election Commission has denied. The controversy has now landed in Supreme Court , which will hear petitions on July 10 challenging the exercise by EC. Bihar Bandh RJD's Tejashwi Yadav and Congress's Rahul Gandhi joined the Bihar Bandh rally on Wednesday in Patna to oppose SIR. Speaking at the Bihar Bandh rally, Yadav said, "Today, the Bihar Bandh has been called to address how the Election Commission has become 'Godi Aayog'. NDA is losing, so they are using the Election Commission. Preparations have been going on to remove the names of Bihar's poor people from the voter list under the directions of Modi ji, Amit Shah and Nitish Kumar ji." "This is a conspiracy to cut off the votes of almost crores of voters, who belong to the poor community, who are standing at the bottom steps of society like the Dalits, backwards class, or extremely backwards class," Yadav added. SIR: What is it and why now? SIR is a door-to-door verification drive by the Election Commission to be conducted across Bihar to update its electoral rolls. This is the first such intensive revision in the state since 2003. Under this drive, over 8 crore people will be asked to fill out forms with photographs and address proof. Over 3 crore people, who are estimated not to have been listed in 2003, will be asked to provide additional documentation. According to the official notification of EC released on June 24, new voters born after 1987 are required to furnish their parents' birth details, provided the parents weren't listed in 2003. INDIA bloc raises alarm The political storm was triggered after opposition INDIA bloc alleged that this drive is designed to "benefit the ruling NDA." They also accused the poll panel of trying to "wrongfully delete" the voters' names who are unlikely to vote for the ruling dispensation. The opposition INDIA bloc, led by Tejashwi Yadav, moved the Supreme Court against the SIR. A protest march led by Congress leader Rahul Gandhi was also organised on Wednesday. Amid this, a clause that states EROs "will refer cases of suspected foreign nationals to the competent authority under the Citizenship Act, 1955" is also under the radar. Their concerns include: Timing & targeting: Why is this massive revision being done only in Bihar and just before state elections? Exclusionary tactics: Over 3 crore people face tougher documentation if their names didn't appear in the 2003 rolls. Youth under scrutiny: Voters born after 1987 must prove parental citizenship history. ID limitations: Aadhaar and MNREGA cards are reportedly not accepted as valid proof. Citizenship clause fears: EROs can flag "suspected foreign nationals" — a clause feared to be misused, especially in Seemanchal. The timing of SIR opposed "Why has this exercise been ordered only in Bihar when in 2003 a similar revision of electoral rolls was undertaken for the entire country? And why just before the assembly polls? If it was so urgent, why was the work not started immediately after last year's Lok Sabha elections," RJD leader Tejashwi Yadav said. General secretary of CPI(ML) Liberation Dipankar Bhattacharya, while criticising the move, said that EC has opted for a "logistical nightmare". He added that it is almost impossible to complete the drive by July 25. On opposition bloc's Bihar Bandh, BJP MP Ravi Shankar Prasad said, "Today, the opposition parties have called a Bihar Bandh against the Special Intensive Revision of electoral rolls. Bihar LoP and RJD leader Tejashwi Yadav, Congress leader and Lok Sabha LoP Rahul Gandhi and other leaders of the INDIA bloc have come down to the streets... I want to bring to the attention of the country some important issues. In our country, citizens of India vote to form MPs and MLAs. Also, they cast their votes from where they live. So what is their problem if a revision of voter lists is done?" Voices from the ground: Errors, confusion, and chaos In Muzaffarpur, a resident claimed her son's address was bizarrely listed as a shamshaan ghat (cremation ground), while her daughter-in-law's address was left blank, according to a news report from PTI. EC stands its ground Meanwhile, the Election Commission said that 2.88 crore voters, nearly 36.5%, have been covered in the door-to-door exercise. It also rejected the opposition's allegations, saying that the revision is "lawful and constitutional." Supreme Court steps in The apex court is scheduled to hear multiple petitions, including a joint plea by Congress, NCP (Sharad Pawar), Shiv Sena (UBT), Samajwadi Party, JMM, CPI, and CPI(ML) on July 10.
