File/Representational New Delhi: In a significant development amid the nation-wide discussions on the Special Intensive Revisions (SIR) of electoral rolls in poll-bound Bihar, the Supreme Court has remarked that the Election Commission of India (ECI) is correct in asserting that an Aadhaar card does not constitute conclusive proof of citizenship. In the recent development, a Bench of Justices Surya Kant and Joymalya Bagchi has stated that the inclusion or exclusion of citizens and non-citizens from the electoral rolls lies within the mandate of the poll body. With the supreme court observation, a buzz regarding the criteria or documents required to prove citizenship are also gaining significance. Why Aadhaar cannot be accepted as proof of citizenship? 'The EC is correct in saying Aadhaar cannot be accepted as conclusive proof of citizenship. It has to be verified,' it remarked. During the hearing, senior advocate Kapil Sibal, appearing for the petitioners, argued that the SIR process could lead to large-scale disenfranchisement of vulnerable citizens, especially those unable to submit the required forms. Sibal argued that most of the enlisted documents are not available to people in Bihar. Earlier, the Bombay High Court also made it clear that Aadhar card, PAN card or Voter ID card are only identity cards or documents to avail the benefits of services and one does not become a citizen of India with the availability of these cards. How can anyone prove citizenship? Citizenship is a special legal status granted by a country, giving people rights like legal protection, employment, and contesting elections. Notably, Citizenship in India, governed by the Citizenship Act 1955, cannot be proved with Aadhaar, PAN, Voter ID or Ration Card. What to do if you don't have Aadhaar-PAN or Voter ID? If you don't have Aadhaar-PAN or Voter ID, documents like a birth certificate or domicile certificate serve as proof as a proof of citizenship. If you don't have a birth certificate, you can be obtain it from the Gram Panchayat, Municipality or Municipal Corporation, and if unavailable, a 'non-availability' certificate must be issued first. The Income Tax (I-T) Department is expected to bring its ambitious ₹ 1,435 crore PAN 2.0 project live next year, and has chosen IT major LTIMindtree as the Managed Service Provider (MSP) for the design, development, implementation, operations, and maintenance of the project. Expected to be a 'one-stop platform' to comprehensively handle matters related to PAN and TAN, such as allotment, updates or corrections, Aadhaar-PAN linking, re-issuance requests, online PAN validation etc., it is aimed at simplifying the PAN and TAN processes, enhance quality of service, and improving grievance redressal mechanisms. The Cabinet Committee on Economic Affairs (CCEA) approved the I-T dept's ₹ 1,435-crore project on November 25, 2024. At present, PAN-related services are spread across three different platforms — the e-Filing Portal, UTIITSL Portal, and Protean e-Gov Portal. With PAN 2.0, services will be merged into a single, unified portal. PAN 2.0 will comprehensively use technology for paperless processes. Allotment / updation / correction of PAN will be done free of cost and e-PAN will be sent to the registered mail ID. A 10-digit alpha-numeric number, Permanent Account Number (PAN) is issued by the I-T dept to Indian taxpayers. Similarly, Tax Deduction and Collection Account Number (TAN) is a 10-digit alpha-numeric number that is obtained by all persons responsible for deducting tax at source or who are required to collect tax at source. PAN has an existing database of over 81.24 crore, while TAN has more than 73 lakh holders. These existing PAN holders are not required to apply for a new one under the upgraded PAN 2.0 system. This involves ease of access, speedy service delivery with improved quality, a single source of truth and data consistency, eco-friendly processes and cost optimisation, and security and optimisation of infrastructure for greater agility, according to an official statement. The government aims to enable the Pan 2.0 project under Digital India, which will make PAN eligible as a common identifier for all digital systems of specified government agencies. The new system aims to upgrade the current PAN/TAN 1.0 eco-system, consolidating the core and non-core PAN/TAN activities and the PAN validation service, as per the official release. The QR code has been incorporated in PAN cards since 2017-18. The same will be continued under the PAN 2.0 project with enhancements such as a dynamic QR code that displays the latest data present in the PAN database. PAN holders who have an old PAN Card without a QR code have the option to apply for a new card with a QR code in the existing PAN 1.0 ecosystem as well as in PAN 2.0.

LTIMindtree has won a contract worth about Rs 792 crore from the income tax department for the PAN 2.0 project, making it one of the largest government projects handed over to the mid-tier IT company, which aims to break into the top league. The project aims to modernise taxpayer registration through advanced e-governance. With an earmarked expenditure of Rs 1,435 crore, it seeks to re-engineer PAN/TAN services, offering seamless digital experiences while streamlining and modernising the process of issuing and managing PAN and TAN. As part of the project, which will go live in 18 months, multiple platforms and portals will be consolidated. Services such as allotment, updates and corrections, Aadhaar-PAN linking, re-issuance requests, and online PAN validation will be part of the platform. 'We have been awarded this prestigious PAN 2.0 project, which aims to enhance the PAN issuance process and security through technology-driven innovation," LTIMindtree said in a statement. PAN-related services are currently spread across three different platforms: the e-Filing Portal, UTIITSL Portal, and Protean e-Gov Portal. With the implementation of PAN 2.0, these services will be integrated into a single, unified portal. The Cabinet Committee on Economic Affairs (CCEA) approved the PAN 2.0 project in November. Customers are increasingly focused on tightening their budgets and saving rather than investing in new-age technologies. Separately, LTIMindtree announced the appointment of Gururaj Deshpande as its Chief Delivery Officer, reporting to Lambu. Deshpande previously held the role of Global Operations and Product Delivery Leader for Client Technology at EY and Infosys. In his new role, Deshpande will focus on strengthening client delivery, accelerating AI integration at the account level, and building differentiated domain capabilities.

The PAN 2.0 project will comprehensively handle issues/matters related to PAN and TAN, including allotment, updates/corrections, Aadhaar-PAN linking, re-issuance requests, online PAN validation etc., as a one-stop platform. It envisages simplifying PAN/TAN processes to enhance quality of service to the public and improving grievance redressal mechanisms. The PAN 2.0 project has been awarded to the successful bidder, M/s LTIMindtree Limited. The project is expected to 'go-live' in 18 months, an official said. LTIMindtree will act as the Managed Service Provider (MSP) for the design, development, implementation, operations, and maintenance of the project. Currently, PAN-related services are spread across three different platforms — e-Filing Portal, UTIITSL Portal, and Protean e-Gov Portal.
