Tetteh: Upcoming roadmap to be based on Libyans' views to end transitional phases

The UN envoy to Libya Hanna Tetteh said that the anticipated roadmap will be based on input gathered from Libyans through in-person meetings, open calls, and online surveys. During a virtual meeting with a group of Libyans, Tetteh emphasized that this data will form the technical and political foundation for the new roadmap, which will be presented to the UN Security Council on August 20 and 21. Tetteh clarified that the UN mission is not seeking to prolong the transitional phases but is working toward a stable phase through elections based on a clear and enforceable legal framework. She noted that the advisory committee has recommended separating the presidential and parliamentary elections. On Thursday, the UN mission announced that the 6+6 Committee and the advisory committee had reached an agreement on the need to amend Libya's constitutional and legal framework in order to facilitate widely accepted presidential and parliamentary elections. At the end of a two-day consultative meeting sponsored by the UN mission, both committees affirmed that amending the constitutional declaration and reviewing electoral laws are essential steps toward achieving a comprehensive political settlement. This, they said, also requires the formation of a unified government with a clear electoral mandate and local and international guarantees to rebuild trust between the people and political institutions. 6+6 Committee, Advisory Committee agree on legal reforms to pave way for elections

The 6+6 Committee and the Advisory Committee have agreed on the necessity of amending Libya's constitutional and legal framework to facilitate the holding of presidential and parliamentary elections that enjoy broad public acceptance. This agreement was reached at the conclusion of a two-day consultative meeting, held under the auspices of the United Nations Support Mission in Libya (UNSMIL). During the meeting, the 6+6 Committee praised the recommendations presented by the Advisory Committee and expressed its commitment to integrating these suggestions into ongoing efforts aimed at improving and effectively implementing electoral laws. Both committees underscored that amending the constitutional declaration and reviewing electoral legislation are critical steps toward achieving a comprehensive political settlement. They also emphasized the importance of forming a unified government with a clear electoral mandate and securing both local and international guarantees to restore trust between the Libyan people and political institutions. Advisory Committee reviews constitutional framework for elections with 6+6 Joint Committee

The Advisory Committee formed by the United Nations Support Mission in Libya (UNSMIL) held a meeting on Tuesday with the Joint Committee of the House of Representatives and the High Council of State, known as the 6+6 Committee, which had previously drafted Libya's parliamentary and presidential election laws. The meeting, facilitated by UNSMIL, focused on exchanging ideas for potential amendments that would make the constitutional and legal framework for elections more practical and implementable. UN envoy Hanna Tetteh stressed to both committees the importance of such consultations in reinforcing Libyan ownership of the political process. She has noted that UNSMIL will draw on these discussions as it finalizes the roadmap expected to be unveiled during the upcoming UN Security Council briefing. The two committees resumed their meeting on Wednesday to continue discussing ways to establish a legislative and constitutional environment conducive to holding free and inclusive elections in Libya, according to UNSMIL's statement. UN Backs Libyan-Led Path to Elections

The United Nations Support Mission in Libya (UNSMIL) held a joint meeting on Tuesday with the '6+6 Committee' — a body formed by the House of Representatives and the High Council of State — to explore amendments to Libya's constitutional and legal electoral framework and enhance its practical feasibility. The meeting was part of a broader series of consultations supported by the UN Mission, aimed at building consensus around political arrangements for Libya's next phase, according to a post on UNSMIL's official Facebook page. UN Special Representative Hanna Serwaa Tetteh emphasized the importance of these discussions in supporting 'Libyan ownership of the political process', noting that the outcomes will directly contribute to shaping the roadmap that UNSMIL plans to present to the UN Security Council soon. The joint committee is expected to reconvene on Wednesday, as talks continue to bridge political divides and reach consensus on a unified path forward. In parallel, UNSMIL is continuing its meetings with a broad range of Libyan stakeholders to gather perspectives on the upcoming political solution proposals. These efforts are part of the mission's push to ensure inclusivity, transparency, and local legitimacy in the roadmap process. The 6+6 Committee previously played a pivotal role in drafting electoral laws, though many of its outcomes have faced criticism over feasibility and inclusiveness. The renewed consultations seek to overcome past roadblocks and finalize a framework that can be realistically implemented. Tags: libyaLibyan Electionsununsmil
