Low-Carbon Energy Takes Centre Stage In ASEAN Policy Talks

The ASEAN Centre for Energy (ACE), through the ASEAN Climate Change and Energy Project Phase II (ACCEPT II), convened a regional policy dialogue in Kuala Lumpur to accelerate the shift towards a low-carbon energy system in Southeast Asia. Hosted by Malaysia's Ministry of Energy Transition and Water Transformation (PETRA), the event brought together around 50 representatives from ASEAN Member States, international institutions and regional experts. The dialogue focused on advancing the next phase of the regional energy blueprint, the ASEAN Plan of Action for Energy Cooperation (APAEC) 2026–2030, under the theme 'Advancing Regional Cooperation in Ensuring Energy Security and Accelerating Decarbonisation for a Just and Inclusive Energy Transition.' Discussions highlighted the need for regional collaboration, policy alignment, innovative financing mechanisms and ensuring a just and inclusive transition that leaves no community behind. Panellists included representatives from ASEAN Secretariat, Ministry of Industry and Commerce Lao PDR, IGES, National Energy Council of Indonesia, SEforALL, Department of Energy Philippines, Ministry of Energy Myanmar, Ministry of Mines and Energy Cambodia, National Climate Change Secretariat Singapore, Oxfam, PwC and Tenaga Nasional Bhd. Mareena Mahpudz, Alternate Senior Official on Energy Leader of Malaysia and Deputy Secretary-General at PETRA, said the event reaffirmed that energy policy must align with climate goals and social equity. Dato' Ir Ts Razib Dawood, Executive Director of ACE, emphasised that a low-carbon transition must be accessible, affordable and generate employment opportunities while empowering vulnerable communities. The dialogue is part of Malaysia's 2025 ASEAN Chairmanship under the theme 'Inclusivity and Sustainability' and represents a strategic step in promoting coordinated regional approaches to a sustainable, low-carbon energy future. ACE, established in 1999, supports ASEAN Member States in energy cooperation, policy development and knowledge sharing, serving as a regional think tank and data hub. ACCEPT II, funded by the Norwegian Government, specifically aids ASEAN in achieving carbon neutrality, enhancing governance on climate-related energy issues and advancing capacity building and regional collaboration.

JAKARTA, July 31 (Bernama) -- ASEAN secretary-general Dr Kao Kim Hourn has reaffirmed the bloc's commitment to strengthening its role in the ASEAN Centre for Energy's (ACE) Governing Council and ensuring the centre's alignment with regional strategic priorities. He made the remarks during a meeting with ACE executive director Datuk Abdul Razib Dawood at ASEAN headquarters in Jakarta on Wednesday (July 30), aimed at reinforcing coordination between the two institutions. 'The two sides exchanged views on ACE's contributions to advancing ASEAN's regional energy cooperation, including its technical support for the development of the ASEAN Plan of Action for Energy Cooperation (APAEC),' the ASEAN Secretariat said in a statement.

JAKARTA, July 18 (Bernama) -- The ASEAN Centre for Energy (ACE) has received a NZ$200,000 (about US$119,300) grant from the New Zealand Foreign Affairs and Trade Ministry to support the region's energy transition and the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC). The contribution marks the first direct partnership between ACE and New Zealand, commemorating 50 years of ASEAN-New Zealand relations and reinforcing their shared commitment to sustainable energy development in the region. ACE Executive Director Datuk Abdul Razib Dawood described the grant as a significant milestone in regional energy cooperation, expressing gratitude to New Zealand for its continued support.

KUCHING, June 18 (Bernama) -- Three key meetings held in conjunction with the 43rd ASEAN Senior Officials Meeting on Energy (SOME) have concluded the series of high-level dialogues on energy within the ASEAN framework. The host, the Ministry of Energy Transition and Water Transformation (PETRA) announced that the third day of the event saw the convening of the 24th SOME+3 Energy Policy Governing Group (EPGG), which brought together senior energy officials from ASEAN member states and their three key dialogue partners, China, Japan and the Republic of Korea. In a statement, PETRA said the meeting reviewed the implementation progress of Phase II of the ASEAN Plan of Action for Energy Cooperation (APAEC) (2021-2025) and discussed the strategic direction for the development of Phase III of the APAEC. 'One of the focus areas discussed was the implementation of renewable energy, energy security and the peaceful development of nuclear energy. 'Additionally, the 3rd ASEAN Energy- European Union (EU) energy dialogue emphasised efforts to strengthen bilateral cooperation in the energy sector,' read the statement. According to PETRA, the session highlighted policy exchanges between both sides, including the EU's reaffirmed support for the ASEAN Power Grid and the integration of renewable energy sources. It added that the session also covered the implementation of the ASEAN-EU Energy Cooperation Work Plan 2025-2026, which outlines initiatives such as the ASEAN Green Initiative and the Sustainable Connectivity Package (SCOPE). PETRA also announced today's final meeting was the Special Governing Council Meeting of the ASEAN Centre for Energy (ACE), chaired by Malaysia. 'The closed-door meeting approved the ACE Audited Financial Report 2024 and discussed the implementation of the ACE Work Plan 2025, including the initial development of a renewable energy subsidy framework,' it said.

KUCHING: The 43rd ASEAN Senior Officials Meeting on Energy and its associated meetings have commenced here today and will run until June 18, with about 250 delegates, including senior energy officials and representatives from the ASEAN Secretariat and ASEAN Centre for Energy. Hosted by the Energy Transformation and Water Transformation Ministry in conjunction with Malaysia's ASEAN chairmanship, the meeting involved all 10 ASEAN member states, namely Malaysia, Brunei Darussalam, Cambodia, Indonesia, Laos, Myanmar, the Philippines, Singapore, Thailand and Vietnam, with Timor-Leste as an observer. They are joined by dialogue partners China, South Korea, Japan, Russia, the United States, and representatives from the International Renewable Energy Agency, the International Energy Agency, the Economic Research Institute for ASEAN and East Asia, the Asian Development Bank and the World Bank. The Senior Officials Meeting on Energy and associated meetings aim to align ASEAN energy policies at the senior official level. The agenda includes reviewing progress on the ASEAN Plan of Action for Energy Cooperation (APAEC) and preparing key decisions for the 43rd ASEAN Ministers on Energy Meeting, scheduled for October this year. Discussions at the Senior Officials Meeting on Energy will focus on delivering consensus-based outcomes, such as an updated APAEC work plan, policy recommendations on regional energy security, renewable energy financing and grid integration. Key outcomes are anticipated to include advancing the APG Enhanced MOU, finalising the draft APAEC policy document, and securing endorsement of the ASEAN Petroleum Security Agreement. Priority discussion areas for SOME this year include the ASEAN power grid, the status of initiatives towards achieving APAEC targets, and energy transition financing.
