Punjab-Haryana water dispute: Centre decides to post CISF at Bhakra dam
CHANDIGARH: Amid the ongoing water-sharing dispute between Punjab and Haryana, Centre has approved deployment of Central Industrial Security Force (CISF) at the Bhakra dam project. The move follows a recent move by Punjab police to take control of certain critical points of the dam. Sources said MHA sanctioned the creation of 296 posts in CISF's security wing for induction at the Bhakra project in Nangal, Punjab and a letter to this effect was sent to the central paramilitary force on May 19. Subsequently, CISF issued directions to facilitate accommodation, transport, communication equipment, security gadgets and other basic amenities for deploying its personnel at Bhakra Beas Management Board (BBMB), Nangal. A few weeks ago, Punjab govt had deployed massive police force at the dam following BBMB's decision to release additional 4,500 cusecs of water for Haryana. As per a reply filed by BBMB chairman in a related matter before Punjab and Haryana HC, the Board's officials have been restrained from operating at the dam by Punjab govt functionaries. In court, BBMB had demanded that CISF personnel be deployed at the dam. Addressing a rally, he added that since the water level changed frequently, all water agreements should be reviewed every 25 years. "From 1pm today, water will be released to Haryana as per the state's allocation and in keeping with the capacity of the infrastructure. But the state should make judicious use of the water and not hope for extra during the current cycle. We have no animosity with the people of Haryana. They picked a political fight. (Union minister and ex-Haryana CM) Manohar Lal Khattar made it a prestige issue," he said. Describing BBMB as a 'white elephant', Mann said it was useless in the present form. He said Haryana exhausted its share of water in March, "but the Board acted as a puppet in the hands of the Centre and Haryana govt to take away Punjab's share".

40% students in class XII, XI, X fail in govt model school
Pudukottai: A govt model boys high school in Pudukottai's Aranthangi has reported only 60% pass among students from classes X, XI, and XII, leaving district officials scrambling for reasons for the en mass failure. Official sources said 107 of the 256 students who appeared for Class XII board exams failed, while 99 out of 240 Class XII students also did not clear the exams. The latest Class X results show that 36 out of 107 students failed as well. The overall pass percentage has plummeted from the 80s last year to 60% and below, with a total of 242 students failing this year. Last year, 82% passed in class XII, 87% in class X and 84% in class XI in the govt model school. The average pass percentage in the district this year was 92.55% for class XII, 93.53% for class X and 87.8% for class XI. Chief educational officer K Shanmugam said a detailed review would be conducted. "It's quite unusual for so many students to fail, especially since the situation appeared different before the exams. Investigators are trying to determine if these smaller entities presented a vulnerability that malicious actors could have exploited to disrupt the national power grid. According to a report by The Financial Times, Incibe's inquiries are intensifying the debate surrounding the blackout's cause, particularly whether Spain's reliance on renewable energy played a role. However, senior government officials have expressed "concerns" regarding the cyber security measures in place at smaller power facilities, especially the numerous solar and wind farms that have emerged as Spain has become a leader in renewables, the report said, citing a source familiar with the situation.
