Modernizing Customs: Tackling Trade Bottlenecks And Digital Pressures
6 August 2025 Customs officials from across the Asia-Pacific convened in Incheon for the second meeting of the APEC Sub-Committee on Customs Procedures (SCCP), with a sharp focus on harnessing artificial intelligence and digital innovation to boost trade efficiency, resilience and security. The meeting, held in Incheon, last week, spotlighted APEC's ongoing efforts to streamline customs procedures and remove bottlenecks across borders, central to reducing trade costs and enabling small businesses to compete in global markets. 'In today's fast-changing environment, innovation is no longer optional, it is essential,' said Myeong-ku Lee, Commissioner of the Korea Customs Service, in his welcoming remarks. 'Artificial intelligence can enable faster and more accurate customs clearance, but we must strengthen cross-border cooperation and trust to fully unlock its benefits.' Key discussions over the three-day meeting focused on strengthening risk management, leveraging data and emerging technologies and enhancing cooperation with the private sector. 'Trade and customs environments are becoming increasingly complex, particularly with the rise of e-commerce, carbon border measures and supply chain security concerns,' said Ju-yeon Lim, chair of the sub-committee. 'Customs authorities must now juggle traditional roles with mounting pressure to address sustainability, digitalization and resilience simultaneously.' Members reviewed progress on implementing the Framework for Supply Chain Connectivity and shared updates on digital trade facilitation projects, including the adoption of electronic certificates of origin, the use of single window systems and pilots involving artificial intelligence and blockchain. A highlight of the week was the APEC Customs-Business Dialogue, which brought together customs administrations and industry leaders for candid discussions on e-commerce, authorized economic operators (AEOs) and trusted trader programs. The dialogue underscored the importance of agile rules and digital tools to support fast-moving business models while managing risks at scale. Discussions extended to emerging concerns, including low-carbon logistics and environmental customs measures aligned with green trade objectives. Economies examined how customs can contribute to sustainability through digital documentation, carbon-aware protocols and eco-friendly process design. The meeting also featured a series of side events, including a Cross-Border E-Commerce Workshop, an International Origin Seminar and a dedicated AI Customs Exhibition showcasing Korea's pioneering applications in risk profiling and automated documentation. Commissioner Lee stressed the need for data-driven risk management, streamlined digital processes and international alignment to address growing complexities in cross-border trade, from e-commerce to supply chain security. 'Technology alone is not enough, we need trust, interoperability and shared standards,' he concluded, underscoring SCCP's central role in advancing collective solutions.

District Gears Up for Kharif-2025: Officials Directed to Ensure Equipment Readiness at Paddy Procurement Centers
Gadwal: In light of the upcoming Kharif-2025 season, District Additional Collector (Revenue) Lakshmi Narayana has directed officials to ensure that all essential equipment is readily available at the paddy procurement centers. On Tuesday, a review meeting was held in the chamber of the Collector's Office regarding the availability and requirements of equipment at paddy procurement centers for the Kharif-2025 season. The meeting was attended by officials from relevant departments and secretaries of market committees. During the meeting, the Additional Collector stated that equipment such as tarpaulins, moisture meters, electronic weighing scales, paddy cleaners, paddy dryers, automatic paddy cleaners, caliphers, and husk removers are currently available at the centers. However, he emphasized the need to make any additional equipment available promptly. He instructed the concerned officers to submit the list of required equipment to the District Marketing Department within two days. Agriculture officials were also directed to create awareness among farmers about the Minimum Support Prices (MSP) announced for the Kharif season through Agricultural Extension Officers (AEOs). Additionally, existing equipment at the procurement centers must be quickly returned to the respective market committees. Directions were given to the concerned departments, including the Co-operative and DRDO wings, to facilitate this process efficiently. The review meeting was attended by District Marketing Officer Pushpamma, District Civil Supplies Officer Swami Kumar, Civil Supplies District Manager Vimala, District Co-operative Officer Srinivas Rao, DRDO AO Siddayya, and other officials.

