AP Chambers conducts awareness session on ELI scheme

Vijayawada: The AP Chambers of Commerce and Industry Federation (AP Chambers) conducted an awareness session at its premises here on Thursday on the Employment Linked Incentive (ELI) scheme and TDS/TCS provisions and compliances. The session brought together senior officials from the Employees' Provident Fund Organisation (EPFO) and the Income Tax Department. Officials from EPFO provided a comprehensive overview of the ELI scheme, a landmark initiative announced in the Union Budget 2024–25 and approved by the Union Cabinet under the leadership of Prime Minister Narendra Modi. The scheme's primary goal is to generate over 3.5 crore new jobs and integrate 1.92 crore first-time employees into the formal workforce by incentivising employers who hire additional workers. The ELI scheme offers financial incentives to both employers and first-time employees, aiming to boost job creation and EPFO registration, particularly within the manufacturing sector. Key features highlighted during the session included wage-based incentives, mandatory EPFO registration, Aadhaar-based Direct Benefit Transfers (DBT), and extended incentives specifically for the manufacturing sector. The officials emphasised how the ELI Scheme will accelerate formal job creation and significantly improve social security coverage. P Veerabhadra Swamy, Additional Central PF Commissioner, Hemong Venkatesh, Regional PF Commissioner–I, Prabhudatta Prushty, Regional PF Commissioner–I and Abdul Khader, Regional PF Commissioner–II participated. Following the EPFO session, P Anil Kumar, officer from the Income Tax Department (TDS), here delivered a focused presentation on TDS/TCS provisions and compliances. His session covered the latest updates, essential compliance timelines, and practical guidance for businesses to prevent penalties and ensure accurate tax deduction and reporting. The programme was spearheaded by Potluri Bhaskara Rao, president of AP Chambers, B Raja Sekhar, General Secretary and Akkaiah Naidu, Treasurer. The session saw enthusiastic participation from approximately 100 representatives from diverse sectors, including MSMEs, manufacturing, services, trading, and professional firms. Attendees found the session highly informative and timely, widely appreciating AP Chambers' initiative for raising awareness on these crucial reforms and helping industry members stay informed and compliant.

Vijayawada: AP Chambers in association with Employees' Provident Fund Organisation (EPFO) and the Income Tax Department is organising awareness session on 'Employment-linked incentive (ELI) scheme' and 'TDS/TCS provisions and their compliances' at AP Chambers Office on MG Road here at 4 pm on Thursday. The Union government allocated around Rs 1 lakh crore for the Employment-linked incentive (ELI) scheme to boost employment generation in the country. In this regard, AP Chambers and EPFO are organising this session to bring awareness among the business enterprises about the ELI scheme. Senior officials from the Employee Provident Fund Organisation and the Income Tax Department will speak in the session. AP Chambers' president Potluri Bhaskara Rao appealed to entrepreneurs to participate or depute their department staff concerned in the awareness session to gain an understanding of the ELI Scheme and TDS/TCS Provisions. There is no participation fee, but prior registration is mandatory. VIJAYAWADA: The Andhra Pradesh Chambers of Commerce and Industry Federation (AP Chambers) has submitted a representation to Chief Minister N Chandrababu Naidu urging his intervention to halt the export of raw human hair (HS Code 05010010), especially Non-Remy (Comb Waste/Goli/Chutti) hair, to safeguard the domestic human hair industry. 'In the last 10 years, China has started reducing imports by smuggling Non-Remy (Comb Waste Hair) through Myanmar, Bangladesh, and Nepal, where it is processed with child labour and again smuggled into China to avoid duties,' the AP Chambers explained. Despite a ban in March 2022 by the Directorate General of Foreign Trade (DGFT), exports resumed shortly after, including by previously blacklisted traders. Non-Remy Hair forms 85% of total exports, and only 15 per cent of hair is Remy Hair, sourced from temples, which is sold either directly or through auction by temples. The AP Chambers pointed out that the Indian human hair extension and wig industry, currently valued at Rs 8,000 crore, has the potential to grow to Rs 30,000 crore in the next decade. The industry, which has a major presence in Madepalli and Eluru, provides employment to over 10 lakh women across rural India.

The Andhra Pradesh Chambers of Commerce and Industry Federation (AP Chambers) sought Chief Minister N. Chandrababu Naidu's intervention for stopping the export of raw human hair, especially non-remy (comb waste/ Goli/Chutti) hair, to mainly China, and some other countries in order to safeguard the domestic human hair industry. In a representation to the Chief Minister on July 11, AP Chambers president Potluri Bhaskar Rao stated that the demand for non - remy hair had gone up exponentially in the last two decades. The Chinese were buying huge quantities till 2012-13 from Indian exporters but in the last 10 years, they started reducing legal imports by smuggling non-remy (comb waste hair) through Myanmar, Bangladesh, and Nepal, where it is processed with child labour and again smuggled to China to avoid duties. Despite an earlier ban imposed in March 2022 by the Director General of Foreign Trade, exports continued, including by the previously blacklisted traders. Non-remy hair forms 85% of total exports and only 15% of hair is remy hair, which is sourced from temples and sold in auction/direct sales by them. Mr. Bhaskar Rao pointed out that the Indian human hair extension and wig industry, currently valued at approximately ₹8,000 crore, has the potential to grow to ₹30,000 crore over the next decade. The industry, which has a major presence in Eluru and Madepalli in Eluru district, provides employment to over 10 lakh women. Following are the suggestions made by the AP Chambers: to strictly prohibit the export of raw human hair (having ITC (HS) Code 05010010) to make it available for Indian hair processors for value-addition, not to let remy type hair from temples sold to China or Chinese agents, restrict temple hair auctions to registered manufacturers / exporters and not to illegal traders. Also, the AP Chambers stated that a dedicated research chair for human hair be set up at IIT Chennai to foster R&D, duties on human hair imported by countries with which India has bilateral agreements should be reduced, and incentives/subsidies must be given to those exporting hair to African countries as they are biggest consumers of hair and wigs as the move would help boost the hair exports to those countries. The hair industry is a unique one that transforms waste into valuable foreign exchange while empowering lakhs of women through rural employment, Mr. Rao said, adding that the CM should take up the matter with the Union Ministry of Commerce & Industry to ensure the sustainability and growth of the human hair industry in Andhra Padesh.

AP Chambers also made key suggestions including the export of raw human hair having ITC (HS) Code 05010010 should be strictly prohibited to make it available for Indian hair processors for value-addition, Remy-type hair from temples should not be sold to China or Chinese agents, restrict temple hair auctions only to registered manufacturers/exporters and not to illegal trader to support 'Make it India' initiative of the Union government, establishment of a dedicated research chair for human hair at IIT Chennai to foster R & D, reduction of duties on human hair imported by countries wherever India has any bilateral agreements, incentives or subsidies to hair exported to African countries as they are the biggest consumers of hair and wigs as they will help boost the exports to African countries. Bhaskara Rao emphasised that this is a unique industry that transforms waste into valuable foreign exchange while empowering lakhs of women through rural employment. He requested the Chief Minister to take up the matter with the Union Minister of Commerce & Industry Piyush Goyal to ensure the long-term sustainability and growth of the human hair industry in Andhra Pradesh and India.
