5,000 occupancy sanads to be issued under 20-point scheme

Panaji: The state cabinet on Wednesday granted approval to issue occupancy sanads to over 5,000 occupants of the plots allotted under the 20-Point Programme. As for allottees who failed to construct any residential dwelling within the stipulated time, and the plots remain vacant, govt may consider reverting all such plots. It will direct both district collectors to identify these vacant plots, issue reversion orders, and take possession. In the monsoon session of the assembly in 2024, a resolution was moved in the House by MLAs regarding the regularisation of houses constructed without prior permission on the plots allotted under the 20-Point Programme. The chief minister and the revenue minister assured the House that the proposal would be examined on legal parameters and regularisation would be considered in due course. Under govt's 20-Point Programme, plots were provided for settlement to economically weaker sections of society. However, since the status of Occupant Class II does not confer ownership, the allottees remain without the title, and the ownership of the land continues to vest with govt, limiting beneficiaries' legal and developmental rights. State govt has classified the plots into three categories. Category A comprises allottees who have constructed a dwelling according to the grant conditions and are residing there with their families or legal heirs as of the current date. Category B comprises plots that have remained vacant and unutilised, where the allottees have either not taken possession or have not constructed any house. Category C covers plots where the allottees have unauthorisedly transferred possession to third parties, who have constructed a dwelling and are residing in these houses on the plots. No reversion orders have been passed, and the third parties remain in unauthorised occupation. Govt will consider granting them occupancy status upon the payment of a premium of 1/20th of the market value/minimum land rate as notified by govt.

Vijayawada: Union minister of culture and tourism Gajendra Singh Shekhawat said Prime Minister Narendra Modi's vision and Naidu's strategic planning are propelling Andhra Pradesh toward progress in all sectors. Speaking at a press conference here on Thursday, he highlighted the rapid growth in the state under the 'Double engine government' of the Centre and state. After discussions with Chief Minister Chandrababu Naidu, Shekhawat said the Central government is fully supporting irrigation and tourism projects, with works being executed in a planned and prioritised manner. Speaking of tourism in Kashmir, the minister stated that the situation in Pahalgam is now stable, encouraging tourists to visit. He added that tourism in Kashmir has seen significant growth and is expected to surge further within two weeks. Commenting on the Emergency imposed on June 25, 1975, by the Congress government, Shekhawat condemned former Prime Minister Indira Gandhi for violating fundamental rights and imposing severe restrictions on the press to suppress dissent. He said that over one lakh people were arbitrarily arrested, and the democratic system was transformed into a dictatorial regime. He accused Sanjay Gandhi of acting as a tyrant, carrying out atrocities. Shekhawat praised the united struggle of millions, led by leaders like Jayaprakash Narayan and Atal Bihari Vajpayee, which restored democracy. He expressed regret that the Congress has neither condemned nor apologised for the Emergency. The nation, he said, continues to honour the sacrifices of those who opposed the dictatorship. State 20-Point Programme Committee Chairperson Lanka Dinakar directed officials to work towards achieving a 15 per cent growth rate in Palnadu district. Addressing a review meeting with department heads at the Collectorate in Narasaraopet on Wednesday, he emphasised the untapped potential of tourism in the region, highlighting the scope for temple tourism, Buddhist heritage sites, and scenic spots like Nagarjuna Sagar and Kondaveedu Fort. Dinakar urged the preparation of detailed project reports (DPRs) to attract government funding and private investment in tourism. He reviewed multiple departments including Agriculture, Housing, Animal Husbandry, DWMA, and Rural Development, stressing the need to implement Central and State welfare schemes effectively. He called for the expansion of natural farming from 50,000 to 1.25 lakh acres and increased awareness on the PM Fasal Bima Yojana. Expressing concern over non-functional water taps under the Jal Jeevan Mission, he questioned the rationale behind incomplete infrastructure projects. Dinakar instructed officials to promote the PM Surya Ghar solar scheme, ensure the benefits of schemes like PM Vishwakarma and drone subsidies reach eligible beneficiaries, and curb misappropriation in free rice distribution. District Collector P. Arun Babu, meanwhile, assured steps to deliver services efficiently and eliminate poverty through proper implementation of the 20-Point Programme.
