FNC Parliamentary Division participates in 38th conference of Arab Inter-Parliamentary Union in Algeria

Saudi Arabia chairs parliamentary talks in Algeria
RIYADH: The Association of Secretaries-General of Arab Parliaments held its 46th meeting in the Algerian capital, the Saudi Press Agency reported on Sunday. It was chaired by Mohammed Al-Mutairi, secretary-general of the Saudi Shoura Council and chairman of the association, in the presence of heads of Arab councils and parliaments. The meeting focused on developing employees' technical and administrative skills, the SPA reported. The secretaries-general shared insights on best practices in human resource development, emphasizing skill enhancement and adequate training for legislative staff. The meeting was held on the sidelines of the 38th Conference of the Arab Inter-Parliamentary Union in Algiers, where the agenda was reviewed and various topics related to cooperation and the strengthening of joint Arab action were discussed. Established on April 3, 1995, the association aims to build bridges of cooperation between Arab and international councils and parliaments.

Qatar spares no effort in backing Arab solidarity, espousing Palestinian cause: Shura speaker
ALGIERS: Speaker of the Shura Council HE Hassan bin Abdullah Al Ghanim has affirmed that the State of Qatar spares no effort in reinforcing joint Arab solidarity and cooperation, in addition to supporting the efforts to consolidate international peace and security, particularly in the Arab region. Addressing the opening ceremony of the 38th Conference of the Arab Inter-Parliamentary Union (AIPU), held in Algiers under the theme 'The Role of the Arab Inter-Parliamentary Union Amid Regional and International Changes', he underscored the State of Qatar's unwavering support for the Palestinian cause and standing in solidarity with the Palestinian people until they regain their legitimate rights, foremost of which is the establishment of their independent state on the 1967 borders with East Jerusalem as its capital. Al Ghanim talked about the parliaments' instrumental role in countering political, security, and economic challenges engulfing the Arab region, emphasizing that the State of Qatar's enduring positions are aligned with AIPU in pursuit of enhancing joint Arab parliamentary action amid these rapid realignments. The unrelenting Israeli occupation's racist policies and criminal practices pose one of the most formidable challenges that impede the path to development and the efforts for progress and stability in the Arab world, he pointed out. He called for a unified Arab parliamentary stance to stand in defense of the Palestinian people and halt the ongoing violations of international legitimacy resolutions and the unconscionable Israeli aggression against the Gaza Strip that has been continuing since Oct. 7, 2023. He hailed the initiative of the Grand National Assembly of Turkiye to establish the Group of Parliaments in Support of Palestine, considering the move as a crucial step toward unifying parliamentary efforts in espousing the Palestinian cause and advocating for the Palestinian people's legitimate rights. In addition, Al Ghanim called on all parliaments worldwide to join this group in order to strengthen a unified global parliamentary front that expresses the will of free peoples and coordinates international positions and initiatives. He highlighted the challenges facing the work of the Inter-Parliamentary Union (IPU), particularly the voting mechanism for the adoption of emergency items. He highlighted that the Arab Geopolitical Group, with backing from other regional blocs, had submitted proposals for emergency items addressing critical humanitarian concerns, including a call for a ceasefire in Gaza and the criminalization of blasphemy. However, these proposals were not endorsed due to the IPU's intricate voting system, albeit having garnered the highest percentages of votes, Al Ghanim noted. He further underscored that the current voting mechanism governing the adoption of emergency items within the IPU, as laid down in Assembly Rule 11.2(a), obstructs the transmission of peoples' voices and effectively strips the process of its substantive purpose. He called for a structural reform of this mechanism by instituting the principle of 'one country, one vote' akin to the model employed by the United Nations General Assembly, thereby ensuring equitable representation and procedural justice among all member states. Al Ghanim praised the AIPU's role during the current year in fostering Arab participation in the IPU's meetings and supporting the nomination of Arab parliamentarians for membership in the committees. Furthermore, he stressed the importance of backing the nomination of Arab talents for the IPU's leading positions, chief among these is the post of Secretary-General, which is set to become vacant in October 2025, alongside the post of President in the future, thereby shoring up Arab presence in international parliamentary institutions. The conference convenes speakers of Arab parliaments and legislative councils to discuss regional and global issues, as well as shared challenges, in addition to bolstering joint Arab parliamentary action and parliamentary diplomacy in addressing global realignments.

Iraq Calls for Including Support for Palestine, Yemen, and Syria in Arab Parliamentary Union Statement
Baghdad - INA Parliament Speaker Mahmoud al-Mashhadani called on Saturday for discussion and inclusion in the final statement of the Arab Parliamentary Union conference a full paragraph urging support for Palestine, assistance for Yemen, support for Syria, and support for other countries and efforts to address their problems and crises in a manner that achieves the necessary Arab unity. The media office of the Speaker of Parliament said in a statement received by the Iraqi News Agency (INA): "Parliament Speaker Mahmoud al-Mashhadani delivered the speech of the Republic of Iraq on the proceedings of the 38th Conference of the Arab Parliamentary Union held in Algeria." First, I can only express my deep happiness and gratitude for being among you, under the umbrella of the Arab Parliamentary Union, as it holds its 38th conference. Perhaps this happiness is doubled because I am in the midst of my second country, the land that pulsates with heroism and an honorable history, the proud land of Algeria. Distinguished Guests Our conference is being held today at a critical and delicate moment in the nation's history, a fateful moment unlike any before it. The organizers have taken note of the critical and acute changes, making them their title and slogan, and rightly so. Beloved Palestine is groaning with wounds and destruction, proud Gaza is bleeding martyrs, displaced, and starved, Yemen has long since departed from its happiness, Lebanon is riddled with wounds, and sisterly Syria is shaking off the dust of tyranny and destruction, awaiting the aid of its brothers so that it can once again return to them, active and influential... indeed, it will inevitably return. Today, we are following with deep concern these Arab developments, as well as the regional transformations, which call for a unified Arab stance, a positive vision, and outcomes that express the true meaning of the nation, which carries the meaning of unity and goodness as long as it adheres to the causes of progress and takes pride in its identity. Since the beginning of the Zionist aggression against Gaza and Palestine, Iraq has been aware of the seriousness of what is happening and what is being planned, and has warned of the consequences of this conflict, which today—given its magnitude and intensity—requires exceptional Arab action to halt the machine of war and destruction, rebuild the land, and restore the rights of its owners. Just as it firmly believed that we are in one boat, our sorrow and joy, our future and destiny are one, and we are one body. If a person in Gaza complains, the people of Damascus, Sana'a, Algeria, and all Arab countries will rush to their aid and assistance. In order for our meeting to have a greater impact on the scene and to produce practical measures awaited by all members of our nation, I invite you to discuss and include in the final statement a full paragraph supporting Palestine, Yemen, Syria, and other countries, and supporting and working to address their problems and crises in a manner that achieves the necessary Arab unity.
