NSDC training partners booked for fraud
A case has been registered against National Skill Development Corporation's (NSDC) training partners in southwest Delhi's Dabri after the corporation alleged that the centre was forging biometric attendance records and misappropriating government funds allocated for vocational training under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY). NSDC training partners booked for fraud The FIR, seen by HT, named a man who works as a single point of contact (SPOC) for Right Vision Foundation — an NSDC-affiliated training partner operating from Mahavir Enclave. According to the complaint, the foundation fraudulently marked attendance of 186 trainees using the Aadhaar Enabled Biometric Attendance System (AEBAS), while no candidate was physically present during a surprise inspection by a government-authorised officer on January 17. A second centre linked to the same training partner also allegedly violated PMKVY guidelines. Both centres were fudging training data, thereby drawing government funds without conducting actual training sessions, the complaint mentioned. NSDC flagged the issue after sending a show cause notice on February 18, but received no satisfactory response, the FIR stated. Police said a case under sections 316 (criminal breach of trust) and 318 (cheating) of the BNS was registered. Police said that investigation into the matter has been taken up and they will ask the SPOC to join the investigation. 'We are investigating who these trainees were and if there is a larger scam behind this. The SPOC will also be asked how they managed to fudge biometric data,' an officer said.

Doctors must have 75% attendance to get leave, says Tamil Nadu DME
TIRUNELVELI: Deans of all government medical colleges in Tamil Nadu have been instructed to ensure that doctors maintain at least 75% attendance before granting them leave, except in emergencies. In a communication sent on Monday, Dr E Theranirajan, Director of Medical Education and Research (DME), also warned of stringent action if deficiencies in the Aadhaar Enabled Biometric Attendance System (AEBAS) are not rectified within four months. The directive comes in the wake of the National Medical Commission (NMC) granting only conditional renewal of MBBS seats for the 2025–26 academic year in 36 government medical colleges (GMCs) across the state. 'A detailed action plan and written assurance have already been submitted to the NMC. For that, monitoring AEBAS, department-wise and college-wise, in all 36 GMCs is necessary to prevent attendance-related deficiencies as mentioned in the conditional renewal,' Theranirajan said. 'Due to the persistent lack of minimum required faculty in 11 colleges, the NMC directed a personal hearing at the commission, during which the health secretary and DME appeared and submitted a written assurance to rectify the deficiencies. Considering this, the NMC has granted conditional renewal of MBBS seats, with the condition that all deficiencies must be rectified within four months. If not, stringent action will be initiated,' the DME said. According to the communication, AEBAS data revealed deficient attendance of faculty, residents, and tutors across all departments in the GMCs at Kanniyakumari, Ramanathapuram, Nilgiris, and Karur. In Stanley Medical College, 16 out of 20 departments were found deficient, while 19 out of 20 departments in Chengalpattu GMC and 15 out of 20 in Omandurar GMC also recorded inadequate attendance.

Directive on entry, exit attendance faces criticism among government doctors
A recent directive from the Directorate of Medical Education (DME) and Research requiring all faculty and resident doctors of government medical colleges to mark their entry and exit on the Aadhaar Enabled Biometric Attendance System (AEBAS) has drawn flak among a section of government doctors. An official communication from the Health department said the deans of 36 government medical colleges had submitted the rectification report for defects pointed out by the National Medical Commission (NMC). NMC had issued show cause notices citing deficiencies in faculty and services. The department asked the DME to request the respective deans to make entry and exit mandatory in AEBAS. Following this, the directorate asked deans of all government medical colleges to take necessary action to make entry and exit mandatory in AEBAS for all faculty and resident doctors. A. Ramalingam, general secretary of Service Doctors and Post-Graduates Association (SDPGA), said they strongly opposed the directive as 'such tactics were to divert their inefficiencies, leading to show cause notices from NMC'. 'We are willing to streamline medical education as proposed by NMC for the benefit of students and the system. But it should be in its entirety. Only implementing attendance without addressing the faculty strength, job functions, and pay structure is not correct. NMC proposes a pay scale for government doctors on par with the All India Institutes of Medical Sciences faculty. It also says resident doctors should provide 24-hour service to patients. But here, we do not have the cadre of junior and senior residents, and assistant professors do the work. In addition, NMC considers Saturdays as non-working days along with Sundays, but we work on Saturdays,' he explained. SDPGA demanded the State government to implement the pay scale similar to AIIMS faculty, post adequate senior and junior residents to take care of 24 hour patient care and grant compensation for extra work done beyond duty hours before insisting on exit attendance, he added. A government doctor, who did not want to be named, said that NMC mandates only once a day biometric entry, and marking twice is not mandatory. 'NMC has pointed to severe staff shortage in many institutions but instead of addressing it, the government is diverting the issue and blaming doctors' attendance,' he said. A senior doctor added that NMC's insistence on AEBAS was to ensure there were no ghost and part-time faculty in medical colleges. 'NMC mandates an attendance of 75% of the total working days for all faculty and resident doctors. The directorate should keep this in mind and create posts to ensure that they meet the NMC requirements. Instead, rules are being tweaked here,' he said.

Dr Sheth, a cardiothoracic surgeon with experience in India and the UK, emphasized his commitment to improving the quality of medical education, promoting good governance, and fostering teamwork to achieve governmental objectives. Speaking to ANI, Dr Sheth said, 'My primary focus is to improve the quality of education, easing the excess and aiming towards the good governance and teamwork to meet the governmental objectives.' Dr Gangadhar had submitted his resignation due to health issues. ''Dr Gangadhar, former chairperson, NMC, had submitted his resignation last October. As there was no suitable candidate available, his tenure was continued,' Official Sources said Dr Sheth is also the President of the National Board of Examinations in Sciences (NBEMS). He will soon be joining as the chairperson of NMC, following a mutual discussion with Dr Gangadhar, the sources said. Dr Gangadhar's tenure saw significant reforms, including grading of medical colleges, WFME accreditation, and streamlined processes, bringing more transparency and consistency in functioning of NMC, revised and more practical CBME, tweaking the qualifications criteria for faculty to make it more user friendly, focusing on faculty development for better outcomes, getting all medical colleges to embrace patient safety at undergraduate level. He institutionalised the use of Aadhaar Enabled Biometric Attendance System (AEBAS) for real-time monitoring of faculty attendance, and he also advanced a shift towards competency-based undergraduate education.