Urgent safety audit in schools across Kerala after Karthikappally roof collapse incident: Edu Min Sivankutty
PALAKKAD: In response to the partial roof collapse at the Government UP School in Karthikappally, Alappuzha, the Department of General Education has decided to conduct an immediate and comprehensive safety audit of school buildings across Kerala. Minister for General Education V Sivankutty announced the decision while addressing the media on Monday morning in Palakkad. He confirmed that a time-bound action plan will be formulated to ensure student safety. 'As part of conducting the audit, a high-level meeting of department officials will be convened on Tuesday (July 22) at 9.30 am at the Shiksha Sadan, Thiruvananthapuram. The meeting, chaired by the Minister, will be attended by senior officials including Deputy Directors of Education, Regional and Assistant Directors, DIET Principals, District Educational Officers (DEOs), Assistant Educational Officers (AEOs), District Project Officers, KITE District Coordinators, and Vidyakiranam Coordinators,' the minister said. The meeting will review the progress of directives issued through the circular released on May 13, 2025, which detailed preparatory steps for reopening schools. Based on this, a new state-wide school inspection schedule has been planned.

Negligence And Lame Excuses: Didn't open office as we lost them keys says
Mattampally (Suryapet): Farmers staged a protest on Monday in front of the Mathampalli mandal agricultural office (AO office) after finding the office closed until 12 noon, despite arriving early for various official purposes. Many farmers, including women, had come seeking assistance related to Rythu Bharosa, seed distribution, and passbook updates, but were frustrated to find no staff present. The protesters alleged that when they tried to contact officials, they received careless and dismissive responses, which intensified their agitation. Realising the situation was turning tense, agriculture extension officers (AEOs) Shravyanjali and Triveni arrived and explained that they had lost the office key while traveling in an auto-rickshaw. However, farmers countered that the office could have been opened in the morning using spare keys or alternative arrangements. The agitated farmers insisted on opening the office immediately. With their cooperation, the AEOs forcibly broke the lock and resumed office operations. Surprisingly, agricultural officer Srinivas did not visit the office despite the disturbance. Instead, he issued a press note on the office WhatsApp group stating that fertilizers and seeds were available at the PACS office and that farmers could purchase them at subsidized rates. Tribal farmers, local women, and others criticized the agriculture department for its negligence at the onset of the farming season. They urged higher authorities to investigate the incident and take appropriate disciplinary action.

Centre to issue Aadhaar like unique Id cards to farmers
Karimnagar: The Central government has decided to give a 'Farmer Unique Number' to every farmer in the same way as it has issued an Aadhaar card to every citizen in the country. The Central government has advised farmers to register their names by May 6. For the implementation of the registry programme, agricultural extension officers will visit the respective villages as per a fixed schedule and register the names of farmers. When the AEOs come to the village, either through Meeseva, the farmer will have to log in to the website and register his Aadhaar, Pattadar passbook or by online. Every farmer who has a land will have to enter the details of his land in this farmer registry and link his ownership details with the Aadhaar number, and the Central government will issue a Farmer Unique Number (Farmer ID) based on it. This 11-digit farmer identity card will be useful for the implementation of Central government schemes. The Central government has taken up this project with the intention of completely digitising the agricultural sector. The Agriculture department has asked all farmers to take advantage of it. Only the land ownership details available with the State Revenue department will be taken as standard and issued the unique card. No new ownership rights will be created. The Agriculture department officials have clarified that this farmer registry programme has no connection with the State government's Rythu Bharosa, loan waiver and other schemes. They said that the land ownership details available with the Revenue department are being taken as standard. As per the Central government's instructions, every farmer should provide his details to the local Agriculture officials for a unique card. Dr G Usharani Scientist (Plant Breeding and Head)Agricultural Research Station Karimnagar told The Hands India that the Centre does not have farmer-wise crop details and other information. The solution to all this issue will be provided with a unique identification number, which is why the Modi government has decided to issue a special card to every farmer. Kuppula Sathyarayana farmer, said the farmer Unique ID card will be of great benefit to the farmers. There are no government schemes and the farmer will get the convenience of access and that the Central government will have the opportunity to have complete details of every farmer and agricultural details, which will be of great benefit. Kunarapu Ramesh of Anthargam village in Peddapalli district said that there are many benefits through this code and if the Central and State governments implement them properly, the farmers will benefit a lot. He said that if the farmers are also given the opportunity to sell the harvested grain through this card, it will be of great benefit to the farmers.
