New Delhi, Aug 5 (PTI) The Railway Ministry has cautioned its employees against fake websites imitating its online Human Resource Management System (HRMS), which maintains essential service records and personal data of staff in digital format. 'Recently, reports of certain fake websites resembling that of Indian Railway HRMS (Human Resource Management System) have been received in the office of the Railway Board, wherein it has been noted that a number of HRMS beneficiaries have shared their login credentials (HRMS ID and password) on these fake websites," said a ministry circular dated August 4, 2025. 'No other URL should be used under any circumstance to log into the HRMS system, nor should any HRMS-related credentials be shared on fake websites," the circular stated. A link has also been provided on the login page of the APAR (Annual Performance Appraisal Report) module of HRMS, which redirects users to the correct URL of the HRMS application, it added. The ministry has urged employees to exercise abundant caution and advised them to promptly modify their login passwords to prevent any misuse. DEHRADUN: In a rare and significant move, the Union Cabinet Secretary has approached Uttarakhand High Court, to seek the quashing of a seven-year-old Central Administrative Tribunal (CAT) order concerning Indian Forest Service (IFS) officer Sanjiv Chaturvedi. The petition also challenges contempt notices issued to the Cabinet Secretary by the Nainital Bench of CAT on May 21. The Uttarakhand High Court is set to examine a long-standing dispute involving Indian Forest Service (IFS) officer Sanjiv Chaturvedi, concerning the downgrading of his annual performance review and alleged suppression of corruption cases he investigated during his tenure at AIIMS, Delhi. The case dates back to 2018 when the Nainital bench of the Central Administrative Tribunal (CAT) dismissed an application filed by the then Cabinet Secretary regarding the downgrading of Chaturvedi's Annual Performance Appraisal Report (APAR) for 2015-16. The Tribunal had ruled that the Cabinet Secretary was a necessary party to the case since he had approved Chaturvedi's selection and many of the officer's grievances were directed against him. In a recent development, the Cabinet Secretary has approached the High Court seeking to quash CAT's February 2023 order, which directed the Cabinet Secretary, Health Secretary, Central Vigilance Commission (CVC), and AIIMS to provide documents related to the closure of certain high-profile corruption cases. These cases were initiated during Chaturvedi's tenure as Chief Vigilance Officer (CVO) of AIIMS from 2012 to 2014.

Dehradun: The Union cabinet secretary has approached Uttarakhand high court to seek the quashing of a seven-year-old Central Administrative Tribunal (CAT) order involving IFS officer Sanjeev Chaturvedi, and to challenge contempt notices issued by CAT. The notices, issued on May 21, 2025, pertained to non-compliance by cabinet secretary TV Somanathan with earlier CAT directions asking him, along with health secretary and central vigilance commission secretary, to submit documents related to the closure of some high-profile corruption cases, which were being investigated by Chaturvedi as chief vigilance officer in AIIMS-Delhi. The petition also sought to nullify CAT's Feb 23, 2023 orders, non-compliance of which gave rise to the contempt petition. The chief justice's bench listed the next hearing for Aug 28. The matter relates to the downgrading of the annual performance appraisal report (APAR) of Chaturvedi for 2015–16, during his central deputation at AIIMS-Delhi from June 2012 to June 2016. It seeks the removal of the cabinet secretary from the list of respondents in the original CAT matter, praying that the name of DoPT secretary be added instead in the pending tribunal case. Chaturvedi had approached the Nainital circuit bench of CAT in July 2017 after his APAR was downgraded, and in Sept 2017, the tribunal stayed the downgrading order. In 2019, he had filed an application seeking documents regarding closure of several major corruption cases, an investigation he had initiated during his tenure as chief vigilance officer (CVO) at AIIMS, from June 2012 to Aug 2014, alleging that the downgrade was in retaliation for his anti-corruption investigations. During that period, Chaturvedi had handled nearly 200 corruption cases involving senior bureaucrats and doctors, including disciplinary action in 78 matters and charges in 87, with over 20 of those cases referred to CBI, prompting CAT to issue orders in February and March 2023 asking the cabinet secretary, health secretary, CVC and AIIMS Delhi to furnish relevant documents. When the officials failed to comply, Chaturvedi filed a contempt petition in Dec 2024, leading CAT in May 2025 to issue contempt notices to Somanathan, then health secretary Apurva Chandra and then CVC secretary P Daniel. Meanwhile, Chaturvedi's legal battle has seen unusual judicial churn. As of June 2025, a total of 14 judges have recused themselves from hearing matters related to him, the latest being ACJM Neha Kushwaha, who stepped away from a criminal defamation case Chaturvedi filed against CAT judge Manish Garg, citing personal proximity to another tribunal judge. The contempt notices followed a high court clarification in May 2024 that a previous stay did not apply to these top officials, thereby making them liable to comply with CAT's directives. Lucknow: Amid reports of clash of ego between ministers and bureaucrats in various departments, unhealthy terms between a senior minister and his department's principal secretary have become a matter of discussion in the govt corridors. The crossfire, needless to say, has caused some collateral damage. Now, it's widely discussed in the state capital that since the department is of great public importance, such a tussle at the top could jeopardise its functioning. Two officers were transferred to other departments a few months ago, however, the two senior officers, of whom one is a woman, continue to work in the same department. The level of rancour has reached such a level that the minister is believed to have given an adverse note against the officers. It's not clear whether the remarks are part of the Annual Performance Appraisal Report (APAR). The development had evoked mixed reactions. Some officers were of the view that the minister should have avoided giving adverse remarks. "Despite clashes of ego between ministers and bureaucrats, the situation never reaches a level where the minister has to give an adverse note to any officer," said one officer. Collector Emphasizes Boost in Government School Enrollments and Literacy Initiatives

Gadwal: District Collector B.M. Santhosh has directed education department officials to take concerted efforts to significantly increase student enrollment in all government schools during the current academic year. He issued these instructions during a review meeting with Mandal Education Officers held on Thursday at the IDOC Conference Hall. During the session, the Collector conducted a comprehensive analysis of changes and progress across all departments within the education sector from last year to the present. He issued appropriate guidelines based on this review. Speaking on the occasion, the District Collector highlighted that government schools have improved significantly in terms of infrastructure, student pass percentages, filling of teacher vacancies, quality teaching, and provision of free uniforms and textbooks by the state government. He emphasized that officials should go door-to-door to motivate parents and students, encouraging them to enroll in government schools in larger numbers. He clearly instructed that 100% attendance of both teachers and students must be ensured in all government schools. He also directed Mandal Education Officers to update and submit reports related to the Badibata (enrollment drive) program. The Collector suggested reopening four primary schools in villages with zero enrollment — Putanpalli, Baswapur, Mirjapur, and Edulagudem. He also instructed that every student's Aadhaar number be registered in UDISE+ and that APAR IDs be generated without delay. To resolve Aadhaar-related issues, he advised Mandal Education Officers to coordinate with EDMs to ensure swift Aadhaar registration and correction for all students. He also stressed the importance of providing nutritious meals as per the prescribed menu under the Mid-Day Meal Scheme. Regarding students who passed Class 10, the Collector ordered the Intermediate Officer to monitor their enrollment in government junior colleges and take necessary steps to ensure their continuation in education. Special attention was also given to adult women's literacy. The Collector urged the organization of special classes under the "Ullas" program to promote universal education. He emphasized the need to utilize the Telangana Open School Society (TOSS) programs and collaborate with self-help groups to raise awareness and improve literacy at the village level. District Intermediate Officer Hriday Raju, Mandal Education Officers from all mandals, and district coordinators attended the meeting.
