Article – Moana Ellis – Local Democracy Reporter The council is holding firm on an increase of 2.2 District Council is sticking to an average rates increase of 2.2 percent following deliberations on its draft Annual Plan. Mayor Andrew Tripe believes it's the lowest rise in the country for the year ahead. The plan for 2025/26 will go before the council in June to be adopted. Tripe said the council has focused on doing the basics well, investing in core infrastructure, and involving the community in decision-making. The big topics thrashed out by the council in this week's deliberations were creating a standalone housing entity to grow housing stock, adopting a new strategy for Whanganui, changes to fees and charges, and increasing loan repayments. In each case, community feedback aligned with the council's preferred options. On Thursday, the council confirmed it would: Continue to consider a standalone housing entity Consider all submissions and feedback to inform any minor changes ahead of adopting the draft Strategy for Whanganui Proceed with proposed changes to fees and charges for the year ahead Pay off an additional $590,000 of debt. Operational budget changes have also been made since the council opened its draft Annual Plan 2025/26 for consultation. This includes water levies set by water services authority Taumata Arowai to recover the cost of regulatory functions. These levies will take effect from 1 July, 2025 and are expected to cost around $16 per household. Tripe said it was 'incredibly frustrating' to receive news of the levies just as the council was about to adopt its budgets for the year ahead. 'It is yet another example of central government shifting costs to local councils and communities – when it should be administered and funded at a national level.' These levies, along with proposed Commerce Commission levies, would be incorporated into the Annual Plan budget for 2025/26 and would affect three waters rates for connected households. To ensure full transparency, the levies would be identified on rates notices. However, they would not increase overall rates due to additional income from other council revenue streams. The Annual Plan will be adopted on 26 June, with the plan taking effect from 1 July.

May 20 (UPI) -- Four NASA astronauts who recently returned to Earth from a mission aboard the International Space Station will take part this week in a welcome-home ceremony at NASA's space center in Texas. On Thursday, NASA astronauts Nick Hague, Suni Williams, Butch Wilmore and Don Pettit will be in Houston to participate in ceremonies to welcome them back to Earth and will share highlights from their recent space mission, according to NASA officials. Williams and Wilmore arrived after being stranded on the orbital laboratory for nine months. Hague, Wilmore, Williams and Russian cosmonaut Aleksandr Gorbunov returned to Earth on March 18 when their craft splashed safely off the western coast of Florida in the Gulf of Mexico after they spent months on the ISS, where people have continuously worked and lived for about 25 years now. Petit, who launched on September 11 aboard the Soyuz MS-26 spacecraft with two Russian cosmonauts, spent seven months in space on a research mission as a flight engineer and returned on April 19 -- his 70th birthday -- in Kazakhstan to Russia's southwest after he spent 590 days in orbit. Williams and Wilmore traveled more than 121 million miles during their mission and spent 286 days in space with 4,576 completed orbits around Earth and logged hundreds of extra hours in space. Hague and Gorbunov, who traveled over 72 million miles during their mission, spent 171 days in orbit. The free, public event at Space Center Houston will begin at 6 p.m. local time, during which the space travelers will recognize "key mission contributors" during an award ceremony following the presentation.

Foreign Office denies David Lammy refused to pay £600 fare to French taxi driver

An anonymous taxi driver told French media Mr Lammy became 'aggressive' when asked to pay 700 euros (£590) of the 1,550 euro bill, the remainder of which was to be paid by the booking service. The Foreign, Commonwealth and Development Office said Mr Lammy and his spouse were victims in the case and that the driver has been charged with theft after driving off with their luggage. The taxi driver took the couple more than 600 kilometres from the town of Forli in Italy to the French ski resort of Flaine. The fee was paid up front to the transfer service but the driver insisted he was owed money on arrival and that he needed to be paid in cash, a source said. Ms Green, who was speaking to the driver while Mr Lammy went into the house, told police in a statement that she felt threatened and that the taxi driver had showed her a knife in his glovebox, the PA news agency understands. Whitehall sources denied any sensitive material was in the pair's holiday luggage. Prosecutors opened an investigation into a 'commercial dispute' in Bonneville in Haute-Savoie after the driver filed a complaint, according to the French newspaper. A Foreign Office spokesperson rejected the allegations. 'We totally refute these allegations. The fare was paid in full. 'The Foreign Secretary and his wife are named as victims in this matter and the driver has been charged with theft. 'As there is an ongoing legal process, it would be inappropriate to comment further.'

Japan's Nissan Motor has decided to suspend operations at some domestic factories as part of a business restructuring effort, the Nikkei business daily reported on Tuesday. Details regarding which specific factories will be affected and whether they will be temporarily suspended or permanently closed are expected to be finalised at a later date, the report said. Nissan declined to comment on the Nikkei report. Japanese public broadcaster NHK reported on Monday the automaker will cut more than 10,000 jobs globally, bringing the number of layoffs, including those previously announced, to about 20,000, or 15% of its workforce. Japan's third-largest carmaker is set to announce on Tuesday results for the business year that ended in March. It warned last month it would likely book a record ¥700bn (R86,429,000,000) to ¥750bn (R92,590,950,000) net loss in the year due to impairment charges. Nissan, which had more than 133,000 staff as of March last year, announced plans in November to cut 9,000 jobs and reduce global capacity by 20%.
